Universidad Azteca de Chalco and International University of Business and Law agreed
to conduct a double degree programme at the doctoral research level, offered to
international students in Spanish, English and German study and dissertation
languages utilizing the various educational partnerships and branch campuses of the
two partnering universities across Europe and the Americas.
The programme offers students various entry points at the doctoral level and earns
two doctoral degrees by one dissertation.
The two study systems in Mexico and Ukraine correspond in terms of requirements for
the doctoral research degree, minimum admission requirement is a M1 Master degree
or four years degree with a workload of 240 ECTS credits (300 mexican creditos),
whereby, in case of a M2 Master degree (300 ECTS or 375 creditos) 60 ECTS credits
(75 creditos) can be transferred into the period of instruction of the doctoral
programme.
The double degree programme offers students the greatest possible flexibility and
opportunity to earn two distance degrees at the doctoral level.
The International University of Business and Law degree is explicitely accredited at the
fourth level and hence recognised internationally, the Universidad Azteca de Chalco
degree is a legally awarded grado propio of the university in accordance with Art. 41
of the General Law of Education in a study area in which the university is accredited.

Article 8. Diversification for enhanced equity of opportunity
(a) Diversifying higher education models and recruitment methods and criteria is
essential both to meet increasing international demand and to provide access to
various delivery modes and to extend access to an ever-wider public, in a lifelong
perspective, based on flexible entry and exit points to and from the system of higher
education.
(b) More diversified systems of higher education are characterized by new types of
tertiary institutions: public, private and non-profit institutions, amongst others.
Institutions should be able to offer a wide variety of education and training
opportunities: traditional degrees, short courses, part-time study, flexible schedules,
modularized courses, supported learning at a distance, etc. (…)

Recommendation
on the Recognition of Studies and Qualifications in Higher Education adopted
by the General Conference at its twenty-seventh session
Paris, 13 November 1993
I. DEFINITIONS
1. For the purposes of this Recommendation and without prejudice to the definitions
States may use in their internal administrative systems and laws,
(a) 'higher education' means all types of studies, training or training for research at
the post-secondary level , provided by universities or other educational
establishments, that are approved as institutions of higher education by the
competent State authorities;
(b) 'qualification in higher education' means any diploma, degree or other qualifying
certificate that is awarded by an institution of higher education, or another appropriate
authority, that establishes that the holder has successfully completed a course of
study and qualifies him or her either to continue to a further stage of study or to
practise a profession not requiring further special preparation;
(c) ' partial studies' means any homogeneous fraction of a course at the first stage or
at more advanced stages of higher studies that has been evaluated and authenticated
and, while not a complete course in itself, can be equated with a significant acquisition

Purpose

This program intends to allow the individual student to develop the own potential

All core courses have already been taken during the taught Master programme.
Candidates can transfer all 120 ECTS credits from the core courses. Transfer credits
from equivalent or comparable courses may be accepted on a case-by-case basis.
Candidates must take the core courses during the study curriculum for doctoral
course-work.
All candidates must write and submit a Doctoral dissertation of not less than 25.000
words – 60 ECTS credits.

The academic focus of the PhD programme of study will be on the professional areas
of a student´s specialization as provided by course-books and the individual portfolio
and study plan as well as the given research question and project.

develop students skills in critical analysis, modelling and management, as well as
broaden and deepen students comprehension of management issues from a
multidisciplinary perspective. This degree is applicable for government and industry

and degree programmes.

Credits in ECTS can only be obtained after successful completion of the work required
and appropriate assessment of the learning outcomes achieved. Learning outcomes
are sets of competences, expressing what the student will know, understand or be
able to do after completion of a process of learning, long or short.
Student workload in ECTS consists of the time required to complete all planned
learning activities such as attending lectures, seminars, independent and private
study, preparation of projects and examinations.
Credits are allocated to all educational components of a study programme (such as
modules, courses, placements, dissertation work, etc.) and reflect the quantity of
work each component requires to achieve its specific objectives or learning outcomes
in relation to the total quantity of work necessary to complete a full year of study
successfully.
The performance of the student is documented by a local/national grade. It is good
practice to add an ECTS grade, in particular in case of credit transfer. The ECTS
grading scale ranks the students on a statistical basis. Therefore, statistical data on
student performance is a prerequisite for applying the ECTS grading system.

