care is the most shocking and

1966. And yet, decades later,

and other minorities continue
to lack, disproportionately,
access to health care and to
suffer and die from a gamut of
diseases.
“Our preexisting condition
remains race and ethnicity,”
said Fredette West, chair of
the Racial and Ethnic Health
Disparities Coalition. A six-
year cancer survivor, West
said many more minority
women who suffered breast
cancer did not make it.
“And, sad to say, in a lot of
instances, even though the
death certificate may have
read ‘breast cancer,’ the
underlying cause for many
of them was race-based and
ethnic-based health disparities
– medical injustices – that
should not be in this great
country of ours.”
That’s why West and
other medical equality
advocates welcomed the
Obama administration’s
announcement last week
of a “first-of-its-kind”
national plan to reduce – and
eventually eliminate – those

The Senate passed the stopgap
bill on April 8 to avert a shutdown

Obama signed the short-term bill,
which also included a compromise
with Republicans to cut $38
billion in spending for the next six
months. The government’s deficit
is more than one $1 trillion.
Democrats have a tough fight
in the House this year and going
forward. For the past four years,
the Democrats controlled the
Senate and the House, and proved
advantageous to the predominately
Democratic Washington, D.C.
Now, Republicans run the House
and have proposed deep budget
cuts to curb the nation’s growing
deficit. However, some cuts affect
social programs, which have Democrats and
some citizens in disarray.

Ilir Zherka, the executive
director of D.C. Vote, a nonpartisan
group that lobbies for more
independence for the District and
that was responsible for organizing
Monday’s protest, told The
Associated Press his group intends
to fight the passage of this budget.
“We’re not going to accept that

of Columbia under the bus,” Zherka said.

to Gray, which he was “comfortable” with.
Hall later explained that the role of the chief of staff was
“expanded” under this administration, unlike previous posts,
which is why she thought her salary was appropriate.
Linda Wharton-Boyd, a Gray spokeswoman, said she was
unaware that her son was hired into the administration. Boyd
said she had a three-way conversation with Judy Banks and
Hall about how to handle media reports of cronyism and
nepotism in Gray’s administration, and they decided to “just tell
the truth,” Boyd said.
She testified that Gray did not know that five children of
employees were hired. “He was angry…disappointed,” she said
of Gray’s reaction to the news. “He should have known through
the chief of staff.”
Mason Hall, the former chief of staff, admitted she did
not tell Gray about those special hires and about Sulaimon
Brown’s hiring as a special assistant in the Department of
Healthcare Finance. She said Gray saw Brown in the audience
at a department meeting and was “surprised” to see his former
campaign opponent there, and that the mayor was quite “upset”
that no one told him.
“With the clarity of hindsight, I realize I made mistakes and
exercised poor judgment,” Mason Hall said.
Brown’s recent allegations that Gray’s campaign paid him
and promised him a high-paying job to attack former Mayor
Adrian Fenty in the 2010 race caused a media frenzy, and
prompted investigations at the local and federal level. Gray has
denied the charges.
Brown—who has met with the FBI and the House
committee with oversight over the District to discuss his
claims—walked out of the hearing as Cheh called him to
testify, prompting Cheh’s office to prepare a subpoena to
compel his testimony. The day of the hearing, Brown contacted

Rochelle Webb, who was fired from her Department of
Employment Services job, was questioned about her pricey W
Hotel accommodations and her son’s employment and salary.
Webb said she made $90,000 prior to taking the $165,000

admitted she bought a team of people with her from Arizona
and did not search for hires in Washington, D.C. “This was a
handpicked team,” Webb said.
Webb said she was called into a “hostile” meeting with
Gray’s acting chief of staff Paul Quander and Deputy Mayor
for Economic Development Victor Hoskins after she told them
she was going to testify that human resources director Judy
Banks did not tell that truth in the March hearing about the
hiring of her son. Webb said she was fired at the meeting.

testimony that Fire Chief Kenneth Ellerbe
recommended Brandon Webb.
“That’s a very serious allegation,”
Councilman David Catania said. Webb also said DOES

Cheh said that witnesses were called to testify before the
Council after interrogation from other agencies including the
FBI, House Committee on Oversight and Government Reform

will be up to appropriate authorities to determine if information
presented by the committee merits further action,” said
Frederick Hill, spokesman for the oversight committee.

