A plea to the Court system in the United States of America which posts on the leading website

for the institution, The envied Court of the World: (a) due to Defendants’ and non-representational

government’s occupation of our U.S. during my life, I have been one of the many in the steep learning

curve to protect unalienable rights. AND made a pauper intentionally by those whom feudal vs.

freedom FOR no less than one hundred [100] years or thereabouts; but, (b) in spite of the greatest

opposition We The People can thankfully due to the internet, as common persons and therefore a

people-hood STAND against apartheid with the true chosen few; thankfully, (c) in the good law;

. . The King could do no wrong, which is a tyrannical and anti-freedom concept that
today manifests itself in the principle of governmental immunity. Further, one principle of the
common law was that an individual could defame the king and his ministers merely by stating
something bad about them; the truth was not a defense.

. .The legal principles of real property as well as some of the other fields of law which
we have today arise from the gradual and evolutionary erosion of feudalism. That which
happened over a period of several hundred years was the slow development of freedom and
rights to property extracted begrudgingly from absolute monarchs, who incidentally
considered themselves as possessing a degree of divinity.

. . For the past hundred or more years Congress has been busy writing all sorts of
laws for which we gave no permission. The worse period for illegal and bad laws was during
the period of the 1930's. This was when the exercise of control over the American people
went wild. This is one reason why the purpose of the jury is so important today.

. . The people who work for the government have a job as a result of our Constitution.
If it were not that we agreed to government, their positions would not exist. There is no other
way to look at it. It is our right and our duty to check on what they are doing. This of course
includes the laws they are passing. And what do we check them against?

• The supremacy clause holds the key. If they do not conform, they are no
good — they are not laws. Can't make it any plainer.

. . Our Fifth Amendment guarantees you and I due process of law. This is an
extremely important statement. Cannot take life, liberty, or property unless this
requirement for due process is followed. Our basic law holds the precedence. If the
government does not obey a command of the document, anything that comes as a result
does NOT follow due process.

. . Nevertheless, the purpose of the jury is to safeguard other citizens from an

overzealous government. You should know where to look to see if they have the authority to
pass the law under which they are accusing the person on trial.

. . There are only four crimes listed in our Constitution. These are:

• Counterfeiting of securities and current coins (Art I, Sec 8)

• Piracies and felonies committed on the high seas (Art I, Sec 8)
• Treason against the United States (Art III, Sec 3)
• Offenses against the law of nations (Art I, Sec 8)

. . That's it! We gave NO power to Congress beyond these four to define a crime.

Sounds weird ... but it's true.

. . In 1821, Chief Justice John Marshall, of the United States Supreme Court stated in
an opinion: Congress has a right to punish murder in a fort, or other place within its exclusive
jurisdiction; but no general right to punish murder committed within any of the States.
Further, he added, It is clear, that Congress cannot punish felonies generally; Cohen v
Virginia, 4 Wheat (US) 264 (1821). Unless you are a juror in a case (federal) charging
someone with a violation of one of the four listed crimes, there is no criminal law. And you
cannot judge the persons' innocence or guilt. You have no right to convict.1

I. I, Roberta Kelly, Plaintiff claim federal jurisdiction pursuant to Article III § 2 which extends

the jurisdiction to cases arising under the U.S. Constitution.

II. Plaintiff brings this action against those whom are LICENSED practitioners of the rule of law

in the capacity as Federal Judges in the United States District Courts, in the Districts of but not limited

to: Oregon, the Division of Portland. Location primarily for the Complaint is attached to the Federal

Building where the art forms of high cost [etchings, granite, and sculpture garden, 9TH floor as well the

secured sixteenth floor] and dedicated to William Jefferson Clinton at 1000 S.W. Third Ave. Portland,

Oregon 97204; also as follows, Bankruptcy Courthouse, Pioneer Courthouse and Eugene, Oregon, and

the United States Court of Appeals for the Ninth Circuit located in San Francisco, California: JOHN

V. ACOSTA, Oregon State Bar Licence Number 880184; ANN L. AIKEN, Oregon State Bar License

Number 800099; JAY S. BYBEE, BRIGHAM YOUNG LAW; RANDALL L. DUNN, Oregon State

Bar License Number 770278; EDWARD LEAVY, Oregon State Bar License Number 530655;

MICHAEL W. MOSMAN, Oregon State License Bar Number 871119, federal judicial officers,

pursuant to Title 28 U.S. Code § 1331, in claims arising from violations of federal constitutional rights

guaranteed in the U.S. Constitution and redressable pursuant to Bivens v. Six Unknown Narcotics

Agents 403 U.S. 388 (1971).

 III. Plaintiff is a natural person residing at 5109 N.E. Ainsworth Street, Portland, Oregon

97218-1826, in the County of Multnomah, State of Oregon.

IV. Defendants are all Judges presiding as noticed in this Complaint.

STATEMENT OF THIS CASE

Title 42 U.S. Code § 1983 reads as follows: for violations of certain protections guaranteed by

the First, Fifth, Eighth, Ninth and Fourteenth Amendments, ET AL. of the federal Constitution, by the

defendant under color of law in his/her capacity as a judge in the Court(s).

Every person who, under color of any statute, ordinance, regulation, custom, or usage, of any

State or Territory, subjects, or causes to be subjected, any citizen of the United States or other person

within the jurisdiction thereof to the deprivation of any rights, privileges, or immunities secured by the

Constitution and laws, shall be liable to the party injured in an action at law, suit in equity, or other

proper proceeding for redress.

Judges, Defendants engaged in an egregious discrimination against Plaintiff, and denied me

my rights as a U.S. people, person, citizen and a minority as well as a senior, therefore, a claim of

denial of equal protection under the Fourteenth Amendment.

Defendants judged in deprivation of property without due process, violating the Fifth

Amendment as well as the Fourteenth Amendment.

Judges are in violation of the first ten amendments of the Bill of Rights which are self

explanatory. Violations of these rights give rise to causes of action, under Title 42 U.S.C. § 1983 and

in Bivens actions.

Violations in the Constitutional Amendments and The Bill of Rights:

• Counterfeiting of securities and current coins (Art I, Sec 8), etc.

Furthermore, Oregon State Bar attorneys ALL commingle, eg lenders of credit et al.

 Lauren J. Paulson’s Memorandum of Law on Foreclosure was filed by Plaintiff as an Exhibit in

the past seven (7) days in the U.S.D.C. Mr. Paulson hand delivered to every Judge: proving fraud as an

institution in the splitting real estate note-deed contracts.

Constitutional Amendments have all been violated in the number of years that the digital credit

was sold to Americans as though the U.S. natural born people was not a free human!

The breach of our unalienable rights:

• birth certificates
• social security numbers Internal Revenue Service [IRS]

YES in violation of the U.S. Constitution and the Bill of Rights! A pittance social security check and

$128.55 stolen, no due process whatsoever. Pleas to the Judges regarding taxation without

representation and Un-Constitutional wars!

Genuine scholars in The U.S. Constitution and The Bill of Rights, ALL Articles-Amendments,

please find the wherewithal to INDICT Judges:

• Treason against the United States (Art III, Sec 3)

PRAYER FOR RELIEF

Wherefore Plaintiff prays this Court issue equitable relief as follows: Justice in the rule of law

returning for the practice of due process to prevail! Injunctions-issue, See Pulliam v. Allen, 466 U.S.

522 (1983);

• injunctive relief;
• declaratory relief;
• issue other relief as this Court deems appropriate and just;
• award plaintiff costs of litigation.