STUDIENANGEBOTE DER UNIVERSIDAD AZTECA
Das Técnico Súperior Studium an der Universidad Azteca umfasst 6 Semester und
erfordert einen Workload von 225 creditos bzw. 180 ECTS Punkten.
Das Licenciado Studium an der Universidad Azteca umfasst 10 Semester und erfordert
einen Workload von 375 creditos bzw. 300 ECTS Punkten.
Der Licenciado Abschluss (der auch in die Bologna-Struktur übersetzt mit einem
Diplom auf Englisch als Master of Science MSc oder Master of Law LLM verliehen wird),
berechtigt grundsätzlich als vollwertiger Abschluss zur Zulassung zum Doktorat. Für
den Licenciado liegt eine ausdrückliche staatliche (berufliche und akademische)
Anerkennung des Programms im Herkunftsland (RVOE) vor, sodass er in Österreich
sowohl führbar als auch grundsätzlich akademisch anerkannt ist. Die RVOE´s sind vor
allem bei Diplomstudienabschlüssen erforderlich, weil sie sämtliche Berufsrechte in der
betreffenden Studienrichtung im Herkunftsland bereits implizieren und zu
postgradualen Studien berechtigen.

Wie sich aus den österreichischen Gesetzen und den Ausführungen von MR Dr.
Kasparovsky (2007) ergibt, können akademische Grade, die von anerkannten
ausländischen postsekundären Bildungseinrichtungen verliehen werden, in Österreich
unmittelbar geführt werden; da sie nicht eingetragen werden können, sind mit ihnen
auch keine Behörden befasst, es gilt dabei die Form der Verleihungsurkunde (wobei
auch die international übliche englische Form verwendet werden kann, wenn eine
solche Urkunde ausgestellt wurde); weiters ist nur entscheidend, dass die Universität
anerkannt ist, die allfällige Anerkennung des Studiums im Herkunftsland selbst ist in
Österreich in diesem Zusammenhang gesetzlich kein Erfordernis. Dies betrifft u.a.
eigene Mastergrade der Universitäten aus Spanien gemäß dem spanischen
Studienrecht (grados propios, Arto. 34 (3) Ley 6/2001) und aus Ländern mit
vergleichbaren Studienrechten, namentlich gemäß Artikel 41 des Ley Federal de
Educación in Mexiko, der die Universitäten berechtigt, Grade mit RVOE und eigene
akademische Grade zu verleihen.

MR Dr. Kasparovsky erläutert:
Sowohl das Studienrecht als auch das Berufsrecht und das Urkundenwesen widmen
den akademischen Graden und anderen Titeln eine große Aufmerksamkeit. Sie können
in vielerlei Hinsicht ein Erkennungszeichen sein, freilich aber auch zu unangemessenen
Vorstellungen führen. Um so viel Klarheit wie möglich zu schaffen, gibt ENIC NARIC
AUSTRIA, das offizielle Informationszentrum für Fragen der Anerkennung im
Hochschulbereich, als Arbeitsbehelf die vorliegende Empfehlung heraus.
Wichtigstes Ziel dieser Übersicht ist es, allen mit akademischen Graden befassten
Behörden Rückfragen in routinemäßigen Fällen zu ersparen. In den verbleibenden
Einzelfällen wird durch gesonderte Erhebungen Klarheit zu schaffen sein.
§ 88 des Universitätsgesetzes 2002, BGBl. I Nr. 120/2002, nimmt eine Neuregelung
des Rechts auf Eintragung akademischer Grade in Urkunden vor.
Die „Führung akademischer Grade“ kann Verschiedenes bedeuten: Das
Universitätsgesetz 2002 lässt den Gebrauch im privaten Verkehr (z.B. auf
Visitenkarten) und die Verwendung im Verkehr mit Behörden (d.h. in Eingaben an die
Behörde und in Schreiben der Behörde) zu, sofern es sich um akademische Grade
handelt, die von anerkannten inländischen oder ausländischen postsekundären
Bildungseinrichtungen verliehen wurden.
Der jeweilige akademische Grad ist in der authentischen Form zu führen, die aus der
Verleihungsurkunde hervorgeht. – Die Eintragung in öffentliche Urkunden ist auf
akademische Grade beschränkt, die von Institutionen eines EU- oder EWR-Staates
oder der Schweiz oder von den päpstlichen Hochschulen in der Theologie verliehen
wurden.
Als „anerkannte postsekundäre Bildungseinrichtungen“ werden solche
Bildungseinrichtungen definiert, die Studien im Ausmaß von mindestens sechs
Semestern durchführen, bei denen die Zulassung die allgemeine Universitätsreife bzw.
die künstlerische Eignung voraussetzt, und die in ihrem Sitzstaat als postsekundäre
Bildungseinrichtungen anerkannt sind (§ 51 Abs. 2 Z 1 des Universitätsgesetzes 2002
sowie § 4 Abs. 2 des Fachhochschul-Studiengesetzes – FHStG, BGBl. Nr. 340/1993,
jeweils in der geltenden Fassung).
Der größte Teil der postsekundären Bildungseinrichtungen, die akademische Grade
verleihen, sind Universitäten, Hochschulen oder ihnen gleichrangige Einrichtungen. Da
sich das Recht auf Führung (…) nicht nur auf österreichische akademische Grade
beschränkt, ist es notwendig, eine schematische Übersicht über die von
Hochschulinstitutionen in Europa und einigen ausgewählten außereuropäischen
Staaten verliehenen akademischen Grade zu bieten. Diese Übersicht enthält die am
häufigsten vorkommenden akademischen Grade. Wegen der gebotenen Klarheit in der
Struktur kann nicht auf Sonderfälle eingegangen werden.
Die beiden Hauptteile der Broschüre unterscheiden diejenigen Staaten, deren
akademische Grade einzutragen sind (siehe oben), und ausgewählte andere Staaten.
Für die mit Urkundenwesen befassten Behörden ist daher nur der erste Hauptteil von

