Malaysia is a fast developing country, with a multiratical population who

are free to practice individual religious beliefs and way of life. With its
democratic system of rule, Malaysia remain an Islamic nation which
promotes technological and community advancement; balancing
humanistic values along side with the principles of the islamic faith and
the syariah (islamic law). Since 1968, a Secretariat for the Current Affairs
of the Islamic Council was established to oversee that the human capital
growth of the muslim community in Malaysia runs according to the
principles.

The secretariat was then expanded and was known as the Islamic
Current Affairs Department (BAIS). Further expansion in Islamic Current
Affairs and Development in Malaysia saw the establishment of the
Malaysian Department of Islamic Development on the first of January
1997. Annually, there has been an increase of the Islamic community
population due to births and conversion of belivers from other faiths.

With modernization and challenges in the Malaysia way of life, it also

called for the establishment of the Federal Territory Islamic Religious
Department or known as (JAWI) a body responsible to manage and
administer the development of Islam within the federal territory. Its vision
is to be the prime religious intuition of safeguard and execute the
principles of the Islamic faith (aqidah) and the Islamic law (syariah) to the
community.

The established Federal Territory Islamic Religious Department or
(JAWI) Secretariat Council – 0n 1 February 1974 was placed under the
administration of the Federal Territory until 1987.
Commencing in the 1987, the department was subjected to be under the
supervision of the Prime Minister’s Federal Territory Development
Division. Since February 4th 1998, JAWI has been under the aegis of the
Malaysian Department of Islamic Development (JAKIM).. JAWI further
established two more divisions in line with its expansion at the Federal
Territory of Labuan and Putrajaya.

“To be consultantly emulated” as its motto JAWI adheres to its objective

of producing a developed society which recognize Islam as the perfect
way of life as defined in the Al-Quran and the sunnah (the ways and the
manners of the Propets PBUH). To achive this objective, the functions of
the department focus on the following :
• To carry out religious education and service to the Islamic
community
• To established social and welfare activities that benefits the Islamic
community and
• To provide places of workship for the Islamic community

To see to the execution of its function, JAWI is divided into several

divisions with specific functions, namely :-

ADMINISTRATIVE SERVICE DIVISION

• Function to handle the current affairs of the department
• Management and planning of Human Resource
• To procure and manage expenses and development
• To implement training/courses/seminars at department level

LAW ADMINISTRATIVE DIVISION

• To record marriage, divorce and reconciliation
• To provide arbitrary service in accordance to Islamic family law
• To provide counseling service

ISLAMIC MISIONARY WORK DIVISION

• To implement Islamic missionary work through courses, seminars,
religious classes and counseling
• To administer and oversee the participation of maal hijrah (Islamic
New Year) by other goverment divisions

• To provide welfare service to the Islamic community through :

Patient advisory service to Kuala Lumpur General Hospital

Managing funeral service of deceased without kin

Protection and education of orphans/and the less fortunate

Protection, counseling and rehabilitation of woman with
problems/issues

Child care service for working parents

Welfare, counseling for new converts, seriously ill less
fortunate patients at the Kuala Lumpur General Hospital

MOSQUE AND PLACES OF WORKSHIP ADMINISTRATIVE DIVISION

• To register mosque, (surau) places of worhship, built to
accommodate Friday prayers and other ordinary surau
• To plan and organize courses, management and administrative
workshop for mosque and surau
• To administer the appointment of office bearers in mosque and
places of workship
• To administer the application of imams Friday places of workship
• To disperse funding and contributions to imam, bilal and noja for
mosque and Friday places of workship
• To manage financials of the mosque and Friday places of workship
and
• Handle application for small financial help

EDUCATION DIVISION
• To increase the understanding of Islam for children aged at 6
• To increase the understanding of Islam for children between ages
7-12 (SRA)

• To increase the understanding of Fardu Ain and recitation of the Al-

Quran for children between ages 7-12 (SRA)
• To increase the quality of education and professionalism among
teacher

RESEARCH DIVISION
• Function to receive and respond to complaints from members of
the public concerning deviation teachings and filtering/censoring
printed materials within the Federal Territory
• Manage and administer support letter for converts to an Islamic
name
• Manage and issue notice of confirmation of mahram/(of blood or
fosterage) to marry
• To handle and interview applications for sacrificial ceremonies
• To administer and issue letters for continuity of study visa and
• To attend meetings and coordinate research for JAKIM and JAWI

PROSECUTION DIVISION
• Functions to prosecute charges against syariah criminal offenders
• Responsible to assist the syarie judge in fair judgement and
decisions

ENFORCEMENT DIVISION
• Functions to receive information/complaint with regards to case of
syariah criminal offences
• To conduct investigations towards information that have been
received according to the proper given procedures

• To apprehend syariah criminal offenders within the Federal

Territory
• To organize anti vice operations around the Federal Territory
greater region in order to deter deviations
• To take part in enforcement operations that are organized by the
enforcement agencies, law enforcement agencies and others
• To investigate criminal cases according to the available jurisdiction

To realise JAWI’s vision as a whole, two Brances were established at the

Federal Territory of Labuan and Putrajaya. These two Brances run
parallel to JAWI in Putrajaya and aimed :

• To administer general management and finance

• To handle marriage affairs, family problems, mosque and
administration of places of workship, law enforcement along with
prosecutions and
• To implement Islamic missionary work and welfare

Meanwhile the JAWI Brance in Labuan’s focuses are :

• To administer general management and finance
• To arrange marriages, family problems, mosque and administration
of places of workship, law enforcement along with prosecutions
and
• To implement Islamic missionary work and welfare

Seen as a landmark, the Federal Territory mosque though managed by a

small administration is under the aegis of JAWI. The unique architectural

structure second to none is also seen as a symbol of pride and
greatness of the Islamic religion. This place of workship also provides :

With the established of the Federal Territory Islamic Religious

Department or JAWI, it sees to the goverment’s intention and guideline
to produce a developed society that will embrace Islam as a perfect way
of life, based on the Islamic faith (aqidah) and the Islamic law (syariah) is
constantly realized.
