CHAPTER I

A PROPOSED WESTERN MINDORO POLYTECHNIC COLLEGE


(WMPC)

A. BACKGROUND OF THE STUDY

Education is undoubtedly a vital link to progress. According to

Department of Education (Deped), Education experts have pointed that out

of 100 students in the Philippines, 66 will finish Elementary Education, 42 will

finish Secondary Education, and only a half will go to college.

Since the establishment of the institution of higher education in the

Philippines three centuries and seven decades ago, the demand for higher

education has continued to increase. Enrolment has likewise been

consistently on the rise owing to the natural growth of our population and

increasing number of secondary graduates flowing into tertiary level

institutions. The higher education enrolment in our colleges and universities

for AY 2000-2001 has an aggregate of 2,399,268 (Higher Education 4th

National Congress 2001). Statistics also show that there has been increasing

number of higher education institutions (HEIs). As of 2004, there are 1,710

private colleges and universities in the Philippines, in contrast to only 112

state universities and colleges (SUCs). There are 76 state colleges and 36

state universities. The public HEIs include 37 Local, CHED Supervised and

Special Higher Education Institutions (Higher Education National Congress

2004). The study on higher education, in which FAPE participated, shows the

overwhelming economic orientation of the college students. Presently, the


regional share in tertiary student enrollments is increasing; CHED Region IX

reported a total enrollment of 77, 046 college students in the region. (Peace

Works Vol. IV No 6 Special Issue: PASUC Gen. Assembly 2005) A quick review

reveals an uneven distribution of our state colleges and universities among

the regions and provinces. In the Central Visayas region, for instance, there

are only three state colleges and one university. In Western Visayas, three of

the eight state colleges and universities are located in Iloilo. Northern

Mindanao has five SUCs and two in CARAGA. In contrast, the National Capital

Region (NCR) has eight state colleges and universities, not to mention that it

is also the place where private institutions proliferate. The favored regions

are; Region III (Central Luzon) which has ten, Region IV has thirteen and

Region VIII, also has eleven. Region IX has six state colleges and only one

university, the Western Mindanao State University in Zamboanga City. There

is a need for the government to spread increasingly institutions of higher

learning all over the country. This undoubtedly reflects the fervent hope of

parents and children that their dreams of economic security and social

mobility would be realized.

Occidental Mindoro is a province of the Philippines located in the

MIMAROPA region in Luzon. "Home of the Indigenous Mangyans". Its capital

is Mamburao and occupies the western half of the island of Mindoro, on the

west by Apo East Pass, and on the south by the Mindoro Strait. Oriental

Mindoro is at the eastern half. The South China Sea is to the west of the

province and Palawan is located to the southwest, across Mindoro Strait.


Batangas is to the north, separated by the Verde Island Passage. A total of

381 schools operate in Occidental Mindoro for the school year of 2006 -

2007, 342 of which were government-owned or public schools and 39 were

private-owned. Colegio de San Sebastian in Sablayan, Divine Word College of

San Jose and the Occidental Mindoro National College, a state college in San

Jose offers tertiary education.

Sablayan is the largest Municipality in the country in terms of land area

located at Occidental Mindoro. It’s a booming first class town with a

population of more than 70,000, 7% of which are indigenous mangyan

culture communities. Its endowed with rich biodiversity and natural beauty

making it the top ecotourism destination in the province. It’s known as the

“sleeping giant” because of its numerous potentials waiting to be developed.

Under the spirited leadership of its new Local Chief Executive Hon. Mayor

Eduardo B. Gadiano, the giant that is Sablayan will be awakened. The

cornerstone of its governance is the 5 point priority programs, one of which

is education. By investing on human resources, the Gadiano administration

hopes to reap the benefits of a well - educated, progressive and competitive

work force that will stimulate socio - cultural and economic growth.

