I am glad to note that your book entitled “Information


Revolution! Will It Lead To A New Social Revolution?” has been well
accepted by intellectuals, educationists and legal luminaries. I have
carefully gone through the book and am immensely impressed by its
presentation of Information Technology as an effective tool to transform
the social order in the country. I firmly believe that the enlistment of
Information Technology is a cost effective and people friendly solution
to redress the problems of the poor and the weaker sections of rural
India and urban areas.
Adaptation of new technologies will help promote transparency
and accountability in a developing economy like ours and ensure that
the fruits of development and government programs reach the real
beneficiaries - the poor needy. It is also wonderful that you have
updated the book with new concepts that would go a long way in
enriching its readers, particularly the social scientists.
The new chapter on Baby Conjecture explains how scientific
approach and methodology can help tackle societal problem of
unpredictable human behaviour emerging as an offshoot of mathematics.
Yet another chapter on the concept of Global governance has detailed
how the IT had converted the world into a global village with the
emergence of borderless governments, seamless societies and a regime
with one law and one currency.
The chapter also speaks of promotion of peace, solving conflicts
and promoting knowledge workers across the globe to strive together
with a singular objective of empowerment of the poor. I am confident
that your book with its two new chapters will be a boon to students,
researchers and social scientists in their mission to make this world a
safe and peaceful place to pursue new heights of intellectual activity.

Preface to Second Edition
First edition was published in the year July 2003. When it was
in circulation, many scholars enquired about the form of alternative
governments/regimes as I was pointing out flaws in the democracy.
So I have included GLOBAL GOVERNANCE as an answer.
I felt it is appropriate to include my own conjecture, named as
BABY CONJECTURE, which will act as catalyst in the formation
of global civilization and/or egalitarian society. The changes in
appearance and content is incorporated into the second edition. Every
sentence in this book carries a lot of information, hence I request
readers to assimilate and enjoy the aesthetic value associated with

FOREWORD
Any scientific and technological revolution, which has the
potential to affect and influence the human civilization, would necessarily
result in a corresponding social transformation. It happened in the past
and will happen in future also, in the process of social evolution. The
belief of Prof. Venkat Dass that the present IT Revolution shall bring
in a tremendous social revolution in the societies of the world is logical
and well founded.
The equation that Word + Script + Knowledge = Power is a
powerful and innovative concept. With IT revolution, there is explosion
of knowledge and with that a tremendous power generation is in
human mind. This power is going to affect the mankind and bring in
a social transformation. But our concern is how this social
transformation is going to reshape the societies at large and whether
the existing institutions - political, economic and social - are capable
of coping with the inevitable social transformation for the good of the
majority? Or whether they need any radical change? If so in what
form and who should be the right choice to participate and reshape
these institutions and guide the impending social transformation?
Whether the oppressed and suppressed people of the world could
effectively participate to bring in equity and justice in the society to
regain the lost human rights and dignity?
"When there is no fair means, then unfair activity begins". I
congratulate Prof. M. Venkat Dass for his innovative and revolutionary
concept. Shall we hope that the present civil societies and governments
transform themselves to usherin equity and justice in all spheres of
human activity that there is no need for a unfair activity either by an
individual or by any institution. This revolutionary thought of Prof.
Venakt Dass deserves a deep consideration by all of us and especially
the social scientists and activists.

I AM GRATEFUL TO SO MANY...
FOR DOING SO MUCH...
I thank the then honourable Chief Minister of Madhya Pradesh,
Shri Digvijay Singh, who initiated the historical event, that triggered
lives of DALITS throughout India in 21st Century. Shri Digvijay Singh
came up with a noble thought and process but it was unfortunate that
his policies and thought process were not accepted by the people of
Madhya Pradesh (MP) due to insufficient time frame. Had he
continued as Chief Minister not only Dalit Community in MP but also
entire Dalit intellectual force in the country should have been
strengthened by this time. When the concept was under crystallizing
process, general elections took place and he lost the race. Internal
forces within, the then government, did not digest the thought process
and there was not enough propaganda on the said policy. All these
factors culminated into heavy loss resulting in losing the battle.

