The work of repair of berms on roads is being carried out under famine relief in
almost all the districts of the State. In this regard, it is enjoined upon all to strictly comply
with the following instructions:
The width of the berms should be kept minimum 2.5 Mtr. on all roads and may be
taken upto the maximum possible :width available at site. The berms should be kept true
in line with a camber of 4% and side slopes, of 2:1 i.e. 2 horizontal and 1 vertical. The
borrow pits should be located at the end of the road boundary in such a way that this
could work as a drain for the road.

Cement Concrete Roads are being widely constructed under various schemes by
the department. It is instructed to adopt the following IRC codes (Copy enclosed) for
Construction of Cement Concrete Roads.
The provision of shoulders and side drains for drainage purpose should be
included in the projects. Provision of service ducts should be made for laying Water
supply, Electrical cables, Optical Fiber cables in these stretches.
Mines Department is also framing a Mineral Policy, in which they have suggested
the management of mineral waste i.e. disposal of mineral waste at suitable places and
use in construction of building and road works.
Sub.: Use of Crumb Rubber Modified Bitumen (CRMB) for wearing course on
roads under PMGSY.
3. Selection criteria for CRMB will be governed by clause 8.2 and Table-6 of IRC SP-
53-2002. Accordingly, based on tropical climatic conditions in (he State of
Rajasthan, CRMB -60 should be used as Binder in surfacing course.
5. As there are no clear guidelines about the storage life of modified bitumen, it should
be used in the least possible time after its procurement from refinery.
Above instructions for use of CRMB for wearing coat in PMGSY works are to be
circulated to all the concerned technical staff and adhered to.

It has been observed that proper precautionary measures are not being adopted
for safety at the time of excavation of foundation for the buildings which results in loss of
lives and money.
For proper safety, the work should be got executed keeping in view, the provisions
contained in National Building Code of India 2005' and relevant IS codes to avoid any
mishappening. Specific care should be given on the following points as given in the
various Codes as under :
(i) T ype of Strata:- Adequate precautions depending on n e type of strata met with
during excavation (like quick sand, loose fills and loose boulder) shall be taken to
protect the workmen during excavation.
(ii) Overhang and Slopes:- During any excavation, sufficient slopes to excavated
sides by way of provision of steps or gradual slopes shall be provided to ensure
the safety of men and machine working in the area.
(iii) Fencing and Warning Signals:- Where excavation is going on, for the safety of
public and the workmen, fencing shall be erected, if there is likelihood of the
public including cattle frequenting the area. Sufficient number of notice board)
and danger sign lights shall be provided in the area to avoid any member of
public from inadvertently falling into the excavation.

It has been observed that the material to be used for granular sub base I
shoulders is usually quarry-rubbish, gravel. moorum, kankar etc. But it has been further
noticed that the material does not confirm to the specifications as laid down in the
clause 401.2.1, 401.2.2 and grading requirements as per Table 400-1 & 400-2 of
specifications of Road & Bridge works (MORTH).
It. is therefore enjoined upon all the field officers of the department to ensure the
use of granular material for construction of sub base 1 shoulders should comply to the
requirements like gradation, liquid limit. P.I. value &. C.B.R. value etc as per
requirements laid down in the specifications of Road & Bridge works ( MOR TH) .

It has been observed that in many road works the strengthening' of existing
pavement has been proposed by laying WBM layers over the existing thin . bituminous
wearing course. Instead of item for complete picking out of existing thin bituminous
wearing course, the item of cutting 50mm X 50mm furrows at an angle of 45° to the
controlling of the pavement at 1mtr interval is taken, which is not correct as per
prevailing atmospheric conditions in Rajasthan.
After consideration of the specifications, it has been decided that laying of WBM
course over existing thick. bituminous layer may be avoided as far as possible since it
will create problems of internal drainage of the pavement at the interface of two
.courses. Further only, the item of completely picking out thin bituminous wearing course
be taken where WBM is proposed to be laid over it. The item of cutting 50mm X 50mm
furrows at an angle of 45° to the central line of the pavement at one mtr. Interval should
not be taken. In the estimates in future.

It is observed that widening works are being executed without giving proper.
attention towards its method of construction. It is therefore essential to follow the
sequence of operations adopted in widening works as mentioned below:
(i) The existing shoulders should be excavated to their full width up to .the sub
grade level. While doing so care shall be taken to see that no portion of the
existing pavement should be loosened or disturbed. If the existing pavement gets
disturbed or loosened, it shall be dismantled and cut to a regular shape with sides
vertical and the disturbed/loosened portion removed completely and relaid at the
cost of the contractor.
(ii) Before proceeding with the laying of the pavement courses, the shoulders should
be rebuilt in layers in reduced width depending on the extent of widening, the
compacted thickness of each layer corresponding to the compacted layer of the
pavement course to be laid adjacent to it.
(iii) After. compaction, the inside edges of the shoulders should be t:rin1nied vertical
and the included area cleaned of all spilled materia1. The construction of the
pavement layer could then follow. This procedure is suggested with a view to
ensuring full lateral play of the roller for achieving the desired compaction of the
different pavement courses as also the shoulders layers.
(iv) It is therefore enjoined upon all the concerned officers that the points brought out
above may be kept in view while executing all widening works in future.
