Md. Lawmakers Could Ban Smoking in Cars with Children

ANNAPOLIS — A bill to
ban smoking in a car with a
child, which has been stopped
in committee four years
running, may finally make it
to the floor of the House of
Delegates this year.
The bill has more
sponsors this year than in the
past, especially in the House
Environmental Matters
Committee, where it needs a
favorable vote to get to the
floor for debate. Thirteen
members of the committee
are sponsors.
Its fate in the Senate
Judicial Proceedings
Committee is less certain.
The legislation would impose
a $50 fine for smoking in a
vehicle with a child under
the age of 8, the same age at
which children are required
to be in safety seats.
“This is a common sense
measure that really protects
kids,” said Delegate Ben
Barnes, D-Prince George’s
and a bill sponsor, at a
hearing Tuesday before the
committee. “We’ve done this
with regard to safety seats on
the road, and this is the next

a thousand hassles” for the
tobacco industry.

adults do not have common
sense,” Bereano said. “We

printed schedule indicated
repairs would be complete by
January 2007.
It is unclear if repairs were
completed or even initiated at
the park.
A representative for
Recreation and Parks declined
to comment after calls from
the AFRO, citing ongoing
litigation with the Greens.
Following a city council
meeting, Councilwoman
Belinda Conaway, who
represents Druid Hill Park’s
district, said she hadn’t
recently visited the area
where Deanna died, so she
didn’t know whether wiring
had been repaired. “It’s a
heartbreaking situation,” she
said, adding that the family
deserves an apology or a field
dedicated in Deanna’s honor.
This week, mayor’s
spokesman Ian Brennan said
he wasn’t sure if the city
routinely scans parks and
city streets for dangerous
wiring that could prompt
electrocutions, but said the

Stop the Lies about the Financial Meltdown

myths are nutty. Some are funny. But some, like the one about
mortgage loans in low and middle income urban neighborhoods
being the cause of the financial meltdown can be downright
dangerous.
Since this assertion was first made several years ago, the
National Urban League has called it for what it is – a weapon
of mass deception, shifting blame for the economic crisis from
Wall Street, where it rightfully belongs, onto the backs of
hard working African-American and Hispanic homeowners,
who for decades were routinely refused home loans and a fair
shot at the American Dream. Leading economists have agreed
with us, including Federal Reserve chairman Ben Bernanke;
FDIC chairman, Sheila Bair; and Nobel Prize columnist,
Paul Krugman. And now, a new study by the congressionally
established Financial Crisis Inquiry Commission conclusively
states that the Community Reinvestment Act (CRA), established
in 1977 to prevent redlining and spur homeownership in urban
neighborhoods “was not a significant factor in subprime lending
or the crisis.”
Undergirding this myth is the claim by some that the CRA
requires banks and thrifts to make loans to unqualified low-
income and minority borrowers. They contend that a higher
default rate by those borrowers caused the housing meltdown.
“Black, brown, and poor people...did not cause our economic
meltdown. This has been a yarn spun by some who wish to shift
the blame from Wall Street to Main Street.”
Aside from the fact that the law clearly states that CRA lending
must be consistent with safe and sound banking practices, there
is no evidence that CRA caused lenders to make risky subprime
loans that contributed to the crisis. In fact, most subprime loans
are not made to minorities or low income borrowers. Between
2005 and 2007, 58 percent of higher costs loans were made to
White borrowers, and fewer than 30 percent of subprime loans
in 2006 were made to low and moderate-income borrowers.
According to Commission chairman, Phil Angelides,
“The debate about the role of the CRA should now be over
... We found that this crisis was avoidable and was caused
by widespread failures in financial regulation, dramatic
breakdowns in corporate governance, excessive risk and
borrowing, government officials ill prepared for the crisis, and
systemic breaches in accountability and ethics at all levels.”
In short, Black, brown and poor people, aggressively
spurred on by the CRA did not cause our economic meltdown.

 The latest to use this as a weapon of mass deception is
Florida freshman Congressman Allen West, who, speaking
at a February Conservative
Political Action Conference
in Washington, singled out
the CRA as the cause of the
housing crisis. He added, “If
government gets out of the
way of the private sector, it would not have happened in 2008.”
The Financial Crisis Inquiry Commission disagrees and so
do we. With millions of people out of work, instead of clinging
to discredited ideological theories, our policymakers should be
focused on creating jobs and making sure that more citizens are
able to realize the American Dream of homeownership.

