Thank you for agreeing to speak on the role and approach of your departments during student activism activity
at our first training session for Student Affairs staff volunteers on Monday, August 23. This training is a special
session for volunteer staff from Student Housing because they will not be able to join us during the regularly
scheduled September training meetings.
Attached is a draft agenda for the day and along with a draft of our "Student Activism Response Protocol".
Your thoughts and suggestions are welcomed.

Student Activism Response Protocol
Division of Student Affairs
The Assistant Vice Chancellor~Student Life coordinates campus response to student activism and
implements the following protocol (as applicable) in coordination with the Campus Unions Center for
Student Involvement and the Freedom of Expression Support Team.
I. Monitors Memorial Union Patio and Quad activity and assists students with options for carrying
out their activity within campus time, place and manner regulations.
2. When possible and applicable, works with registered student organizations planning rallies and
those planning counter demonstrations in advance of event. Clarifies to each how to hold the
event and counter demonstration while respecting each other's rights. Reviews basic event
planning principles and time, place and manner regulations (e.g., amplified sound is allowed only
in specific areas from 12:00-1 :00 pm).
3. Keeps AVC-Student Life informed as registered student organization plans develop or activity
progresses.
AVC-Student Life:
I. Receives information from all Student Affairs staff regarding any anticipated student actions, not 1
just those of registered student organizations.
2. Determines what level of Support Team presence is needed for planned or spontaneous event, in
consultation with Associate Director-Center for Student Involvement and Leadership Team when
appropriate. AD-CSI activates corresponding Support Team presence.
4. Consults with Labor Relations and requests support when union involvement is indicated.
6. Maintains communication with Support Team in field via Team Coordinator and keeps VC
Student Affairs, and Leadership Team if applicable, informed.
7. In the event of a potentially disruptive activity, consults with Leadership Team and Campus
Counsel to determine if an activity should be confronted. Examples of potentially disruptive
activity by individual or group:
a. Physically blocks and prevents speaker from addressing audience at reserved event or
prevents activity from proceeding at reserved event.
b. Deliberately acts in manner that violates express rules or implicit customs of a public meeting
and substantially impairs the ability to conduct the meeting.
c. Blocks building entrance/exit or pedestrian/vehicle traffic.
d. Attempts to disrupt classes or campus offices or occupy campus building.
e. Engages in unlawful act or poses clear and present danger of violence.
Support Team:
3. Provides support by speaking with students as appropriate and possible and answering or
referring any questions.
5. Offers action sponsors suggestions on how to handle the crowd, counter demonstrators and their
own supporters. Advises counter demonstrators how to hold their activity without disrupting the
event.
6. Offers support and First Amendment education to students, faculty and staff who are offended by
some speech or activity. Explains why the University does not suppress speech. Discusses their
rights to express a dissenting opinion and ideas/options for such expression. Explains that signs
and yelling are to be expected at outdoor events and are acceptable within the audience. They
might only be considered disruptive if they are preventing the audience from seeing or hearing
the speaker.
7. Updates Team Coordinator on situation and requests additional Support Team members if
situation escalates.
8. Monitors students engaged in heated exchanges. Ifpossible, asks event or counter demonstration
sponsors or friends to intervene if exchange escalates. Does not get in middle of heated
exchanges or potentially physical altercations. Requests CAPS, other appropriate staff or Police
presence if needed.
9. Alerts Team Coordinator to the need for follow-up support from CAPS or other Student Affairs
staff when students are hurt by offensive speech.
10. At rallies with amplified sound, consults with Team Coordinator in determining what discretion
to use in allowing sound without a permit or outside permitted hours of 12-1 pm.
12. Continues to monitor heated situations in crowd interaction following event as long as needed.
13. Alerts Team Coordinator to potentially disruptive activity. AVC-Student Life consults with
Leadership Team and Campus Counsel to determine if an activity should be confronted as
disruptive.
14. In the event it becomes necessary to address behavior, AVC-Student Life and Team Coordinator
will determine appropriate response in consultation with Leadership Team.