The literacy rate is at high 93%, There are youth population of 49% and

presence of 39 elementary and 14 secondary schools. However, there is only

one Catholic - run private school offering 2 year and 4 year courses and one

technical school offering vocational courses. Hence, majority of the

graduates leave to seek tertiary and graduate studies to nearby municipality


of San Jose, Batangas province and Metro Manila. Because of its economic

and social cost, Tertiary Education remain out of reach to many economically

challenged Sablayeños.

Now, the priority project of the Municipality of Sablayan is to build a State

College. With the help of Municipal Planning and Development Office (MPDO)

of Sablayan, The proponent came up with a project proposal entitled

“Western Mindoro Polytechnic College”. The target users of the proposed

project are 75% of the total High School graduates in Sablayan and 25% in

other neighboring Municipalities. It will provide Quality Education for the

College students in Occ. Mindoro.

B. STATEMENT OF THE PROBLEM

. The issues and concerns posed by this study are as follows:

1. What could is the appropriate design for a college that will

best reflect its function and character?

2. What are the courses that the school can possibly offer?
C. OBJECTIVES OF THE STUDY

1. To design a State College that represents Mindoreño’s Culture.

2. To design a State College that will stand out among all the Colleges in

the island of Mindoro.

3. To provide inexpensive yet quality education to the tertiary students of

Occidental Mindoro.

4. To provide employment for qualified Professionals who wish to be part

of the institutions.

5. To enhance the social, cultural and economic activities in the

Municipality.

6. To improve the academic and skills profile of Mindoreños to increase

their competitive advantages as job seekers and job creators.

D. SIGNIFICANCE OF THE STUDY

This study benifited to the following sectors:

Students - This study is to serve as one of the resources of

Architecture students for they will learn, and become aware of

the different factors to be considered in planning a State College.

People – This study will be beneficial in People’s awareness of

the importance of Tertiary Education.


Government – They will practically understand the necessary

details of building a State College considering all the studies,

computation and survey that proponent conducted.

F. SCOPE AND DELIMITATION

The scope of the project will focus on the following:

- Site Selection and Justification

- Site Planning and Landscaping

- Space Programming

- Feasibility Studies

The Study shall provide limited discussion with regards to the

following factors:

- Electrical

- Structural

- Mechanical

- Sanitary

- Research studies about different courses to be offer by the

school.

- Specifications of the Materials to be used.

G. ASSUMPTIONS

. The form of the building will harmonize with its environment,

whose identity is clearly manifested. It will provide facilities that are

needed to help motivate the students to perform well in their

studies. The completion of the project will be a big achievement for


the Municipality of Sablayan for it will raise the Tertiary Education

standards in Occidental Mindoro.

H. DEFINITIONS OF TERMS

1. Tertiary Education - referred to as third stage, third level, and


post-secondary education, is

the educational level following the completion of a school providing


a secondary education.

2. State College- Refers to any public institutions of higher

learning fully subsidized by the national government.

3. Polytechnic - The term polytechnic comes from the Greek πολύ

(polú or polý) meaning "many" and τεχνικός (tekhnikós) meaning

"arts". It may be any institution of higher education and advanced

research or vocational education.

4. Sustainable design - Describes a design philosophy that values

the natural environment as in integral factor in creating new

products or modifying old ones. The term often refers to the

movement in architecture and engineering industries towards

buildings that incorporate the local environment and take

advantage of natural resources such as sunlight, wind patterns, and

geographic location to minimize the impact of building on the local,

regional and global

environment.
5. Tropical Climate –it is a climate of the tropics. In the Köppen

climate classification it is a non-arid climate in which all twelve

months have mean temperatures above 18 °C (64 °F).

6. Modern Design - Refers to artistic works produced during the

period extending roughly from the 1860s to the 1970s, and denotes

the style and philosophy of the art produced during that era. The

term is usually associated with art in which the traditions of the past

have been thrown aside in a spirit of experimentation.

7. Passive cooling – It implies that energy-consuming mechanical

components like pumps and fans are not used in ventilation of

buildings.