Heal a Woman to Heal a Nation Launches 8th Annual Conference

One thing that excites
Mothyna James-Brightful
is marriage. The passion is
evident in her voice when
she talks about it. Today,
as a married woman and
a promoter of sisterhood,
James-Brightful wants to
spread the importance of
marriage to more women.
That’s why “relationships”
is the theme for this year’s
Heal a Woman to Heal a
Nation (HWHN) conference.
Now in its eighth year, the
one-day event of workshops
and activities will focus on
teaching women how to build
and strengthen relationships
on April 16.
“We truly believe
that healthy individuals
and healthy families are
the cornerstone of our
communities. And so,
keeping with our mission of
building families, we wanted
to take this year to focus on
relationships. We haven’t
really dealt with that issue
previously and we wanted the
chance to deal with various
kinds of relationships,” said
James-Brightful, founder and
visionary director of HWHN.
James-Brightful launched
the first HWHN conference
in 2004 on the campus of
Morgan State University.
Following its success, she
decided to start a non-profit
organization under the
same moniker. From there,
James-Brightful worked to
rejuvenate women from all
walks of life.
Past conferences have
focused on single parenting,
healthy living, and financial
management.
For the first time this year,
however, the conference
will tackle the issue of
sexual violence and abuse
with a support workshop for
survivors coping with the
trauma of sexual assault while
in a relationship.
“When they [survivors]
begin to enter into
relationships, having that
moment of honesty with
their partner does become a
part of that process in that
relationship [as well as ]
sharing with their partner
what they learned about
what works for them and
their healing ,” said James-
Brightful, who is also the
community educator for
TurnAround Inc., a non-profit
organization that works with
survivors of sexual assault.
HWHN also added “You
Are the Prize” workshop for
adolescent girls ranging from
ages 14-16. This forum will
give teen girls tips on how to
develop better relationships
with their mothers and self-
esteem building.
Tracy Eaddy-Ward, co-
founder of the sexual abuse
non-profit group Phoenix
Rising Baltimore, was
tapped by HWHN to lead the
discussion with the young
girls. As a one-time teenage
mother, she believes it is vital
to teach young girls about
healthy decision-making
early.
“You know when you
teach a woman something,
you’re not just teaching an
individual, you’re teaching
the whole entire community.
She’s the future mother, she’s
the future doctor…she’s the
future, period,” said Eaddy-
Ward. “If there weren’t any
women…pouring into young
girls, there would be a lot of,
you know, hurt young girls
becoming grown women.”

The DC Lawyers for
Youth (DCLY) recently
named 16-year-old Elcid
Johnson as their March
2011 Young Achiever.
Johnson, who attends
Thurgood Marshall Academy Public Charter School, was
spotlighted by the organization for creating and spearheading a
school-wide food drive during the 2010 Thanksgiving holiday.
Inspired by his grandmother and his volunteer experience
with the nonprofit organization So Others Might Eat (SOME),
Johnson took on responsibility for every aspect of the drive,
including drafting a letter requesting permission for its creation
and scheduling the pick-up of the donated goods. In addition to
granting numerous SOME families meals during the holiday,
the drive also inspired other students to create their own service
projects.
The teen aims to continue service in his community and
is already gearing up for his next endeavor-a beautification
project that will transform the barren land around his school
into an area that he says will reflect the quality of education that
he is receiving at the academy.
In the future, Johnson hopes to use his strong leadership
skills and his willingness to help others in a career as a
veterinarian. He believes that youth can accomplish any goals
they have set, and can make a tremendous impact on their
communities.
“Go and do anything you set your mind to,” Johnson said
in a statement. “Once you get started, others will support you.
At the end of the day it’s a great feeling knowing that you’ve
helped someone.”
The DCLY Young Achievers is a monthly program that
spotlights the achievements of students in their classroom
and communities. After being selected, each Young Achiever
receives a certificate from the organization acknowledging their
work and a gift certificate to a local business.