I am going to withdraw myself from the ART. I will be transitioning into some new job responsibilities this fall and I do not

I have been meaning to bring this up during our updates but this item has slipped off the radar list given the
length of my list lately. As you will recall, you and I decided to shorten the name of the "Student Activism
Response Team" to the "Student Activism Team" (SAT). The team talked about the name and didn't land
where we landed. They wanted to have a more positive descriptor. They like the name, "Freedom of
Expression Resource Team" (FERT). The Student Activism Team is quick (three words) and includes the
word, "Student" in it, which is an important distinction from Labor Relations activity. It works well for me but
I want to be sensitive to the team's focus on "positive" language and contributions. We could consider,
"Student Freedom of Expression Team" (SFERT) but it rather long. What are your thoughts on this? I told the
group, I would consult with you and get back to them. Thanks, Fred.

Sorry to be so slow with the name options for the activism team. I'm scrambling like everyone else right now. I think
the final group consensus was for Freedom of Expression Resource Team (FERT) or Student Freedom of Expression
Resource Team (SFERT). Other ideas were: Student Activism Support Team, Student Expression Support Team, Student
Freedom of Expression Support Team.

We have had some executive support transition in our office over the past month, and it appears that as a consequence
of this transition, I learned this afternoon for the first time that I'm scheduled for a 90 minute presentation tomorrow on
the First Amendment. I regret but I cannot make this presentation. This is one of the must complex areas of law, and I
am simply not prepared for this presentation tomorrow. I couldn't even wing it. It would be a waste of time for the
attendees and a disservice to the campus. My presentation will have to be changed to a later date. I apologize for the
disruption to your program.

No worries. Actually, this will work better for the team because it will allow us to incorporate the Student Housing staff
that can't attend tomorrow and give us the opportunity to focus solely on the First Amendment. Per our discussion
today, I think it's a great idea to invite Deborah Allison to do the training.

It would be great if your calendar will permit for you to attend as our guest. My deepest apologies for things on my
end, my calendar has been heavily impacted upon my return from the required furlough time in August and I didn't have

We will meet from 9:00 to 10:30 am with Associate Executive Vice Chancellor Rahim Reed and Julia Ann Easley
from News Service. We will also discuss the name for the group, talk about scheduling process and answer
questions raised in today's session. We will schedule a special First Amendment training session with the
entire team including the staff from Student Housing sometime during the month of October. I am sorry for

I'm not sure how this morning went. Griselda has not made it back into the office. I know that Annette was
going to be a trainer for today only.

was checking on that may have been the issue. I know at one point you did have a hold for 9/10, and perhaps
you thought you only needed to be at the training with student housing.

Materials:
1. Monitors Memorial Union Patio and Quad activity and assists students with options for carrying
out their activity within campus time, place and manner regnlations.
2. When possible and applicable, works with registered student organizations planning rallies and
those planning counter demonstrations in advance of event. Clarifies to each how to hold the
i
event and counter demonstration while respecting each other's rights. Reviews basic event
planning principles and time, place and manner regulations (e.g., amplified sound is allowed only
in specific areas from 12:00-1 :00 pm).
3. Keeps AVC-Student Life informed as registered student organization plans develOp or activity
progresses.
AVC-Student Life:
I. Receives information from all Student Affairs staff regarding any anticipated student actions, not
just those of registered student organizations.
2. Determines what level of Support Team presence is needed for planned or spontaneous event, in
consultation with Associate Director-Center for Student Involvement and Leadership Team when
appropriate. AD-CSI activates corresponding Support Team presence.
4. Consults with Labor Relations and requests support when union involvement is indicated.
6. Maintains communication with Support Team in field via Team Coordinator and keeps VC
Student Affairs, and Leadership Team if applicable, informed.
7. In the event of a potentially disruptive activity, consults with Leadership Team and Campus
Counsel to determine if an activity should be confronted. Examples of potentially disruptive
activity by individual or group:
a. Physically blocks and prevents speaker from addressing audience at reserved event or
prevents activity from proceeding at reserved event.
b. Deliberately acts in manner that violates express rules or implicit customs of a public meeting
and substantially impairs the ability to conduct the meeting.
c. Blocks building entrance/exit or pedestrian/vehicle traffic.
d. Attempts to disrupt classes or campus offices or occupy campus bUilding.
e. Engages in unlawful act or poses clear and present danger of violence.
SUJl!!ort Team:
3. Provides support by speaking with students as appropriate and possible and answering or
referring any questions.
5. Offers action sponsors suggestions on how to handle the crowd, counter demonstrators and their
own supporters. Advises counter demonstrators how to hold their activity without disrupting the
event.
6. Offers support and First Amendment education to students, faculty and staff who are offended by
some speech or activity. Explains why the University does not suppress speech. Discusses their
rights to express a dissenting opinion and ideas/options for such expression. Explains that signs
and yelling are to be expected at outdoor events and are acceptable within the audience. They
might only be considered disruptive if they are preventing the audience from seeing or hearing
the speaker.
7. Updates Team Coordinator on situation and requests additional Support Team members if
situation escalates.
8. Monitors students engaged in heated exchanges. If possible, asks event or counter demonstration
sponsors or friends to intervene if exchange escalates. Does not get in middle of heated
exchanges or potentially physical altercations. Requests CAPS, other appropriate staff or Police
presence if needed.
9. Alerts Team Coordinator to the need for follow-up support from CAPS or other Student Affairs
staff when students are hurt by offensive speech.
10. At rallies with amplified sound, consults with Team Coordinator in determining what discretion
to use in allowing sound without a permit or outside permitted hours of 12-lpm.
J2. Continues to monitor heated situations in crowd interaction following event as long as needed.
13. Alerts Team Coordinator to potentially disruptive activity. AVC-Student Life consults with
Leadership Team and Campus Counsel to determine if an activity should be confronted as
disruptive.
14. In the event it becomes necessary to address behavior, AVC-Student Life and Team Coordinator
will determine appropriate response in consultation with Leadership Team.

