NEW “CHECKS AND BALANCES” OR “C&B” PROGRAM.
In a perfect world, we would
find all equipment repair
items during a single pass
through of inspection.
Unfortunately, additional
repair items show up
routinely through the course
of an overhaul. Naturally, it
is prudent to identify the
repair item and take the
necessary action to remedy
damage that may result in
failure during operation.
Through the years, UDC has
been part of the team in favor
of continued follow-ups during
outage projects. Leading the
march in the industry in
regard to boiler inspection
and overall reliability improve-
ments, UDC has gone the
extra step. The “Checks and
Balances” (“C&B”) program
has been implemented as of
January 2011 uniting efforts
to maximize the quality and
integrity of the inspection
process.
The program runs as follows:

dations and identify missed

There are a broad range of items to consider as we move forward to the future of fossil fuels, environ-
mental impact considerations, and governmental regulation for power producers. These items are true
concerns considering the direction of the industry continues to shift. One energy source surfacing now
is that of Heat Recovery Steam Generators (HRSG).
Power generating organizations are currently bringing more HRSG’s online as a prime source of energy
production. These HRSG’s in design were created to operate under base loading operation. The current
environment for operating these units is Cycling. The fact is that HRSG’S are being operated in this
cycling manner in greater volume than the current fleet of fossil units. This out of design operational
practice has thus created a new set of maintenance issues we must prepare to deal with the repercus-
sions moving forward.
The procurement of clean power production is a positive step forward however we are mandated to
utilize all available knowledge to avoid careless mistakes of basic design fundamentals for all of the
maintenance and operational practices we employee today.
