Calin M. Popescu, Ph.D.

With more than 40 years experience in engineering, management, consulting and teaching in
various construction sectors including highways, power plants, industrial farm complexes,
hotels, restaurants, commercial buildings, and various other large industrial projects, Calin
Popescu is one of the world's premier consultants in project management and construction
claims analysis. His experience includes providing expert testimony, claims preparation and
defense, project management training, CPM schedule development, analysis and implemen-
tation, cost control, and contract development and negotiation on over 50 projects in various
construction disciplines worldwide.

Calin also taught for decades as a professor at the University of Texas at Austin, and has
written numerous professional papers and published books in the field of construction project
management, including teaching over 60 short courses in project management and planning,
scheduling, cost control, and productivity.

Appeared as an expert witness in over 15 construction dispute cases in arbitration and litiga-
tion. Issues included scheduling analysis, productivity assessments, and cost control issues for
a number of industries including: commercial construction, infrastructure, and power plants.

Retained by numerous small, medium, and large U.S. and international companies as a consul-
tant and expert in the area of project time and cost control. Taught over 60 short courses in
the area of project planning, scheduling, and control, having more than 2000 participants from

managing large construction projects such as hotels, a paper mill, power plants, and low cost