those two days are already scheduled for programming and diversity training.

The Student Life Community Centers (SRRC, CCC, LGBTRC, WRRC) will hold their intern training between September 13
and September 17 following by volunteer training the week of September 20th and Open Houses starting on the first day

of instruction on September 23 and September 27 • I am thinking late September may be too late. As you may recall,
last year the first major protest on fee hikes as on the first day of instruction and the second fee hike goes into effect
during fall quarter.
Would the any time the week of August 23 or the week of August 30th work?

Thanks Anne. I agree, Branden already has a strong background in this area. It's more important to find a time the
Housing staff volunteers and you can attend. My preference is to do this before the mad rush of fall quarter begins. If
we can't get two sessions scheduled that week, perhaps we do the first session and follow up with part II once we settle
into fall quarter (October or November).

I'm available those weeks with the exception of Wednesdays 4-5pm and preferably not Wednesdays 8:30-11:30am. I'm
not available on September 16-17 and 24; also not Sept. 27 4-6pm if possible.

strong background and can provide response support even if he can't make the training:

I hope you are doing well and enjoying the summer months. I just wanted to let you know what we are ready to move
forward with appointing our Student Affairs Activism Response Team (ART) for 2010-2011. While we had a good
response in the call for volunteers, I wanted to let you know that I am listing you and the CAN Counselors as "additional
resource staff' that may be called upon on an "as needed basis" depending on the situation and your level of expertise.
Anne Myler will coordinate the ART Volunteers. As an additional resource staff, I may call on you for additional support
depending on the situation at hand. As "resource staff", you will be invited to the "Freedom of Expression, Peaceful
Protest, and Civil Disobedience" planning and training meetings to be scheduled in early September. Stacy will be touch
soon with the dates and locations for the training meetings.

The Assistant Vice Chancellor-Student Life coordinates campus response to student activism and implements
the response protocol (as applicable) in coordination with the Campus Unions Center for Student Involvement
(CSI) and the Activism Response Team. This effort will be led by Assistant Vice Chancellor Griselda Castro
and CSI Associate Director, Anne Myler who will communicate with senior leadership, as needed, for
concurrence, decision making, implementation of policy and coordination, as appropriate, with Police.

ground rules--no screens. However,clearly, this has been become a regional event and I am
concerned about the number of students from other campuses who may show up for the activities
outside of the Mondavi Center. If we have a large number of people trying to watch the
debate outside, I wonder if we should revisit the option of opening up the conference center
for viewing opportunities inside between 6 and 7 pm. I know there is concern about providing
security at another venue but it may be easier than trying to manage a large crowd outside
along with the politics of a highly visible "private viewing party" at the GSM building. The
Student Affairs Activism Team will be activated and could be assigned to the Conference
Center Ballroom if needed. The ballroom is already reserved by the event sponsors. What are
your thoughts at this point?