Die akademischen Grade werden nach folgendem gleichbleibenden System aufgelistet,
wobei, dem „Bologna-Prozess“ für die Strukturierung der Hochschulstudien folgend,
die Aufteilung in drei Ebenen samt einer Sonderform zwischen zweiter und dritter
Ebene erfolgt:

a. Österreichisches Studienrecht
aa. Gemäß § 88 Abs. 1 des Universitätsgesetzes 2002, BGBl. I Nr. 120/2002, haben
Personen, denen von einer anerkannten inländischen oder ausländischen
postsekundären Bildungseinrichtung ein akademischer Grad verliehen wurde, das
Recht, diesen in der in der Verleihungsurkunde festgelegten Form zu führen. (…)
bb. Unter „anerkannten postsekundären Bildungseinrichtungen“ versteht das
österreichische Recht solche Bildungseinrichtungen, die Studien im Ausmaß von

Amor a la verdad.
La Universidad considera como su actividad profesional la búsqueda y enseñanza de la
verdad manifestada en cada ciencia y conocimiento adquirido.
El amor a la verdad, lleva al universitario a rechazar el error, las afirmaciones
infundadas, la intencionada ambigüedad, el sofisma. Y esto no sólo en el propio campo
de la dedicación científica y profesional, sino en todos los aspectos de la vida.
El falsear la verdad científica es un delito hacia la humanidad. El falsear la verdad
histórica con intereses de muy diversas índoles, es un crimen hacia la persona
humana.
Las verdades más profundas, trascendentes, que se refieren a los deberes y derechos
de la persona, al sentido de la vida y de la sociedad, a la moral, la justicia y la
equidad, etc., dan lugar a convicciones sólidas y suponen un compromiso permanente
para la propia conducta personal y social, que no debería ser traicionado jamás.
Así pues, frente a una cultura que defienda la imposible neutralidad axiológica, la
falsedad, la mentira, la hipocresía, el engaño, la corrupción, la Universidad alienta una
educación orientada y comprometida con la verdad. Solamente haciéndonos paladines
de la verdad, lograremos la realización de nuestro ideal: "Un México Trascendente".
Espíritu universitario
El quehacer universitario, como cualquier otro quehacer humano, responde a un
espíritu que viene a ser su principio, lo que le confiere su carácter propio, su esencia.
Con la expresión "espíritu universitario", se pretende decir algo más profundo que lo
que podría significar un estilo, un modo de ser, una práctica usual o una forma de
comportarse del universitario.

John F. Stampfli, PhD
John has over 25 years of military, private and public sector experience. He is
considered an expert in global logistics, security management and in intelligence
operations and has consulted several of the world's leading companies in these areas.
John also served in the United States Army National Guard reaching the rank of
Brigadier General where he was an all source intelligence officer.
John has been published on security and intelligence issues appearing in several major
publications. He received a PhD in International Commerce from Universidad Azteca
de Chalco and a BA in History from California State University, Fullerton. In addition,
he holds Professional Designations in International Business Management and
International Trade from the University of California, Los Angeles and is a graduate of
the United States Air Force Air War College, and United States Marine Corps Command
& Staff College.

