Mackenzie is a senior at West Salem High School.

Reece is 4th grader at Liberty Elementary School. He attended the full-day kindergarten program
at McKinley Elementary School on an in-district transfer.

Grace is in the full-day Kindergarten program at McKinley Elementary School on an in-district


transfer. She will be attending Liberty Elementary School next year.

Have you ever been convicted of a crime, been disciplined by a professional licensing
board/organization or had an ethics violation filed against you? If so, please give the
details.
In 1995 I was charged with a DUII and entered into the diversion program. I completed my
diversion program later that year. This was probably the worst day of my life. It was the day my
father was diagnosed with terminal pancreatic cancer. Needless to say, I did not handle that
situation in a very good manner. I do not use this as an excuse. I made an extremely poor
decision, and I take full responsibility for my actions.

I have never been disciplined by the Oregon State Bar, or any other professional licensing board.
I have not had an ethics violation filed against me.

Budget Committee I have presided over the adoption of the 2010 – 2011 school year budget.

How many have you watched on CCTV? None recently, we have DirectTV at home and they
do not carry CCTV. Prior to having DirectTV I would periodically watch portions of the Salem-
Keizer School Board meetings.

Please help us understand your connections to the school district. In responding to the
following questions, if your answer is “yes” please give complete details.
• Have you ever worked for the Salem-Keizer School District or any other district?
Yes. My law firm has a contract with the Salem-Keizer School District to provide governmental
relation services for the school district. That contract will expire on June 30, 2011. My firm also
provides legal services to a number of school districts in Oregon.

• Have you, or any company or organization in which you were involved, been a supplier or
contractor for the Salem-Keizer district? Yes, please see the answer above. Also during the
time I was an employee of the Oregon School Boards Association I believe the association
was a contractor for the school district.

• Have any of your family members worked for the school district? No.

• Have you ever worked in the same company or agency with any current district administrator
and/or member of the central staff? No, I do not believe so.

• Other than serving on the school board or district committees, do you have any personal,
business or professional relationship with any current district administrator and/or member of
the central staff? No.

PART II: EDUCATION ISSUES. Please limit your response for each question to about 75
words.

1. Why are you running for the Salem-Keizer School Board? As a graduate of Salem-Keizer
Public Schools, and now as a parent of students attending schools in the district, I want to give
back to my local school district. I want to ensure that the children attending schools in Salem-
Keizer are given the best educational opportunities we can give them. I also want to give the
students in Salem-Keizer the same, or better, opportunities I was given as a student.

2. What strengths or assets would you bring to serving on the school board? I have been
involved in public education in Oregon since 1992. I have a working knowledge of how school
districts operate, budget and provide educational services to schoolchildren. I will not need time
to “come up to speed” and will immediately be able to provide input and work with other
members of the school board focusing on the goals and mission of the school district.
Additionally, I believe I have the ability to bring diverse groups together and focus on a common
goal. In this instance, we as a community need to be focused on ensuring our school district
remains one of the best and we do our best for the students.
3. What do you see as the strengths of the current school board? I think the current school
board works very well together and promotes the mission of the school district. Additionally, I
do not believe that the Board tries to micro-manage the school district. They set the goals and the
policies of the school district and ensure the district moves towards its goals. I also believe that
the current board respects the opinions of the other board members, even if they don’t always
tend to agree with a particular opinion. If they do disagree, it is conducted in a respectful manner
and they do not let personalities get in the way of the important work they do for the students.
All in all, the current board is very functional and does not get distracted from their goals.

4. What do you see as the weaknesses of the current school board? I really do not see any
weaknesses within the current school board. Again, from my observations of the school board
they seem to be a functional board of directors.

5. What changes would you like to make in the Salem-Keizer School District? I am very
interested in working with our employee groups to implement the CLASS project to begin a
process of creating an effective performance evaluation for our employees. A lot of work has
already been done in this arena and do not want to undo or redo any of that work. We need to
work with our employees to create this system and ensure that our employees have relevant and
rigorous professional development to give them the tools to provide an excellent education to our
students, while developing their skills as professional educators.

I would also work to ensure that the district maintain and strengthen its transparency with the
public so the public trusts the district and the school board with providing students their
education and their tax dollars.

6. How would you describe your philosophy of education? Public education is truly the great
equalizer of our society. We open doors to all students and we pledge to provide them a
remarkable education experience that will prepare for them for their next challenge in life.
Education of our youth is too important to get caught up in the politics of today. I would not be
where I am in my life today without the educational foundation I was given as a student in our
public schools in Oregon. We need to work with our whole community (parents, businesses,
community groups, taxpayers, students, school employees, etc.) to support our school district and
encourage our students to take advantage of every educational opportunity we can provide. In
order to have a robust and flourishing economy we need to have a well educated citizenry, the
basis for that is the education we provide to our students in our classrooms. We can never lose
our focus on challenging every student and providing them with the best educational programs
and services available.

7. What are the three most important issues you would address if elected to the school
board?

A. (75 words): Maintaining our growth in student achievement and continuing to increase our
student achievement. We have made great strides in our student achievement in the school
district and I do not want to lose any ground on those gains, even in light of upcoming budget
issues. We need to focus our resources on student achievement and giving every student the
chance to do the best they can.

B. (75 words): Eliminating the achievement gap. We need to continue our focus on eliminating
the achievement gap among our students. We are doing better in this area, but we can improve
and we must. Again, we cannot go backwards on this important issue even with our current
budget challenges.

C. (75 words): Increasing our graduation rate and lower our drop-out rate. While that is actually
two issues I see them as very intricately connected. We need to show our students that
completing their education is important and getting that diploma has real world applications. We
need to make our education programs and services we provide to our students as relevant to them
as possible. By engaging the student and their parents in their educational programs we can
lower our drop rate and increase our graduation rates.

8. What education-related publications do you regularly read to keep on the news and on
educational issues (magazines, journals, newspapers, Web sites, etc.)? Web sites: Stand for
Children, COSA, OSBA, The Chalkboard Project, OEA, OSEA, AFT-Oregon, Salem-Keizer
School District and Oregon Department of Education.
