ACTION BY
1.0 OPENING
The meeting commenced at 12:18pm with prayers from Uche Agbarakwe. The
Project Manager (PM) apologised for the late start which was due to lack of
CAPITAL
preparation for the meeting by the scheduled Host.

The minutes of the last Site Meeting were taken as read and amendments called
for.

Correction
1. Page 1 attendance the name of ‘’Okesila Hakeem’’ of GILDA was corrected to
read ‘’Okesola Hakeem’’.

Afolabi Baruwa moved for adoption of the minutes after these amendments, seconded by
Zibiri Allen.
The PM wished the MD of JABOW, who was reported to be indisposed, a quick recovery.

2.0 MATTERS ARISING


1. The PM expressed displeasure that PPL did not send out a formal Notice of Meeting
that would commit Capital Projects who they explained was contacted to host the PPL
site meeting. Future Hosts were thereafter assigned for subsequent site meetings:
 CAPITAL PROJECTS - September 2010.
 MOF & JADFEM - October 2010.
 LEVITE PRACTECO & FNND RESOURCES - November 2010. CONTRACT-
 ALMOG ENGINEERING LTD - December 2010. ORS
 KENOL - January 2011.
 HADEMEC - February 2011.
2. EMEL reported that they had given all drawings on the street lighting to both
ALMOG and KENOL; they were also awaiting approval of POC for the fittings sent to
them. The PM advised EMEL to sort approvals out with POC outside of the
POC/EMEL
Subcontractors.
3. NED reported that they had not got the Laboratory test results of the water sample
PEAMAY brought two site meetings ago. The PM requested NED to write PEAMAY
requesting for the result.

4. QSC reported that they had not received topo levels from some of the Contractors.
They instructed them to get the topo levels endorsed by MAKAAY before requesting
CONTRACT-
for valuations.

5. The PM instructed PPL to write a letter to both CAPITAL PROJECTS and FNND to
explain within 48hours why they were absent at the statutory site meeting and copy
stakeholders.

6. The PM appealed to POC to approve recommended fees for PPL on the
infrastructure.

7. MOF was instructed by EMEL to attend the next infrastructure site meeting with a
sample of the lighting fittings to be installed at the site office.

8. TC promised to forward the septic tank details for the Site office by Friday
27/08/10.

9. The PM instructed the Resident Architect to forward the tracked progress report
and August site report to him within a week.

10. The PM reminded all that the following documents must precede all valuations:

3.0 PROGRAMME AND PROGRESS OF WORKS


The Contractors and Subcontractors reported their progress of works as follows:

3.1 BUILDING CONCEPT


(a) 3No 4 BEDROOM TERRACE HOUSES.
1. Substructure 100% completed.
2. Casting of roof beam 50% completed.

3.2 JABOW
(a) TERRACE HOUSES
1. Gable block walling over roof beam for Block 1 80% completed.

1. JABOW reported that they had received approval for the detached houses but had
issues with plot 18 on the positioning of the building. PM advised that PPL should PPL/JABOW
ensure the issue is sorted out after the meeting.

3. They reported that their site was water logged and could not work effectively; that
they have being trying to catch up with the lost time.
4. They reported that they had discrepancies with the Structural drawing and bending
schedule which had been resolved. GILDA
5. The PM requested GILDA to work with PPL to get an accelerated programme of
works to cover the lost time. GILDA/PPL
6. NED reminded GILDA that they would need to ensure that filling is done in layers.
GILDA stated they had been strictly adhering to instructions given.

3.5 UKJ
4 BEDROOM TOWN HOUSES
1. Substructure 100% completed.
2. Superstructure 90% completed.
3. They reported that they had technical issue on site which had been resolved by
NED.
4. They stated that they had issues with DEBOUR on attendance. The PM stated that it
is the responsibility of the main Contractor to chisel walls and floors and make
good the areas after the Subcontractors have worked. UKJ

1. They promised that roof carcass would be in place.

TERRACE HOUSES
1. Plot 14, first floor Internal partitioning had been completed.
2. Plot 15, Ground floor internal partitioning was 65% completed.