William G. “Jerry” Peck, PhD, LCB
Jerry Peck is the Global Director of International Trade Compliance (ITC) for a $7
Billion leading Electronics Manufacturing Services (EMS) provider, serving the
Automotive, Communications, Defense & Aerospace, Industrial Semiconductor,
Medical, and Multimedia industries. In his current role, Jerry has responsibility for
ensuring the company’s compliance with global trade regulations in more than 20
countries, across 5 continents.
With over 25 years of experience, Jerry’s background has uniquely encompassed
nearly every facet of international trade, including third-party logistics, Fortune 200
multinational companies, and professional services consulting firms. These have
included Mattel Toys, Compaq Computer, KPMG, and CapGemini Ernst & Young,
respectively. His personalized methodology for “Global Trade Management” (GTM) − a
model which incorporates equal parts trade compliance with trade optimization − has
successfully resulted in best-in-class compliance operations with multi-million dollar
duty / cost savings.
Peck emerged as an industry thought-leader in supply chain security with the co-
development of SUPPLYSEC™, the first defined security model for addressing
terrorism within the international supply-chain. As a result, Jerry personally conducted
over two dozen, international security assessments in support of the U.S. Customs-
Trade Partnership Against Terrorism (C-TPAT) initiative, for a clientele that included
Siemens AG, and Porsche. Peck’s monthly column in The Journal of Commerce
(“Security Counsel”, 2002–2007), gained national recognition, and continues to be
referenced by both Government and academia. Jerry is a frequent speaker on trade &
customs issues, which has included invitations from Northwestern University’s Kellogg
Graduate School of Management, the University of North Texas and the United States
Merchant Marine Academy. Jerry is also a contributing author to The Dictionary of
International Trade, (World Trade Press).
Jerry has held an active U.S. Customs Brokers License since 1991 and earned a PhD in
International Commerce from Universidad Azteca de Chalco.

Prof.-univ. DDr. Eszter Bánffy
Frau DDr. Eszter Bánffy leitete als Kinderpsychologin von 1974 an ein
Kinderzentrum zur Förderung der Kreativität. Nach einigen Jahren kamen die ersten
Eltern mit autistischen Kindern in das Zentrum. Mangels therapeutischer Angebote
setzte sich Frau DDr. Bánffy mit dem Krankheitsbild auseinander und fand es
notwendig, vorerst einen Verein "Hilfe für das autistische Kind" zu gründen und kurz
darauf die Rehabilitationsstätte, wo die Betroffenen therapeutisch betreut und die
Eltern beraterisch begleitet werden. Mehr als 200 Kinder aus dem Inland und dem
Ausland nehmen jährlich die Theraphie in Anspruch.
DDr. Eszter Bánffy, children´s psychologist, has been leading a Children´s centre for
the development of creativity since 1974. Parents with autistic children started
bringing their children to the Centre a few years later. As there was no therapy
programme yet available, Dr. Bánffy started from scratch and found it necessary, after
having gained extensive knowledge about the illness, to create an association "For the
help of autistic children" and found the Rehabilitation Centre offering therapeutic care
for the affected children and adolescents as well as counselling and support for their
parents. More than 200 children from Austria and abroad (Germany, Italy, Hungary,
France, Greece and Russia) partake of the therapy every year.

The higher education system is made up of 1,892 institutions which, being autonomous or having
received official recognition by federal or state authorities, is part of the so called National Education
System. Of those, 713 are public and 1,179 are private institutions with different profiles.

Art. 3 fracción VI – los particulares podrán impartir educación en todos sus tipos y
modalidades. En los términos que establezca la ley, el Estado otorgará y retirará el
reconocimiento de validez oficial a los estudios que se realizan en planteles
particulares.
ARTÍCULO 18.-El tipo superior está compuesto por la licenciatura y los grados
académicos de maestría y doctorado. En este tipo podrán introducirse opciones
terminales previas a la conclusión de la licenciatura. En el tipo superior queda
comprendida la educación normal en todos sus grados y especialidades.
ARTÍCULO 60.-Los estudios realizados dentro del sistema educativo nacional tendrán
validez en toda la República.