I would like to convey heartfelt thanks to my esteemed colleagues


and friends for their patient hearing in terms of both discussions and
grammatical structure of the matter. I thank Professors P Premchand

INTRODUCTION

Man is distinguished from animal by his capacity of reasoning


and thinking. Invention of script to the language of man enhanced
these faculties and made the man the most powerful social being.
With the script the knowledge and civilization of societies improved
rapidly and they became pivotal for social and political organizations
like Kingship etc. But the medium of preservation of script was
limited to rocks, hides, metalic sheets and palm leaves in the past.
Printing and paper technology gave a boost to the knowledge of
man on account of easy storage and communication.
No doubt, during the times of Buddha and Christ also, the
socialist thinking and preaching was envisioned, but inspite of their
influence and efforts socialistic pattern of societies and governments
could not be formed and sustained. The main reason was that
during their time or before, the knowledge could not be propagated
and spread among the people widely, because of lack of printing
technology and limitation of storage of information and
communication. Similarly trade and commerce was carried out only
through Barter system. Inspite of minting of currency coming into
vogue in leather and metals it was limited, because of the limitation
of availability of these materials. Later when the form of money
was transformed into paper currency, there was tremendous boost
to the trade and commerce. This is what we understand from the
History.
With the invention of machine, the civilizations and
consequently the transformation in thinking of people and social

scientists dealt a severe blow to the feudal system and socialistic
and democratic forms of Governments took their place, more or
less throughout the world because of the easy preservation and
communication of knowledge. By the time of Karl Marx socialist
thinking and democratic forms of Govts. came into existence. Barter
system disappeared and paper form of currency took its place and
the quantum of money became unlimited.
These social changes were possible because of the two sets
of scientists; one in science and technology and other in social
sciences. The first category of scientists contributed to the material
progress and other category to the social progress of the people.
These transformations and changes are well known. But now with
the advent of computers and electronic technology the medium of
communication transformed itself into floppies and Compact Disks
(CDs); Currency from paper money to electronic money (e-money)
and electronic baking (e-banking).
With the scientific and technological changes, rapid social
changes also accompanied. That means scientific revolution is
interlinked with the social revolution. All sections of the society
including Dalits in India were greatly influenced and empowered in
their thinking and skills, with these scientific and social revolutions.
Now I wish to pose to you a fundamental question. Will
social scientists and activists, especially from oppressed and
suppressed sections of entire globe, think a while whether there is
any necessities for change; new forms of establishments and
governments?

of WORDS.
• Script is having the capacity to

• KNOWLEDGE is a set of facts
logically organized with the help
of WORDS and/or SCRIPT.
• WORDS, SCRIPT and
KNOWLEDGE are converted
into POWER.

• If there is a small increase in any
quantities of the left hand side of
equation then there is huge amount
of POWER generation in the right
hand side of the equation.
• If this POWER, which is in the
human mind, is not properly
directed, it may lead to destruction,
like Einstein's power equation,
E=mc2, applied to Hiroshima-
Nagasaki.

thereby there was progress in
human civilization.

and kingdoms slowly began to
come into existence.

form, then there was considerable
change in the Society.

similar to the ideologies of Karl Marx
and Other Democratic thinkers like
Dr. Ambedkar.

But the democratic and socialistic


pattern of governments could not be
formed and sustained, though kings
incorporated their teachings and
propagated to certain extent in their
kingdoms.

was invented.

Then the script changed its form from

Let us Consider once again the
power equation:

WORD + SCRIPT + KNOWLEDGE = POWER

We can equate this POWER


generation with the Einstein's equation,
E (Power) = mc2
i.e.
Energy = mass * (velocity of light)2
which is enormous.

So, the power in human mind is as much


as the power in Atom Bomb.

conclusions from our power equation.

As there is considerable change in the


form of the script, there is a lot of
power generation in the human mind.

Is there any way or mechanism to


control and apply this enormous power
to the benefit of the society?

Equity and fairness in the society


alone can do this.

no justified guaranteed path for the
ordinary innocent man to become rich
in wealth and thought.

they are democratic or socialistic or
both cannot properly handle the power
which is generated with IT revolution.

because corresponding social
revolution or transformation should
accompany the scientific revolution.

Who are you?
The Power in human mind must be utilised for the Nation;
unfortunately, that is not happening in India. Why?
When the question "who are you?" is posed, generally the
plausible answer is the "name", i.e. I am so and so. But in India, the
answer could be further extended; I am a Brahmin, a Rajput, a
Reddy, a Kamma, a Yadav, a Mahar, a Mong, a Chamar, a Mala
or a Madiga or a Pariah. It could be also a combination of Caste
and Religion. Almost all Indians, perforce are compelled to identify
themselves with the caste or with caste and religion, but never with
the Nationality, as the concept of Nationality is totally absent to an
Indian mind, as long as he is on the Indian-soil.
What is wrong with this kind of non-identity with the nation?
If one identifies himself with the caste or religion the problem
would be as under. If one is given any quantity of fruits he would
take some of them. If there is any quantity of fruits left over then he
would distribute to the people of his caste, his religion or his region.
If he identifies with the nation and nationality he would lend them to
the Nation. Nationality became virtually absent in Indian thought,
because of the historical reasons; caste system and religious precepts.
With this attitude prevailing in every Indian mind and in all
parts of India, is it possible to achieve an equitable and egalitarian
society, however much the rulers are crying from house tops for
establishing, a Golden era (Swarna Yuga)? It is almost impossible
what ever you do. The graded inequality called caste system exists
everywhere in India supported voluntarily or involuntarily by the
common man, intelligentsia and illiterate and also both by the
oppressor as well as the oppressed. The rulers of this country failed

