MINISTER’S FOREWORD
As the Minister responsible for the Namibian Prison Service, I am very much
impressed with the gradual progress we are making since independence. We have
moved from punitive incarceration to a more humane correctional approach based
on rehabilitation. A solid foundation is being laid to stimulate our endeavours in
keeping with the country’s Vision 2030 as far as contribution to public safety is
concerned.
The establishment of the Ministry of Prisons and Correctional Services in 1995
2 came with new political expectations that prisoners in Namibia will have to
undertake a variety of treatment intervention programmes to provide them with
skills and abilities that would positively change their criminal attitudes after release.
This has given us an impetus to develop the framework that is directing us to the
strategic objectives within which we can develop coherent and consistent strategic
and operational plans. The endorsement of the Policy Document and Mission
Statement of the Namibian Prison Service by Cabinet and its subsequent approval
by the Parliament in 2001 marked a significant achievement to that effect. The
Mission challenges us, in every facet of work, to strive constantly to be the best that
we can be.
Now that the Policy Document and Mission Statement is in place, it was felt
apparent and compelling to have means of implementing it and report on the
progress. Achievement of this work requires coordinated approach through the
development and operation of a Strategic Plan.
The Strategic Plan 2003 – 2007 derives therefore from the Policy Document and
Mission Statement. This Plan is capable of providing direction and accountability
at all levels and services, and will serve as a vehicle in providing the principal means
of coordinating the implementation of the Policy Document and Mission Statement
of the Namibian Prison Service.
It is my sincere hope that the successful implementation of this long–term Plan will
contribute significantly to the overall National Crime Reduction Strategies.

COMMISSIONER’S STATEMENT
The Namibian Prison Service as a government agency responsible for the care and
social integration of offenders, does not only administer sentences imposed by
courts of law but in the process, we as members of the Service are also required to
work with offenders at every stage of their sentences in order to change their
behaviours.
Indeed, all our activities should be directed towards the successful reduction of
recidivism and ensuring the safest possible transition of offenders from prison
3 institutions to the community. We will actively encourage prisoners to take part in
the treatment programmes and motivate them to participate in programmes designed
to address the risk factors. Concentration will be in those factors, which contribute
to the prisoner’s criminal behaviour. These are the targets of change.
This challenge requires effective planning in order to ensure that resources are
adequately provided to meet specific objectives. The Strategic Plan 2003 – 2007 is
essentially an action plan setting out the main aims of the Policy Document and
Mission Statement of the Namibian Prison Service and the strategy of achieving
them.
It aims to link the policies and the priorities as a whole with the individual managers
responsible for achieving them. The overall aim should be to ensure that each
manager has series of objectives to work towards, means of assessing performance
and time frame within which the objectives should be met.
We undertake to become leading players in the field of corrections in Africa. This
means ensuring that we have the right staff at the right places, with the necessary
technical tools and expertise, support and resources, to advance and realize our
strategic vision. Furthermore, this requires great commitment and ownership by all
managers at every level, line staff and stakeholders.
We cannot change the past but we can certainly change the future. Be an active
participant in the execution of this strategic plan.

AGREEMENT FOR THE FUTURE


By the year 2007, the Namibian Prison Service shall have achieved a higher degree
of professionalism in all its correctional dealings. The Service will introduce several
correctional need oriented programmes to successfully reintegrate offenders into
society. These programmes will provide an opportunity for prisoners to address
those factors that cause them to commit crime so that they can actively participate
in productive work, which will ultimately ensure a lower recidivism rate. During the
next five years we will ensure that the necessary administrative arrangements are in
4 place for us to achieve our long-range goals. The administrative arrangements
include all key issues, processes, structures, policies, and resources necessary to
function as a capable organization.

MANDATE

The Namibian Prison Service was established to provide safe custody of prisoners,
to rehabilitate them and to ensure their successful reintegration into community as
law-abiding citizens, ultimately contribute to public safety.
This mandate is captured in the following legal documents:

providing safe and secure detention facilities for offenders. To this end the Service
will introduce security systems and modern prison infrastructures to minimize

The Namibian Prison Service will strengthen its commitment to enhancing the well
being of society by safely reintegrating a large number of offenders as law-abiding
citizens. This forms part of the national campaign to reduce recidivism.

contingency plans and effective security and communications systems.

The Namibian Prison Service will continue to furnish facilities and services for
offenders, which are compatible with human dignity, including adequate standard of
health, food, sanitation and personal hygiene. The conditions in which prisoners are
held shall not aggravate the suffering already caused by loss of liberty. Regular
maintenance and inspections shall be carried out as part of the effort to improve
living conditions for inmates. Recreational and cultural activities shall be provided
in all institutions for the mental and physical health of prisoners. The Service shall
jointly with its partners in the criminal justice system seek solutions to reduce
overcrowding and improve the standards of hygiene and cleanliness.