What Went Wrong with Libya’s Green Book Theory?

In 1981, I was a guest of

with 300 Americans—mostly
second generation Arab
Americans invited to travel

was an Islamic studies major
at East-West University in
Chicago. Gadhafi sponsored
trips for thousands of
Americans to learn about
Libya’s Green Book Theory.
The Green Book Theory

stayed at army barracks in Benghazi. We were always guarded
and could not leave the area “for our own safety.” Our passports
were taken when we first arrived.
There were Arab-American businessmen there with
proposals to build a mosque in Las Vegas and other places in
the United States, build shopping centers and buy American
real estate; and students just wanting to learn about an African
country. American Indians were present and African-American
Muslims from every sect.
Every day we were indoctrinated with the theory, like Bible
study. We were given three small green booklets to review.
Every morning after breakfast, we went to an auditorium where
we watched films and listened to experts discuss the Green
Book Theory and how it was the best form of government for
its people. Unlike our form of democracy where people are
elected to represent the views of the many, it claimed to be

There was much discussion comparing the Green Book

White counterpart and would do everything in its power to
prevent it. The presentation made most of us think very hard
about American democracy.
We also traveled around the country, where we were able to
see American companies involved with irrigation and farming
projects. We interviewed lots of people about how the system of
government worked for them. Gadhafi offered dual citizenship
to any African American who wanted it and free housing and
health care if they wanted to remain. Lots of African Americans
accepted the offer of dual citizenship. Some remained after the
month-long trip was over.
In the midst of the uprising
in Libya, what is confusing to
me is when did the Green Book
Theory change to dictatorship?
Or is the uprising the new
will of the people? If, in fact,
the demonstration represents the new views of the many to

that Gadhafi let the people have what they want. Let them
experience change. If the change fails, at least the Libyan
people have the Green Book Theory to compare and embrace
once again if they so desire.

Amanda Kimbers Still Breaking Records at Georgetown Shaw Edges Livingstone

Georgetown University sophomore Amanda
Kimbers has officially stamped herself as the
fastest woman on campus, and it only took her
less than two years to do so.
Kimbers has been smoking the competition
with her blazing track speed since she was a
student at McDonogh High School in Baltimore,
Md. Amanda had claimed the state high school
title in the 100-meter and 200-meter dash just
a few years ago. Now she’s breaking school
records at Georgetown on a consistent basis.
Kimbers recently set a new Georgetown
record for the indoor 200-meter dash with a
personal best time of 23.89 seconds during a
track meet at Notre Dame. She already owned the school’s
HBCU Basketball Power Rankings
indoor 100-meter dash record with a time of

11.61 seconds, which she claimed during the

her freshmen season in 2010. She also shares a
school record for the 4x100-meter relay won at

even realize what I’ve done until a while later
when my coaches and teammates bring it up. I’m
so focused on our team’s success during meets
that I don’t even think about individual success.

Salli’s Soliloquy

Born in Chicago on November 23, 1967, Salli
Richardson-Whitfield burst onto the silver screen in
1993 in Posse, an African-American western directed
by and co-starring Mario Van Peebles. Her résumé
reveals extensive work since then in television, film
and theater.
Salli starred opposite both Denzel Washington
and Will Smith, playing their wives in the films
Antwone Fisher and I Am Legend, respectively. And
she happily juggles such big studio assignments with Salli Richardson-Whitfield stars
interesting independent features like Black Dynamite, in I Will Follow.