in past and also failing at present, to address this problem honestly
and effectively. The forces, which are fighting against graded inequality
called caste system, are too weak to fight against the strong and
long established caste system. Therefore the inequality in the society
still exists and is coming in the way of establishing egalitarian society
where justice, freedom, equality and human dignity, inform all
institutions and systems in the country.
Can we define Golden era to be very simple as :
There should not be any starvation and unemployment in
society. Further there should be mutual respect to each other and a
justified guaranteed path to become rich in wealth and thought.
If we are comfortable with the definition of the Golden era,
How to start? Where to start to achieve it?
I think it is right time for the rulers and intelligentsia of this
country to recollect and remember the saying of Dr. Baba Saheb
Ambedkar.
"You cannot build any thing on the foundations of caste.
You cannot build a class. You cannot build morality".
If we the toiling masses India, inherit the philosophy and
thought process of the Dalit Bahujan (oppressed castes) Philosophers
and Social Revolutionaries like Budha, Jyoti Rao Phoole, Dr.
Ambedkar, Narayana Guru, Sahu Maharaj, Periyar Rama Swamy,
Beersa Munda and Komram Bheem then we can transform this
country into modern egalitarian India, where every one feels and
experiences equality in every aspect of life.
Now we are in the age of Information Technology (IT)
Revolution which is a great and miraculous technological
transformation, which can influence every aspect of human life. As
I mentioned at the other place this wonderful technological revolution
shall result in a "new social revolution" which could be a unique
contribution to the mankind. Throughout the world the suppressed
and oppressed people have the capability to achieve this new social

other suppressed and oppressed people of the country, with equal
capability (physical and mental) can bounce back to their original
position in the society at par with others, only if the suppressed
forces are released.

Under these circumstances what is the duty of the nation?


If the Indian polity and political structure could allow the
Dalits to acquire political power then their “suppressed potential
energy” will be released and converted into “social kinetic energy”
which could bring in necessary changes in the socio-economic and
political systems in the society with equality and social justice
because these suppressed and oppressed people, alone know the
intensity of agony and pain of social suppression. They will be the
right choice to eliminate and expel the agony and pain of social
inequality from the Indian society. But the honest, sincere and
truthful leadership of Dalits and oppressed only can effectively take
part in the proposed social transformation. The leaders who are
expected to lead this revolution must be those whose perception of
social development was influenced by their own sufferings and
experiences learnt through tears of social, political and economic
inequaty, but yet stood firm to their ground with discipline, morality
and sense of social justice, without any revenge towards their
offenders. Only such leadership can reshape the social history of the
country, and bring salvation to the unfortunate millions. I expect the
Dalit leaders and the Dalit intelligentsia to possess such character, to
take the challenge and help in bringing the required social revolution.

GLOBAL GOVERNANCE IS
INEVITABLE
I would like to place some observations and considerations in
front of you, readers. Either we accept or deny, the truth is that
world is changing into global village under one umbrella i.e. information
revolution or computerisation. In future all, regional governments
and/or National governments will be legally governed by GLOBAL
GOVERNANCE in the name of trade and commerce. In the near
future (at least within ten years from now) every human being on the
globe will be given a unique code similar to Social Security Number
in the US. Due to these changes in the globe, a new work force
called KNOWLEDGE WORKERS is created and allowed to
move through the world without any restrictions. This work force is
qualitative and derived from the skill set which includes technocrats,
doctors, linguists, computer professionals and people from humanities
with 2 or 3 languages of international recognition. Thus a Global
economy will evolve slowly, and will be easily convertible to any
local money automatically as and when one moves from one country
to another country.

To compete and sustain in International Market or Global


Village, every country needs to imbibe global culture, global skills
through global communication medium which is English, while retaining
its heritage. To meet these requirements we need to do two things.
First, every country, particularly India, has to revamp its entire
education system at least up to 10 + 2 standard, where we have to
teach international and national culture, history along with sciences.
Secondly, we have to teach English, the international language, from

Class I on wards. Hence, people cannot see English as foreign
language instead they look at it as Basic skill. It is basic skill
because the people who use English increasing day-by-day, next the
most of scientific inventions and discoveries are preserved in the
English literature, computers and English are interlinked and
inseparable; last but not least it incorporates and/or assimilates
global words from other languages to enhance its richness. Hence it
is butter and blood.

