MSI Executive Committee Meeting: Minutes February 23, 2010

MSI’s Board of Directors Executive Committee (EC) meeting was held at the MSI
Office, 7650 Standish Place, Suite 108, Rockville, MD 20855 on 23 February 2010.
Chairman Ertel called the meeting to order at 7:45 PM, with the following Executive
Committee Members and staff in attendance: Ertel, Jones, Reed, Prill, and Schuessler.

It was established that a quorum was present for the meeting. The Executive Committee
Meeting minutes for October 13, 2009 were approved.

The following agenda items were completed at the Executive Committee meeting:

1. Field Development Update – Jerry Pasternak provided an overview of the potential


field development sites as noted on the MSI Field Development Initiatives
attachment. Of the nine possible sites under consideration only two have any
realistic chance for development over the next 1-3 years. Cabin John may be
achievable with a tentative availability for the fall 2011 / spring 2012 seasons. The
Hopkins opportunity has some good possibilities, but fields may not be built for 3+
years. No contracts or formal agreements have been signed, but MSI continues to
work with various governmental agencies to create possible field development
opportunities in the future.

2. Coach Development Plan – Doug prepared an MSI Coaching Education Progression


chart depicting a possible methodology for enhancing the coaching professional
development program. Existing training classes, clinics and external training
seminars will be augmented with new external and internal training events to create a
coaching training progression that enhances the capabilities and education of our
recreational and classic coaching staff. The committee discussed options and
suggested modifications to the overall chart. We also agreed that we should develop
a tracking process up front to maintain records of our coaches training program.

3. Clubs within MSI – There are some soccer clubs that participate in the MSI classic
program. The committee discussed the pros and cons of having clubs participate in
the MSI program. The negative issues that were discussed include, exorbitant
coaching fees, difficulties in supporting multiple team coaches, poor sportsmanship
issues, players playing on club teams in the same age group, payment issues, etc.
Some positive issues discussed – some clubs have quality coaches who truly embrace
the MSI mission statement, provide administrative support that is actually helpful to
the MSI staff, embrace sportsmanship, etc. To address the negative aspects of the
club within a club situation, it was suggested that we develop a form to give classic
parents that notes the MSI seasonal fees and that any fee above that fee goes to the
coach. The sportsmanship program and playing time rules will be emphasized for the
parents as well.

4. MSI Rule Change – Follow up discussion conducted regarding double carding


process. Currently MSI has a process where Classic participants can play for another
travel team in a premier league such as WAGS and play on a classic MSI team. A
modification to this rule would allow for a Classic player to play on another classic

team (double card), but in a different MSI Classic age group. This rule modification
was voted upon and approved by the Executive Committee.

5. Marketing MSI – Bob Wilkoff suggested a possible marketing provider that may be
able to help MSI market our soccer organization to the Montgomery County and
nearby residents. The committee agreed that Doug should look into what this POC
has to offer and present his findings to the committee or board in the near future.

The meeting was adjourned at 10:30 PM, with the next meeting of the Executive
Committee scheduled for Tuesday, April 13, 7:30 PM at the MSI office. The next Board
of Directors meeting is scheduled for Tuesday, March 16, 2010.
