Sub; Doubts for clarification on fixation of pay in respect of DIRECT RECRUITS prior to
01.01.2006 vis-a-vis on or after 01.01.2006 whose pay is fixed under Section 11Part A
Schedule-1 of CCS (RP) Rules 2008 - regarding.

Sir/Madam,

You are aware that the entry pay for direct recruits as laid down in Section 11 Part A Schedule-1 of
CCS (RP) Rules 2008 had not been implemented in KVS pending clarification of stepping up of pay of
Senior Direct Recruits prior to 01.01:2006 vis-a-vis Direct Recruits on or after 01.01.2006 (Juniors),
sought for by KVS to MHRD on 14.11.98. Director UT-2 MHRD vide letter NO.F3-43/2008/UT-2 dated 20h
March 2009 has issued clarifications in consultation with Min. of Finance (copy enclosed) which may be
given effect to immediately as under:

1. Entry pay as given in Section 11 Part A Schedule I be allowed to all DIRECT RECRUITS on or after
01.01.2006 ..
2. Pay in the pay band of the Senior Direct Recruits prior to 01.01.2006 may be stepped up at par
with the Junior Direct Recruits in that post.

Subject: Doubts for clarification on fixation of pay in respect of

Sir,
I am directed to refer to KVS's letter No. 110239/58/PC/2008-KVS
(Budget) dated 14.11.2008 on the subject mentioned above and to say
that the matter was taken up with Ministry of Finance (Department of
Expenditure) for their advice. They have opined that stepping up of pay
of the seniors would be permitted with reference to such of their directly
recruited juniors who' were recruited on or after 1.1.2006 and whose
basic pay was more than pay of the seniors. subject to the following
conditions:-

(a) Stepping up the basic pay of seniors under the above

provision can be claimed only in the case of those cadres
which have an element of direct recruitment and in cases
where a directly recruited junior is actually drawing more
b?sic pay than the seniors. In such cases, the basis pay of
the seniors will be stepped up with reference to the basic
pay of the junior.

(b) Using the above provision, Government servants cannot

claim stepping up their revised basic pay with reference to
entry pay in the revised pay structure for direct recruits
appointed on or after 1.1.12006 as laid down in Section 11 of
Part A of First Schedule to the CCS (RP) Rules, 2008, if
their cadre does not have an element of direct recruitment,
or in cases ,where no junior is drawing basic pay higher
than them.

(c) Stepping up of pay of the seniors in accordance with the

above provision shall not be applicable in cases where
direct recruits have been granted advance increments at
the time of recruitment.

2. This issues with the approval of the Ministry of Finance

(Department of Expenditure), Implementation Cell, Government of India.
