Q1. Who is eligible for the payment of Agricultural Wages?


Ans: A family holding Agricultural land and whose more than
50% of the land has been acquired and left over land after
acquisition is below Ac 5.00 dry or Ac 2.5 wet or combination
of both on above principle and becomes a SF/MF/LL is a PAF
and therefore eligible for payment of Min. Agl. Wages (para
6.10 to 6.12 of AP R&R Policy)

Q2. Is a family whose house has been acquired but has more than
5
Acres of wet land eligible for allotment of house site in R&R
centre?

Ans: -Yes- since he is a PDF. PDF means any family, who on


account of acquisition of his dwelling house in the village in
the affected zone for the purpose of the project, has been
displaced from such dwelling house
(a) Any Project Displaced Family (PDF) holding up to an area
of 5 cents of village site and whose site has been acquired
shall be allotted house site of an extent of 202 square meters
(5 Cents) of land in rural areas or 75 square meters of land in
Urban areas in the Resettlement zone besides payment of
compensation for the structure if any therein. Hence all PDFs
irrespective of land holding status (Para 6.2 & 3.17 of AP R&R
Policy) are entitled for house site in the Resettlement site.

Q3. If a family whose more than 50% of the land is acquired and
left
over land after acquisition is more than 5.0 Acres dry or 2.5
Acres
wet or combination of both on above principle can be
considered as PAF?
Ans: - No- As per R&R Policy to become eligible for the R&R
benefits the family must satisfy the following;
(para 3.16 of AP R&R Policy)

(1) Family whose more than 50% of land is acquired and


(2) Left over land after acquisition is below Ac.5.0 dry or
Ac.2.5
wet or combination of both on above principle.

Q4. Whether an agricultural family who lost entire land has been
acquired acquisition for the project but not his house is
outside the project affected zone, eligible for house
construction grant/site?

Ans: -No- To be eligible for house site and house construction


grant, the house dwelling unit of the said family should have
been acquired at the first place however, the said family is
PAF and therfore eligible for wages as applicable in lieu of land
acquired provided he satisfies Para 3.16 (b)

Q5. Each BPL family and the major son are being given the house
plot and house construction grant. The father and major son
have constructed the house in only one plot and the other plot
is vacant and used for other purposes. Can the house grant of
Rs.53000/- be released to both son & father?

Ans: -Yes- the house construction grant is to be given to all


the PDFs who are living below poverty line. Further, in this
case, since both father and major son are treated as separate
family both of theme are eligible for house construction grant.

Q6. Should a Scheduled Tribe PAF necessarily be allotted land in


lieu of land acquired in the project benefited area of the
project for which his land is acquired?

Ans: The Scheduled Tribe PAF shall be allotted land in the


project benefited area of any project irrespective of the
project for which his land is acquired, if he so desires as per
para 6.5 of AP R&R policy.

Q7. Whether a rural artisan / small trader and self employed person
who has been practicing his trade and residing in submerged
village but do not have a separate work shed eligible for
working shed grant?
Ans: -Yes- The policy provides for lumpsum on time financial
assistance of Rs.25000/- or as fixed by the Government for
time to time from construction of work shed/shop irrespective
of whenever they have work shed/shop or not in the
submerged village. However, he should have been residing for
more than 3 years prior to the date notification of the village
in the project affected zone.

Q8. Is a PAF comprising of rural artisan eligible for both grant for
construction of work shed/shop and wages for labourers?
Ans: -Yes – Each artisan who does not possess agriculture
land and his occupation is rural artisan is eligible for financial
assistance of construction of work shed/shop as well as non-
agl. labour wages subject to fulfilling of conditions mentioned
at Para 3.13.

Q9. Is a PDF who abandoned his dilapidated house and living in


his other house eligible for payment of structure cost for both
dilapidated and other house?

Ans: -Yes- if both these structures are notified within the


submergence zone.

Q10. What is eligiblility criteria for treating the major daughter as a


separate family ?

Ans: The daughter to be eligible for R&R benefits on par with


PAF/PDF must have attained the age of 18 years as on the
date of 4 (1) notification of village site/structures and must be
the resident of the village for 3 years prior to the notification
of the village as affected zone coming under submergence.
(Refer GOMs.No.88 I&CAD (LA-IV) Department, Dt:26.08.2010
which is applicable from the date of issue of G.O. only).