If we look at some of the countries like China, it is hiring


English language teachers from different countries to teach English
to their students to meet near future requirements globally which is
part of their policy. In similar lines to China, some of the African
countries like Eritrea, Ethiopia are recruiting Indian Teachers to
teach English language and other subjects to their children. I think
these facts are known to every body. Some countries are already far
ahead in the inevitable process of formation of global village.

Hence here is my question to the governments especially to


Indian regimes. Is the Government of Andhra Pradesh or the
Government of India getting ready to prepare its work force which
is not only in the towns but also in villages, to meet the Global
Competition internationally? Yes to certain extent. Children of elite
classes in towns irrespective of caste and creed are really getting
ready to meet this global challenge.

In this process, if we neglect our rural masses to acquire


global skills, it leads not only to social division but also digital
division. Unfortunately rural masses are unable to see their fate in
near future in the modern computer era. If we do not channelise
their energies properly it may lead to another dark era in the modern
age that may lead to chaos particularly in India because digital
division is enormously massive and it is clearly visible.

Hence I appeal to regimes throughout the globe to bring
necessary legislations and policies to provide quality English education
to the children of rural masses from the very beginning i.e., from
class I on wards. I wish to propose that half of the subjects
prescribed for the students, must be taught in English and others
may be taught in their mother tongue for better understanding. That
is subjects like English language, Environmental Science, Moral
Sciences must be taught through medium of English from Class I
onwards.

I pose a simple question to Indian Governments in particular


to the members of commission of official language, Andhra Pradesh
and in general to those who are opposing English medium education
from class I on wards, tell me honestly, are your children getting
admitted into Telugu medium (a regional language in India) Government
schools? We know the answer is in negative. Then probably they
may think that Telugu language (any regional language) and its
heritage should be preserved and nurtured by and/or through
children of rural masses. I think in their view it is not the responsibility
of children of elite classes. If we feel it is a responsibility, and then
it should not be simply thrown on rural masses, instead, we have to
keep it on the shoulders of every body.

I emphasized education in this article because if any country


wants its due share in the global governance it has to pay immediate
attention to education otherwise the country would collapse in its
entirety. A healthy body and sound mind is driving force for an
individual as well as to nation. Hence utmost attention should be
paid to health care of the country. Apart from this, countries have
to concentrate, nurture, conserve and protect their natural resources.
The basic infrastructure, agriculture, industry should be given
importance.

' Choose right people in all walks of life '


As a social activist for over four decades I came across
many Ambedkarites, who after climbing the ladder through reservations
turned to be egoistic and self-centered persons forgetting their duty
to their unfortunate brethren. With the result, the cherished goals of
the Nation as enshrined in the Constitution remained an illusory to
millions of people of this country.

Mr. Venkat Das, an Associate Professor in Osmania University,


is an exception to the general principle. In may acquaintance with him
for over four years I could notice in him an urge to help the needy.
Having been inspired with Bhopal Declaration on Dalit Movement, he
organized a seminar at National Level to identify the problems and the
difficulties faced by the oppressed sections of the society and got
'Hyderabad Declaration - Dalit Agenda for 21st Century' adopted.
Since he hails from Science and Technology faculty, he traced evolution
of the man from the time of primitive communication through symbols
and the development of word, the script, which lead to the improvement
of the knowledge and tried to establish that Word+Script+Knowledge
= power. He also tried to to prove that the knowledge gained by a
person or by society at a point of time can be preserved for the benefit
of prosperity through script. Ultimately, he concluded that the knowledge
gained through the information Technology Revolution leads to
tremendous power of human mind and if it is used for the good of the

economic and social justice will percolate to the lower rungs of the
society. On the other hand, if the people with knowledge does not act
fairly and dispassionately and try to maintain the statusquosim the very

I have a feeling that Mr. Dass made this exercise keeping the
fast degeneration of values in the society to make an appeal to the well-
meaning people that "unless we invent new ways and new methods
to choose right people in all walks of life, the country cannot exist
as a Nation"

'Patronizing attitude will not help'

The main idea behind this effort is to provide a co-ordinated


picture of the downtrodden communities, which are lingering in
hardships in spite of so-called reservations practiced for the last 55
years in India. This book gives an impetus to individuals and

In India the higher castes have always considered scheduled


castes and scheduled tribes as inferior and backward and shown a

Thank you for “Information Revolution! Will It Lead To A
New Social Revolution?”
The basic idea is sound that information technology can
bridge present, old-fashioned gaps between social classes and
castes, However, at present, the world suffers from a severe
“digital divide” between the rich having access to IT and the
poor having hardly any access. Moreover, many IT freaks in
the west completely lack the spiritual insights you are amply
demonstrating.