DETACHED HOUSES
1. Plot 14, block setting in progress
2. Plot 15, they reported that they were near the lintel level.

1. Plot 14 & 15, they stated that they would have completed the roof carcass.

(a) SITE OFFICE

8. MOF reported that judging from the quality of the site office the specified metal MOF/PPL/
flush door for the entrance door may not be appropriate; the PM stated that metal QSC
framed door should be used because the Building will ultimately serve as the Estate
Office.
9. They stated that the opening from the kitchen was designed to be air block. They
suggested that a window should replace this. PPL stated that they designed glass PPL
block. PPL is to give a detail of that area to MOF.
10. MOF reported that the site office would be ready for use in the next 4 weeks. They
requested for details for the septic tank and soak away pit from TC since the central TC
sewage system may not be ready. MOF to contact TC on the drawing.

(b) GATE HOUSE

MOF stated that they were awaiting a definite position for the fence line so as to MOF/PALMY
commence the construction of the temporary fence. The PM requested that MOF, RA/PPL/POC
PALMYRA, PPL and POC to meet and resolve issues on temporary fence line.

3.7 LEVITES PRACTECO


SUBSTRUCTURE
1. Excavation 98% completed.
2. Blinding 90% completed.
3. Reinforcement in footing (BRC) 85% completed.
4. Casting of footing 85% completed.
5. Backfilling 85% completed.
LEVITES
SUPERSTRUCTURE PRACTECO
1. Block setting 70% completed.
2. Column setting 65% completed.
3. Casting of Column 65% completed.
4. Fabrication of steel Palisade 30% completed.

PROJECTIONS FOR THE NEXT 2WEEKS


1. Block setting 95% completed.
2. Column setting 90% completed.
3. Casting of Column 90% completed.
4. Fabrication of steel Palisade 80% completed.
5. Casting of precast concrete coping 80% completed.
6. Correction of level 100% completed.

8. Erection of steel Palisade 30% completed.
9. They reported that they had put in place reinforcement for the raft foundation and NED
metal grilles awaiting NED’s approval.
10. They reported that they had appointment with PALMYRA on Tuesday 24/08/10 to
resolve the issue on route for vehicular movement into the site but PALMYRA was LEVITE
not available. The PM instructed LEVITE PRACTECO and PPL to call PALMYRA to PRACTECO/PPL
agree a time for the meeting. PALMYRA

3.8 JADFEM
1. Concrete wall from point 0+000 to 0+200 100% completed.
2. Ground beam from point 0+200 to 0+210 100% completed.
3. Blinding from point 0+210 to 0+330 100% completed. JADFEM
4. They stated that they would achieve 70m of wall every 2weeks if funds are made
available to them. The PM stated that funds can only be made available to them if
their work is certified.

3.9 FNND RESOURCES


FNND did not present a report.

3.10 ALMOG
1. ALMOG reported that casting of street light base for 8m pole was 95% completed.
2. Extension of all concrete pole stay support completed
3. All string Aluminium conductor completed.
4. All street light fitting (250w. 125w and 80w) on site.
5. All size of Armoured Cables for street light on site.
6. Digging all the Trenches for cabling completed. ALMOG
7. Laying the cables for the street light on site.
8. Backfilling all the trenches for the cables with caution tape 90% completed.
9. They stated that they had sample of Transformer base, RMU and Feeder pillar
awaiting approval. EMEL stated that they could not approve because that aspect of
the Project belongs to KENOL.
10. They reported that they could not lay high tension cable across the road. The PM
stated that the delay in Asphalting was deliberate, that asphalting would be done in
November while cutting and laying of sleeves would be done October.

11. They stated that they were awaiting details on the generator base and poles within PPL
the utility areas. EMEL stated that they were yet to receive drawing for the utility
area from PPL.
12. ALMOG reported that they had not been able to do much for the past 4weeks.