The success of our correction endeavours will greatly depend on the effectiveness
of programmes designed to treat offending behaviours. As we embrace the
challenge of reducing re-offending, need oriented correctional treatment
programmes will be developed in order to ensure effective implementation of such
programmes.

6. To reintegrate offenders into society as law abiding citizens.

The ultimate goal of the Namibian Prison Service is to successfully reintegrate as


many offenders as possible into society as law-abiding citizens, capable of leading
industrious lives after imprisonment. The Service shall develop policies and
personnel capabilities to supervise and assist offenders in the community.

to strengthen its good working relationship with partners, so as to secure and
maintain the continuous sharing of information and assistance, which will lead to a
safer community.

CUSTODY

Community Service

With a constantly increasing prison population, the Namibian Prison Service will be
on the forefront in finding alternatives to incarceration including Community
Service, whereby the prisoner is offered an opportunity of compensating society for
the wrong he/she has done by performing work for the benefit of the community,
instead of going to prison. With the assistance and support of the Criminal Justice
Partners and Stakeholders this endeavour is possible, thus automatically contribute
to the reduction of overcrowding.

CARE

HIV/AIDS Prevention Strategy

HIV/AIDS is indeed a great concern nationally, as well as within our institutions.


Resources will be earmarked towards the prevention of the spread of HIV/AIDS
within the prison institutions. Stakeholders with vested interests in the well being of
the offenders will be encouraged to take part in the HIV/AIDS prevention
campaigns.

OPERATIONAL SUPPORT

Statistics

Corporate accountability systems on assets, finance and projects will be


strengthened in order to provide timely and reliable management information so as
to improve the quality of our decision making process. This will ultimately improve

the utilization of resources especially equipment, human capital and financial


resources.

Agriculture and Workshops

Agriculture and workshops form the backbone of our endeavours to train inmates in
work skills and work ethics in order to improve their chances of getting employment
after release. This programme provides the needed skills but also work habits such
as timeliness, subordinate v/s supervisor relationships etc.

In addition to this, agriculture has an added advantage in that it can make the Service
self-sustaining in food production. We intend to continuously increase our
production by employing modern methods of production.

Quality Standard

The Namibian Prison Service will establish quality standards for its products and
services so as to ensure good customer relations and marketing strategy.

Offender Management System (OMS)

The OMS is a computerized database system that will enable all the Prison
Institutions to exchange information electronically with the Prison Service
Headquarters in order to allow efficient flow and analysis of information for prompt
decision-making. The system will also bring about data accountability, especially on
the offender population profile. Statistics gathered from the OMS will enable the
Service to develop assessment tools capable of predicting risk posed by inmates as
well as to determine treatment needs.

Effective Communication

The Namibian Prison Service will capitalize modern communication system


(Electronic System) that will come about as a result of the implementation of the
OMS to bring about efficient communication within the system, being it internally,
externally, nationally and internationally in terms of information sharing, training
and benchmarking processes.

A website that will convey Prison Service specific information and policies and
internet connectivity will be central to this strategy.

Budget System

The streamlining of the planning, budgeting and performance management systems


in the Service will ensure that identified projects are adequately funded and that
strategic objectives are achieved to this end.
The Namibian Prison Service will implement a well-developed budget system that
will support and finance our planned objectives and at the same time enable the
16 utilization of resources in an effective and efficient manner.

PERSONNEL SERVICES
Personnel Statistics

Members of the Service remain the most important resource. The successful
implementation of this strategic plan will depend on the extent to which this
resource is managed for the ultimate achievement of our vision.
Corporate accountability systems on staff will be developed in order to provide
timely and reliable management information on personnel in order to improve the
quality of decision-making process by management. This will ultimately improve
the utilization of our human resources.

Management Training

Continuous training to prepare members to take management positions is of the


essence to ensure the required mind shift and to provide for continuity and
succession planning. The Prison Service will embark upon training that will
transform our members into specialists in the field of Correctional Management
with the assistance of high learning institutions and Criminal Justice Partners. Thus
the adequacy and availability of, qualified members will ensure professionalism
within the Service.

The Namibian Prison Service Training College will also be developed to such extent
that it introduces and offers professional courses that will be nationally recognized
or accredited.