Our View
‘I’ll Give You D.C.’
In Bipartisan Budget Deal District Thrown under the Bus
D.C. Mayor Vincent Gray was outraged. D.C. Delegate
Eleanor Holmes Norton was livid, almost apoplectic. Even
Illinois Democrat Danny Davis, ranking member on the House
subcommittee with oversight of the District of Columbia, said
it was wrong.
But it was D.C. residents such as David Hinnant, Ebony
Edwards, Craig Harnett, and Tiara Jordan, all students at the
University of the District of Columbia’s Community College,
who were held hostage and among those who felt the adverse
impact of a potential federal government shutdown most
egregiously. While they should have been concerned with
finals, projects and graduation, these students were left to
worry if they could even finish the semester because the city
would not have had the money to keep the school and many
other municipal services open.
The unfair predicament these students found themselves
in for numerous tense hours is illustrative of why President
Obama and Congress must grant the District of Columbia full
budget autonomy and control of its local funds posthaste.
Treated essentially as a ward of the federal government,
although it raises its own revenue, the District’s local budget
is constitutionally tied to the federal government and its
cumbersome budget process over which the Congress and the
president hold final approval. In fact, Congressman Davis
has more authority over District funds than Mayor Gray or
Congresswoman Norton because the latter has no vote in the
nation’s legislative body.
Mayor Gray, accompanied by city leaders and activists who
took to the streets around Capitol Hill Monday to protest the
intrusive budget actions, was arrested while objecting to the
Republican riders that will keep the city from spending its own
funds on abortions for poor women and, possibly, on a critical
clean needle access program to stem the high rate of HIV/
AIDS in the District. The provisions also force a controversial
school voucher program on the city.
“This indignity comes on top of the fact that no other
state or jurisdiction had to endure the hardship of having to
shut down a municipal government, thus spending valuable
resources and personnel on a process that should never have
been necessary,” Mr. Gray said in a prepared statement.
Further, “The United States Congress ought to do what
is morally right and grant the residents of the District of
Columbia – who pay more than $5 billion in taxes annually –
the full right of citizenship and budget autonomy.”
Indeed, short of statehood, short of full voting rights,
Congress and the president should devise an exception
whereby the District’s budget would be exempted from
the federal fiscal food fight each time we’re faced with this
ideological impasse.
As for ideological agendas, Congress must also be barred
from attaching last minute social riders on the District’s
operating funds, not only because the practice is obstructing,
it is also abusive, especially given the “undemocratic fact”
that these congressional overseers are not in any respect
accountable to the more than 600,000 disenfranchised District
voters.
The Democrats’ hands are not clean either in this setback
for home rule. District residents, who voted more than 90
percent for the historic president, should not soon forget that
he served up this Democratic city’s budget by agreeing to the
riders just as the Republican-led House used them to advance
their social agenda.
“John, I’ll give you D.C.; I’m not happy about it,”
President Obama said to GOP House Speaker John Boehner,
R-Ohio, during the testy budget negotiations in the Oval
Office, according to NBC reports.
Shame on both their houses.
The next time the federal leaders play gotcha games with
the budget, if it still includes local D.C. funds, they ought to
be made to face District residents like those unnecessarily
unnerved UDC students, and explain why their hard work may
be for naught because of an outdated constitutional mandate
that the president and the Congress could remedy with a stroke
of a pen.