3.11 KENOL
1. Pegging for the Poles 98% Completed
2. Erection of H.T Poles 100% Completed KENOL
3. Erection of L.T Poles 98% Completed
4. Dressing of Both H.T & L.T Poles 80% Completed
5. Casting of Last Layer of Poles erected 50% Completed
6. Stringing of H.T & L.T 32% Completed
7. Procuments:
I. Transformer 80% Completed
II. Aluminium Conductors 75% Completed
III. H.T & L.T Lines Accessories 100% Completed
8. They reported that they had instruction not to erect the street light poles on the
plots that needed to be re-established.
9. They reported that they had no constraints but require approval on the sample of
the street light head fittings.

PROJECTION FOR THE WEEK AFTER


1. Continuation of casting of last layers of the Poles erected.
2. Continuation of dressing of both H.T and L.T Poles.
3. Continuation of stringing of both H.T and L.T Poles.

3.12 PEAMAY
PEAMAY was not represented. PEAMAY

3.13 HADEMEC
1. HADEMEC stated that they would move to site in 2 weeks.
2. The PM instructed them to always send their report by e-mail.

ACTION BY

3. EMEL stated that they had instructed them to forward their Programme of works to
HADEMEC
address issues in the area where the cable buried would interfaced with Road
Constructions. HADEMEC reported that they had sent the Programme. The PM
TC
requested TC to forward a copy of the approved Programme to EMEL.

4.0 CONSULTANTS’ COMMENTS


1. NED stated that JABOW was laying their pipes closer to the top of the slab. JABOW
JABOW
stated that they had been instructed to move it down to about 25mm below slab
base.
2. NED reminded all the Contractors to forward their cube test result not later than a CONTRACTORS
month after casting had been done.
3. QSC opined that attendees on the first page of the minutes should be numbered. CONTRACTORS
They instructed Contractors to be consistent in their e-mail address.
4. QSC reminded Contractors and Subcontractors that materials brought to site and CONTRACTORS/
valued must not be taken out of the site. SUBCONTRACT-

5. QSC advised the Contractors to agree the basic quantity of materials on site with CONTRACTORS
their representative to avoid delay in assessment when Valuations are due.
6. PPL had no comment.
7. TC stated that they had no issue with the Contractors but implored them to be
consistent in their delivery. CONTRACTORS
8. EMEL reminded the Contractors that installation material like conduit and wiring
cables would only be valued after installation. ELECTRICAL
9. EMEL stated that they brought the Subcontract agreement document fully signed to CONTRACTORS
be distributed. The PM requested EMEL to forward the document through POC who

5.0 DEVELOPER’S COMMENTS


Developer had no comment.

6.0 FINANCIER’S COMMENTS


SKYE was not present (held in traffic).

7.0 PROJECT MANAGER’S COMMENTS


1. The PM reminded the Main Contractors to have regular meetings with the
CONTRACTORS
Subcontractors, send and minutes of meetings to the Consultants to enable
anyone have a look in is they so desired.
2. The PM stated that according to condition of contract the Clients have a 28-day CONTRACTORS
window to honour payment certificates and this has never been breached on the
Project, thus Contractors should refrain from making issues of non-existent delays
in Payment.
3. The PM stated that they sent a mail to request for monthly site report from all
Consultants which would be a prerequisite for being paid for residency. He stated CONSULTANTS
that the report should include progress report and photographs from PPL, NED,
EMEL and TC while QSC should provide the financial statement projecting to the
end of the Project.

8.0 SITE INSPECTION


1. It was observed that FNND were still at the stage of reinforcement placement of
the ground beam and no workmen on site. FNND
2. NED reported that the Lekki Concession Company Ltd’s had offered to create a U-
turn to favour the project because the current road design stopped at Km. 24.

9.0 ADJOURNMENT
The motion for adjournment was moved by Gbadamosi L, seconded by Aderibigbe
Adewale, with closing prayers by Ayo Akinmoladun.

10.0 NEXT MEETING


The next meeting will convene on Thursday September 23rd 2010 at 12.00pm
prompt and would be hosted by CAPITAL PROJECTS. ALL
