(Bulk MTO)

1.0. PURPOSE

The purpose of this document is to develop the fabrication yard's material take off
(Bulk MTO) in standardize format.

2.0. SCOPE

This scope of this document covers only the electrical, instrumentation, piping and
mechanical disciplines in doing (Bulk) material take off for each specific required
tasks.

3.0. DEFINITIONS

The terminology use in this document is explained as follows:

AFC means Approved for Construction


Discipline means a group or field of expertise
CAD means Computer Aided Design
MTO means Material Take Off
E/I means Electrical & Instrumentation
P/M means Piping & Mechanical
Outfitting Engineering means Engineering responsible for electrical,
Instrumentation, mechanical and
piping activities.

5.0. RESPONSIBILITIES

The following personnel are responsible for the making of all outfitting engineering
material take off (Bulk MTO):

A> Electrical and Instrumentation Disciplines:

POSITIONS RESPONSIBILITIES

 Lead E / I Engineer A joint effort, to define & provide sufficient


Assistant E / I Engineer and correct materials to complete specific
tasks during bid stage and when the project
is awarded.

 Outfitting Engineering In-charge Carefully check and ensure that all the re-
quired materials are captured and as per
project specifications and requirements. As
well, to ensure that market availability and
the delivery can go along with project target
schedule.
Check and ensure that reasonable quantity
of pad stock or contingency is sufficient to
cover up future losses, damages; and for
the unanticipated additional work.

B> Piping and Mechanical Disciplines:

POSITIONS RESPONSIBILITIES
 Lead P / M Engineer A joint effort, to define & provide sufficient,
 Assistant P / M Engineer and correct materials to complete specific
tasks during bid stage and when the project
is awarded.

 CAD Leader To assist the Discipline Engineers with a


P/M CAD Draftsmen supervision by the Lead Discipline Engineer

 Outfitting Engineering In-charge Carefully check and ensure that all the re-
quired materials are captured and as per
project specifications and requirements. As
well, to ensure that their market availability
and the delivery time can go along with
project target schedule.
Check and ensure that reasonable quantity
of pad stock or contingency is sufficient to
cover up future losses, damages; and for
the unanticipated additional work.

6.0. PROCEDURE

The following enumerated procedural steps, as a minimum, are to be followed in


making of the outfitting engineering's bulk MTO for each specific project:

5.1. Prior to generating bulk MTO, the assigned / designated Lead Engineer
for its specific project will study all the possibilities for making all the
required and necessary materials as per the Clients' issued
documents.

5.2. To ensure that all Clients' issued AFC drawings and project
specifications are received. Advise the Outfitting Engineering Manager,
if there is any outstanding AFC drawing; specifications and other
necessary documents.

5.3. Lead Discipline Engineer with the collaboration of the Assistant


Discipline Engineer and CAD discipline draftsmen, in a joint effort, to
define and provide correct and sufficient material to complete the
scope. Carefully examine the additional material for its compatibility
with respect to end connections; different materials; and market
availability, etc. If necessary to raise deviations, waivers, and/or
changes, then the Outfitting Engineering in-charge will be notified for
his further and deem proper action.

5.4. The Lead Discipline Engineer may check and monitor from time to
time, to ensure that MTO exercise is carried continuously, until it is
completed prior to the target completion schedule.

5.5. Internally issue the MTO list to the Outfitting in-charge for in-house
checking and review.

5.6. To ensure that all the materials shown on the list are as per the
relevant project specification; as per AFC plan drawing; as per
contractual obligation and are sufficient to complete the scope of work.
Additional cross-examination is given to the MTO group, by questioning
on how, where, what they have considered with respect to scope limit,
detail of scope and materials requirements.

After checking and review, including the contingency quantity, the MTO
list will be ready for requisition. Accordingly, material requisition may
be raised for further procurement process.

5.7 The standard MTO list is shown on the appendix, This is to be used for
all Outfitting Engineering (Bulk MTO) exercise. However, for bid
activities, Summary Bid (Bulk) MTO form is to used.