Yea, Vincent Gray!
 We voted “yes” for Vincent Gray for mayor on Sept. 12, 2010. We are glad we did so, and we would
do so again. Tenants in this city owe the 10-year extension of rent control – vital to keeping the District
affordable – largely, to this man, and we will not forget it.  It was almost predictable that the political
cormorants and press who seem to lie in wait for new officeholders would descend and try to pick this
decent man apart.  The only surprise is that they are firing their torpedoes before the new mayor has even
completed his maiden voyage. Yes, mistakes were made, but they were mistakes of the heart, having little
to do with calculated wrongdoing. If these were sins, they were strictly venial, not mortal.  We said it before
and we say it again:
Vincent Gray was a winner before the first vote was even cast. He is what you get when you add
compassion to intelligence, vision and integrity. There is no arrogance or hubris in this man. He knows
how to listen to people, from the high and the mighty to the “least of the brethren.” He knows that those
who have little or nothing, who struggle every day to make it and who are called “derelicts,” “homeless,”
“evictees” or “street people” can still have “great ideas” and teach us all something.  One does not have to
be around Vincent Gray long to know that this is truly a good man.  The Bible says: “With all thy getting,
get understanding.” This man has got it. We believe he will correct these mishaps and go on to become a
great mayor.

Lil’ Mo Set to Star in Electronic Hip-Hop

To stay relevant in the
entertainment industry,
celebrities must be
imaginative and willing to
reinvent themselves. This has
proven to be true for R&B
sensation Lil’ Mo, who is set
to take her talent from the
recording studio to the theater.
Lil’ Mo, born Cynthia
Loving, makes her acting
debut in the stage play The
Color Purple at the National
Theatre April 12–24. The
Maryland-based star said she
is taking full advantage of the
spotlight and calls her role
in the production a gift from
God.
“I prayed and God gave
me favor. No audition!”
Lil’ Mo told the AFRO in
an online message. “I got
an email on my wpgc.com
(ask Lil’ Mo) blog and the
producers were looking for
me. They found me and the
rest is a blessing.”
Lil Mo’ plays a church
choir soloist in the show and
will draw from her extensive
musical background for
inspiration. She has already
been featured on hit singles
with star rap artists like
Fabolous, Ja Rule and Missy
Elliott and is currently one
of the voices of midday
radio in the Washington,
D.C. area on 95.5 WPGC.
If her performance on the
stage is well received by
critics, then Lil’ Mo will be a
bona fide triple threat in the
entertainment industry.
“I would love to [act] if
time permits,” Lil’ Mo said.
“I don’t want to do it just to
be like everyone else. I want
to do it and rock people’s
minds. I wouldn’t want a
stereotypical role either.
I should play a lawyer or
villain, not in a straight to
bootleg type theme.”
The self-proclaimed
military brat has spent
significant pieces of her
life performing in front of
audiences, so performing
in a theater setting doesn’t
incite “stage fright.” “I’ll be
singing. This is what I do.
I’m my biggest critic. So I’m
more nervous about me fitting released this summer. It’s
into my outfits. I’m way too
excited to be scared.”
Although Lil’ Mo has been is one I’ve wanted my whole

Producer Brings
Unique Sounds to
the District

While the District is mostly known for its go-go
rhythms and bounce beats, hip hop electronica beat maker
and recent transplant Jerztheproducer is aiming to put his
own stamp on the city.
“D.C. is a city that is known for embracing change,”
JTP told the AFRO during a recent interview. “When a lot
of people come to D.C., they usually want to become a
lawyer or get into the political scene. I came here to be a
big fish in a small pond.”
Beyond the city’s traditional go-go repertoire, the
District is indeed the home of politicians, lobbyists and
executives galore. But an emerging hip-hop music scene
lies in the city’s crux and JTP is a recent inductee.
Originally born and raised in Mount Holly, N.J.,
the musician got his start in production when he taught
himself how to play the keyboard and saxophone at a
young age. When he turned 11, JTP started playing drums
for his grandfather’s gospel group and later tried his hand
at beat making, utilizing MTV’s Music Generator PC
program.
He left New Jersey in 2002 and enrolled in Atlanta’s
Morehouse College. Following his collegiate career, he
briefly moved to Los Angeles and returned to Atlanta
shortly thereafter to perfect his craft. But he later realized
that his unique style of production, electronic and dance-
infused hip hop, didn’t match the city’s Dirty South
signature sound.
Thus, he packed up and settled in the District and says
the move was ultimately ideal.
“There are great studios in this area--as a DJ or
producer, you have everything you need right here,” he
said.