On TV, she currently portrays Dr. Allison Blake
on the SyFy Network’s hit series “Eureka,” for which she was
nominated for an NAACP Image Award. Her other television
credits include a starring role as attorney Viveca Foster on
“Family Law “and recurring roles on “CSI: Miami”, “Rude
Awakening” and “NYPD Blue.” In addition, she guest-starred
on the critically acclaimed series,
“House,” and voiced the character
of Elise for the animated series
“Gargoyles.”

about her new film, I Will Follow,

Smalls asks: Why this film? What
attracted you to the script?
Salli Richardson-Whitfield: Well, you don’t pass up roles
that give you the opportunity to stretch and to grow. For Black
actresses in Hollywood, these kinds of parts are few and far
between. Our writer/director, Ava DuVernay, did a beautiful
job of creating a multi-dimensional character that shows a
Black woman at a crossroads and how she keeps her balance
when the unexpected happens in life. The film explores love,
loss, loyalty and life in general. I couldn’t pass it up, even
though it scared me a little. I wondered, “Could I do this?” I’m
glad I stepped in and tried. I’m very proud of what we made
with this film.
KW: Harriet Pakula Teweles says: A ‘surprising thirst
for life’ that follows after the death of a loved one seems so
different from the reports of depression and loss of interest in
life that so many people experience. How does “I Will Follow”
reconcile this?
SRW: I Will Follow is a celebration of life. Sometimes
when you lose something, you understand its value more than
when you had it. The same is true for life. When a loved one
passes, there are mixed emotions and a thirst to live one’s own
life more deeply can certainly be among them.

KW: How did you prepare for the role of
Maye?
SRW: It was tough. From the time I
first met Ava, the director, to the first day of
shooting was only a week, if that. It was a very
fast, very creative, very organic process. My
manager pushed me to dive in with both feet.
The director knew what she wanted. And with
the encouragement and the support of both, I
decided I was going to give it my all - and I
did.
KW: What would you say is the film’s
message?
SRW: I hope people come see I Will
Follow when it opens on March 11 and find
their own lesson in the film. It will speak to
everyone differently. That’s the power and the
magic of film.
KW: What was it like working with Ava
DuVernay as a director?
SRW: She is wonderful. Very focused.
Like I said, she knows what she wants. Every
director, believe it or not, does not have a
clear vision. And without a clear vision, the
captain can’t steer the ship. She guided the
ship smoothly. She was kind and patient and
encouraging, but very clear on where we were
all going. She was also very open to ideas. She
certainly didn’t seem like a first-time narrative
director. She has a bright future.
KW: What challenges did you face in
shooting a full-length feature film in just 15
days?
SRW: Indies are always an extra challenge.
The time is shorter because you have less
money to spend and fewer days to shoot. But
our set on I Will Follow was very harmonious
and very familial. The feeling we created
together offset the lack of a big budget. So yes,
there were challenges, but they only brought
everyone closer together, which I think you
can see from the final product.
KW: Attorney Bernatte Beekman asks:
What role did the African-American Film
Festival Releasing Movement (AFFRM)
and its grassroots distribution play in your
decision to participate in the project? Would
you like to produce, direct?
SRW: I didn’t know about AFFRM before
I made the film. I learned about it after. I think
it’s brilliant and much needed. AFFRM is a
new way to distribute black movies - not just
for our film, but for other quality Black indie
films. They’ve gathered the nation’s finest
black film organizations together to release
a first-run film simultaneously in theaters
nationwide. AFFRM’s I Will Follow is the first
grassroots national theatrical release powered
completely by community organizations. It’s
a game changer, and I’m proud to be involved
somehow.
As far as directing, yes! I am directing
already. I helmed an episode of my show
“Eureka” that will air this coming season and
I’ll be doing another next season. I love it and
plan to direct much more.
KW: Thanks again for the time, Salli, and
best of luck with the “I Will Follow.”

Second Installment

On March 12, Civic Frame, a national
nonprofit organization, will roll out the
second installment of their community
discussion series “Amplify Baltimore.” The
quarterly forum was launched in January and
combines local leaders with residents of the
community to discuss some of the city’s most
challenging issues.
The day will begin with a continental
breakfast, followed by a discussion on public
education at 10 a.m. During this segment,
participants will get a chance to interact with
figures such as, Dr. Walter G. Amprey, former
superintendent of Baltimore City Public
Schools, Neil Duke, chair of the Baltimore
City Board of School Commissioners and
Sonja Brookins Santelises, chief academic
officer of Baltimore City Public Schools, in
addition to many others.
Lunch will commence at noon, followed
by a discussion on workforce and economic
development with Jason Perkins-Cohen of
the Job Opportunities Task Force.