Improvement of Staff Competencies

Guided by a progressive training policy that provides for a process that starts with
the identification of development needs, the Service will develop staff development
plans, as to ensure continuous training and retraining of staff in relevant
competencies and modern emerging trends. The plan will be competency based to
ensure that members receive ongoing training that will improve their competencies
while introducing them to modern correctional approaches and methods. The plans
will address the issue of retention of qualified staff, succession planning, leadership
17 development and capacity building.

Human Resource Plan

The successful implementation of strategies that are aimed at achieving our aims
and objectives depend on the correct alignment of the human resource plan. The
Mission and Vision of the Service have set a totally different course that requires a
different focus both in service delivery, administration and management.
The Namibian Prison Service will align its Human Resource Plan in order to be in
support of the Strategic Plan and as a result assist in realising the set strategic goals
and objectives. The structure will accommodate a multi-disciplinary workforce that
is highly skilled, flexible and performance-oriented or driven. The Service will have
to balance its needs for staff in terms of security with the need to have specialists in
assessing needs and mitigating of needs to prepare inmates for reintegration.

Attracting Competencies

People with specialized competencies will be encouraged to join the Namibian


Prison Service through highly challenging careers and on job training as well as
opportunities for growth. Agreement with institutions of higher learning will be
initiated, in term of internship, bursary and scholarship for those students interested
in working for the Prison Service after completion of their studies.

The media as well as our strategic partners will be utilized to attract suitably
qualified personnel in areas such as psychology, dietetic, medicine, psychiatry,
sociology, education, penology etc from both the local, regional and international
labour markets.

Training

Training is an important aspect in every organization. Accordingly, the Prison


Service will strengthen its effort in providing both in-service and professional
training to both its civilian personnel and Prison members.

The training programmes will be provided in line with each employee’s degree of
professional field of work. Such training will transform the Prison Service in a
professional and specialized entity.
The Service will endeavour to assist local institutions of learning to develop degree
18 level correctional related leaning opportunities to bring the profession on par with
other criminal justice occupations.

Job Descriptions / Contracts

Every Prison member will be provided with a job description or performance


contract, detailing his/her responsibility upon joining the Service. This will ensure
that tasks and roles are clearly specified and well understood. Job description
enables the employee to know what is expected from him/her, to whom to report,
time for certain task etc.
In its entirety job descriptions support, and provide advice, in the implementation
and evaluation of the achievements of the Namibian Prison Service aims and
objectives and accordingly leads to effective service delivery to clients.

Performance Appraisal System

A competency based performance appraisal system that is easy to use and


understand will be developed and implemented in order to ensure that performance
is rewarded and to point out areas for future development. Good performance, be it
from an individual or unit, will be rewarded accordingly; as a result good
performances will be encouraged due to the incentives attached therewith.

RELATIONSHIP AND CO-OPERATION

It is a general belief that unity of purpose brings success, thus the Namibian Prison

Service strongly believes that the success of the correctional endeavour would
largely depend on the co-operation and support of the Criminal Justice Partners and
other Stakeholders. The Prison Service will refocus its efforts in involving all
relevant parties in order to make a success of the project.

Best Practices

The Service will redouble its efforts in establishing good working relationship with
its counterparts so as to enable the sharing of information and the comparison of
19 practices, which will eventually lead to benchmarking and adaptation and the
implementation of best correctional practices.

Stakeholder Analysis

The Namibian Prison Service will use stakeholder analysis in order to eliminate the
general negative perception of the community towards the Service, which will
consequently lead to more community involvement and participation in
rehabilitation efforts.

Donor Funds

Being faced with limited resources and unlimited demands, it is our strong belief
that assistance and support is essential to enable us to embark upon some of the
many important correctional projects and programmes. Efforts will be directed
towards making it possible to acquire donor-funding.

STRATEGIC SERVICES
Research

Research is an important aspect in the success of any organization and there is no


exception when it comes to the Prison Service. Therefore the Namibian Prison
Service is focusing its efforts in developing its internal research capabilities by
means of training and information sharing with relevant stakeholders.

Research on Customer Needs

In order for the Prison Service to be effective in its rehabilitation efforts, intensive
research will be done on the customers, so as to enable us to have complete insight
and understanding of our customers, being internal or external customers. The data
collected will be used to develop and implement programmes suitable for the

Performance Management

Performance Management is of outmost importance in any organization.
Performance review will enable the Service to monitor its progress in realizing its
success, short falls, improving on areas that need improvement and sustaining those
in which is performing well. The Prison Service will develop a modern performance
management system that will cater for all our current and future needs.

Review Strategic Plan

There will be an annual review of the Strategic Plan 2003 – 2007 so as to enable us
to monitor the progress made in implementing the strategic objectives as well as to
improve on the shortcomings.