Third annual tap dancing festival comes to D.C.
It seemed like eons ago when well-
known entertainers such as Gregory Hines
and Savion Glover tapped their way into the
public’s heart. And now the Washington, D.C.
area will have the opportunity to see a new
generation of tap dancers during the third
Annual DC Tap Festival and All-Star Concert
Weekend, April 15-17 at the DC Dance
Collective and the Duke Ellington Theater in
the District.
The three-day event, launched by tap
dancing sisters Chloe and Maud Arnold
in 2009, features more than 30 classes for
tappers at all levels and ages, jam sessions,
student showcases, lectures and a concert.
“My sister and I, we grew up dancing,”
said Chloe Arnold in a 2009 Washington Post
article about the inaugural event. “It’s our
responsibility to make sure the young people
here get the same opportunity that we had.”
And the opportunity is open to anyone,
“regardless of social or economic status, age,
gender, race or ethnicity, artistic or cultural
background to share in the celebration of the
Art of Tap Dance,” the pair said.
The classes begin 12 p.m. Friday at the DC
Dance Collective, located at 4908 Wisconsin
Ave., N.W., and continue through Sunday.

concert, 8 p.m. Saturday at the Duke Ellington
Theatre, 3500 R St. N.W. The tap dance

One-on-One with Austin Rivers, High School Basketball’s Top Prospect

It didn’t take long for Austin Rivers to become the top prep
basketball player in the country—it just took hard work.
The 6-foot 3-inch guard has been working on his game since
he was a toddler, shooting three-pointers since third grade
and locking down on defense since little league. Under the
guidance of his father, former NBA pro and current Celtics
coach Doc Rivers, the younger Rivers has become the next big
thing on the basketball landscape.
Outfitted with quickness, a killer crossover and his
trademark pull-up jumper, Rivers will be taking his talents
to Tobacco Road next season as a member of the Duke
University Blue Devils. Throughout his stellar prep career, the
lean combo guard has left several defenders grasping at the air,
but even the elusive Rivers couldn’t shake the AFRO sports
desk as he sat down for a one-on-one.
AFRO: You’re the top prospect in the country, committed
to Duke and the son of a former NBA player, how have you
handled all the pressure so far?
Rivers: I just don’t let the pressure get to me; I just play my
game. I’ve never really thought about the pressure or worried
about anybody else’s expectations because I’ve always felt like
my expectations are higher than [theirs]; the only pressure is
from myself. I’ve always loved the game and played it hard
and everything else has just come into place.
AFRO: You’re going to Duke next season. You’ll be playing
under Coach Mike Krzyzewski and being cheered on by the
Cameron Crazies. What are you looking forward to next

Baltimore’s Carr Shines at AAU Tourney

The Big Shots AAU Basketball Tourney invaded
Washington, D.C., on April 9 and 10, bringing out some
of the most high profile high school players in the region.
With college scouts and other notable basketball browsers in
the building, all eyes were centered on Baltimore’s Aquille
Carr. The Patterson High School (Baltimore, Md.) product is
nothing short of an athlete, literally. The 5-foot-6-inch Carr
did double duty over the two-day tourney, hooping with two
AAU teams. Carr, 17, is just a sophomore, which allows him
to practically play nonstop with his summer hoops team, the
Under Armour Baltimore Panthers.
On the final day of the tourney, Carr brought what’s
quickly becoming a bit of Baltimore City folklore to the
Capital Sports Complex in District Heights, Md. The
Baltimore Sun’s 2011 Player of the Year narrowly missed out
on a 17-and-under title on a buzzer-beating three-pointer but

