The regular meeting of the Hughesville Borough Council was called to order on the above date by
President Newhart at 7:00 p.m. followed by the Pledge of Allegiance.

The Water Authority then conducted there meeting. Mayor Edner went over the Water Budget.
Steven Hess, Esquire went over the Verizon Land Agreement. The new water rates were discussed. There
being no other business the Water Authority then adjourned there meeting.

Residents and Visitors

The Burning Ban Ordinance was then discussed. Residents voiced there opinions. A motion was
made by Carichner to table the Ordinance. The motion failed due to a lack of a second. A motion was then
made by Berger and seconded by Eddy to adopt the Burning Ban Ordinance. A roll call voted is herewith
recorded:

Carichner-No Berger-Yes Rhodes-yes


Newhart-Yes Shaner-absent Eddy-Yes

Motion carried.

A motion was made by Eddy and seconded by Carichner to approve the minutes from the August
14th and August 28th meetings. Motion carried.

A motion was made by Carichner and seconded by Rhodes to approve the treasurer’s report and
bills to be paid on the General Fund- checks #5180 through #5216 totaling $54,622.16 and Water Fund
checks #209-223 totaling $19,490.55. Motion carried.

Solicitor’s Report

The solicitor reported that there were only two (2) Streetscape Properties that have not paid. Liens
have been placed on both properties.

Police Report

A motion was made by Berger and seconded by Carichner to accept the Police Report. Motion
carried.
Public Works Report

Discussion on water hook-up’s and alley paving was discussed. Also a request for a Stop sign to
be placed south on Maple Alley at Academy St was discussed.

Water Report

A motion was made by Carichner and seconded by Berger to approve the Water Report. Motion
carried.

Borough Secretary Report

A motion was made by Carichner and seconded by Eddy to approve the Borough to proceed with
a Web Site. Motion Carried.

A motion was made by Carichner and seconded by Rhodes to adopt the Pennsylvania Act 205-
2007 Minimum Municipal Obligations for Police and Non-Uniform Pension Plans. Motion carried.

A motion was made by Berger and seconded by Carichner to approve the Addendum to
Regulations (7/10/06) of the Municipal and School Income Tax Office. Motion carried.

A motion was made by Carichner and seconded by Berger to accept the resignation of Gail
Guisewhite as local auditor. Motion carried.

Mayor’s Report

The Mayor reported that he swore in the new part-time officer Andrew Boyer.

A motion was made by Carichner and seconded by Eddy to approve the Municipal Emergency
Operations Plan.

Committee Reports

Newhart voiced his concern over the pigeon population on Main Street. A pest control company
will be contacted to see what can be done.

Personnel, public safety, streets, property and finance had nothing further to discuss.

At 9:30 p.m. a motion to have an executive session to discuss personnel and legal matters was
made by Berger and seconded by Rhodes. Motion carried.