8. Natural ventilation – It is the process of supplying and

removing air through an indoor space by natural means.

country or place.

12. Socio-Economic – It is an umbrella term with different usages.

'Social economics' may refer broadly to the "use of economics in the

study of society."More narrowly, contemporary practice considers

behavioral interactions of individuals and groups through social

capital and social "markets" (not excluding for example, sorting by

marriage) and the formation of social norms.

13. Biodiversity - The degree of variation of life forms within a

given ecosystem biome, or on an entire planet. Biodiversity is one

measure of the health of biological systems. Life on Earth today

consists of many millions of distinct biological species.

14. Elementary Education - The first stage of compulsory

education. It is preceded by pre-school or nursery education and is

followed by secondary education.

primary school. Secondary education is generally the final stage of

compulsory education.

2.2 CONCEPTUAL ANALYSIS:

A Stair is a structure for climbing, Visualization of a Stair as design

concept in the character of the building represents the school as a stepping

stone for the future college students. This concept also reflects the step by

step rapid growth Socio – Economic profile of the Municipality of Sablayan.

The Architectural Characteristics of the proposed Western Mindoro

Polytechnic College shows the identity of the building that lets the students

feel the quality education that the school will provide for them.
The form of the building reflects the building blocks of knowledge of

education with proper design, built in tropics with the aesthetics of modern

and contemporary design.

3. DESIGN OBJECTIVES AND CONSIDERATIONS:

1. To reflect the concept of a stair incorporated with aesthetic elements

of the rich culture in Mindoro to the building design.

a. Use of different volume forms, either Additive or Subtractive forms

to achieve the impression of a stair like building.

b. Decorating the facades using building materials like concrete

cladding, glass, etc.

2. To apply Sustainable concepts in Architectural design solutions.

a. Plan and design the buildings based on the climate, and properly

orient the buildings on a passive cooling principles for daylight and

natural ventilation.

b. Proper site planning of a School Campus considering future

expansions.

c. Provide Green Curtains on the sides or faces of the building that are

directly expose to the solar heat.

3. Relaxing spaces and shelters for the students, employees and visitors.
a. To provide open areas with adequate shadings, buffer trees and

landscapes for students for their extra time and other curricular

activities.

b. Indoor courtyards partially covered by skylights to maximize natural

light and ventilation.

c. Trellis built in pathwalks/ walkways covered with polycarbonate

roofing.

4. Proper Planning of the different structures and spaces to avoid

conflicts and to achieve good circulation of the related activities.

a. Use of Signages.

b. Merging the academic, library, faculty, auditorium, and other major

required spaces into one main building.

c. Orderly allocate the Campus spaces and structures according to its

use.

d. Parking spaces near to the main building and administration

building.

e. Provide Terminal near the main gate for public transportation.

5. To meet the level of readiness of the conversion of College into a

University in a short period of time as possible.

a. To pass the ten (10) areas of Accrediting Agency of Chartered

Colleges and Universities (AACCUP) accreditation, namely: Vision, Mission,

Goals and Objectives; Faculty; Curriculum and Instruction; Support to


Students; Research; Extension and Community Involvement; Library;

Physical Plant and Facilities Laboratories and Administration.

4. PROJECT LOCALE:

Sablayan is the central town of mainland Occidental Mindoro Province.

It is about 86 kilometers from Mamburao, The Provincial Capital, and 86

kilometers from San Jose, the most developed town in the province. It is

bounded on the east by the province of Oriental Mindoro, on the West by

South China Sea, on the north by the town of Sta. Cruz, and on the south by

the town of Calintaan.

The project site is a government owned lot, located along Busaran

road, Barrio Makambang, Brgy. Buenavista, Sablayan Occidental Mindoro. It

is the ideal site for constructing a tertiary school that will build the future of

the youth in Mindoro. It is a cultivated or agricultural land with a level to

gently sloping. The lot has a total lot area of 43,670 square meters.