Wishing on the Wizards

OK, I’m back on the bandwagon. It may have taken
a whole year, but I’ve finally found some reasons for
optimism for next season’s Washington Wizards. The
Wiz are 6-3 over their last nine games, and, dare I say it,
they’ve actually been kind of (gulp) exciting. But forget
this season, as most already have, next year could put
the District back on the map and back in the playoffs if
Washington’s front office can put together a solid draft and
offseason.
The pieces are already in place for a playoff team: John
Wall is the franchise; JaVale McGee is the athletic finisher
and shot blocker; Nick Young’s the shooter; Andray
Blatche can mesmerize at times (when he’s in shape); and
guys like Rashard Lewis, Trevor Booker and Maurice
Evans are solid players to have around. But perhaps the
most integral piece for next year is rookie sensation Jordan
Crawford. Since arriving in a February trade, Crawford
has been the Wizards’ most complete player (yes, better
than Wall). His shot has been erratic at times and he’s had
some rookie mistakes, but Crawford gives Washington a
guy who can create shots for himself and his teammates.
And despite Young’s career year, it should be Crawford
who opens the season as Washington’s starting guard in
October.
Young, primarily a one-trick pony, can’t offer what
Crawford can: He’s a dynamic playmaker who can run off
buckets in the bunches and handle the point guard duties.
His 39-point eruption against Miami was just a tease,
along with his triple-double posting against Cleveland.

Rivers: Just playing college basketball, man, there’s nothing
like it. It’s a great experience. I’m getting to play with some
great players and arguably the best coach out there. It’s a
primetime stage man and it’s just going to be fun to play on
that level playing at a style of play that I like. It’s just going to
be real fun.
AFRO: You’re a 6-foot-3-inch guard who can run the point
guard spot, but you have the size and the scoring ability to
immediately returned to action and won a championship for
his 16-and-under team.
“I just keep my head,” Carr said about playing for two
teams. “I know my teammates are going to help me out
because they know I’m coming from game to game so when
I’m tired they help me out. It’s a good chemistry around our
team so basically we just know how to play and we play off
of each other.”
Carr didn’t need much help for his last game of the day,
finishing strong with some impressive drives to the basket,
a few lightening quick passes and some effortless shooting.
The 16-and-under title offered redemption for Carr after a
poor showing in his 17-and-under game.
The legend around Carr is apparently brewing as
evidenced by the standing room only space for his 17-and-
under title match. A few chants of “overrated” rang out
from a pair of hecklers, or “haters” as Carr calls them, in the
stands after a string of sloppy turnovers from the point guard.
“It’s just normal to me,” Carr said about the increasing

on April 11 that won me over. He played with poise and
control, sank critical shots at critical moments and played
off Wall beautifully. The rookie duo of Crawford and Wall
has the potential to grow into one of the league’s premier
backcourt sophomore teams. Add Young’s scoring abilities
off the bench and Washington’s backcourt suddenly
becomes deep, athletic and frightening.
With the backcourt already in place, Washington’s
main summer job will be finding a low post threat or a
multitalented small forward. I’ve pleaded with partners
all season that the 6-foot-11-inch Blatche would be better
served coming off the bench and playing multiple roles, à
la Lamar Odom. His strong close to the season (24 points,
10 rebounds, two steals and a block per game over his
last seven games) provides hope, but we saw that script in
2010 when he closed the year strong en route to a contract
extension.
A top five draft pick is definitely in the cards for the
Wizards and this time around, they won’t be shipping out
a high pick for two average veterans for a year’s worth of
service. Arizona’s Derrick Williams, Baylor’s Perry Jones
or North Carolina’s Harrison Barnes would look great in
D.C. next year. During the middle of the season and B.C.
(before Crawford), I had pretty much given up on a free
agent joining the lowly Wizards. But the addition of a top
draft pick and the potential of Wall and Crawford could
entice some up-and-coming freshman to join the fray.
But look at me jumping the gun. There’s still a lockout
to avoid and players to draft before I get excited about the
2011-2012 Wizards. But looking at this team right now and
their potential, how could you not be excited?

guard, either one. If Coach K says I need 10 assists from you
but just 10 points, then I’m going to go out there and get 10
assists and 10 points. If he says I need you to get 30 then I’m
going to try to get 30…
AFRO: You grew up under an NBA father and now you’re
going to a school that puts a lot of players into the league.
Have you given any thought to the NBA and what may await
you there?
Rivers: No, not yet. People always talk about me going into
the NBA and all that jazz but right now all I’m concentrated on
is going to Duke. That’s all that’s on my mind; I just want to
go in there with an open mind. I have a lot to learn and a lot to
improve upon as a player and a person. I just got to get better,
man.
AFRO: Your team’s season is over but you still have a couple
of high school all-star games left. What’s the mindset as you
head into the last portion of your prep career?
Rivers: To win, definitely. We lost the McDonald’s Game,
and I lost my last high school game, so that’s two games in
a row. Even though the McDonald’s Game was an all-star
game, a loss is a loss in my opinion, I don’t care if it’s an all-
star game or not. So, first things first: go to this Jordan Brand
Game [April 16], play my hardest to get the “W” and then I
look forward to going to that hoops summit out in Oregon [the
Nike Hoops Summit on April 9], because that’s a big deal, and
represent my country and do my thing out there.

perform, a small contingent of basketball scouts who
attended the tourney were all in line to catch a glimpse of
Carr.
“He’s good, small, but man can he play,” said Clark

acclaimed recruiting service.
The Baltimore City phenomenon is scheduled to return
to action in the area on April 30 when Big Shots travels to
the Leadership Through Athletics (LTA) sports facility in
Lansdowne, Md., to host another two-day tournament. Carr
will need all the rest he can get as he’s expected to be pulling
double-duty once again. The life of a living legend never
gets a rest.

year over who they think will square off in the NBA Finals in June.

Stephen D. Riley (S.D.R): The Boston Celtics are heading back
to the Finals—simple. People want to talk about Chicago, people want
to talk about Miami and that’s fine. But the Celtics still have the best
team in the East, and they still can play lockdown defense. It’s clear
this is the last go-around for Boston, and I think they’ll go out of their
way to make the most of it. I hate the fact that they’re relying on the
two O’Neals (Jermaine and Shaquille, not related) to return to good
health, but once they get their center duo back they can pretty much
close out the paint against any team and their top four stars form an
incredible nucleus.
Perry Green (P.G): As you’ve seen it for most of the year, the
Bulls have been the best team out East and the best defensive squad.
Derrick Rose is the MVP and head coach Tom Thibodeau just brings
something different to the table when you’re talking defense. The
former Celtics defensive coach has installed toughness to this team,
and I love it. The acquisition of forward Carlos Boozer means they can
now score in the post, and small forward Luol Deng is having a career
season, both offensively and defensively. A year ago, I would’ve
picked Boston, easy, but they’re not the same dominant team they used
to be.

forward with construction opportunities for its DC Clean Rivers Project (DCCR)
for the District¬s
District’s combined sewer system. The DCCR is comprised of a system
of deep tunnels, diversion structures and sewers, and ancillary facilities to
control combined sewer overflows to the Anacostia and Potomac Rivers and
Rock Creek in Washington, D.C.

The CSO 019 Overflow and Diversion Structures (Contract Division C)
project includes the construction of a diversion structure on the largest combined
sewer in the District, the Northeast Boundary Trunk Sewer. The project also
includes construction of a new overflow structure along the Anacostia River.
The project site is located on National Park Service property southwest of RFK

Stadium, between the Anacostia River and DC Water’s Water¬s existing East Side
Pumping Station.

Schedule DC Water is currently finalizing design of the facilities. The Request
for Bids for construction for this project is expected to be advertised in May
2011 and construction is anticipated to start in September 2011. DC Water is
