The items you choose to submit must show your full name and address (which must match the details
on your account).
A photocopy of your current resident's on-street parking permit (excluding estate/housing
association permits), or a parking permit approval letter which clearly shows your vehicle
registration number.

A residential Council Tax bill for the current year.

Your income support book or entitlement letter.

A formal tenancy agreement or housing association rent document.

A bank or credit card statement no more than 3 months old.

One current utility bill e.g. water or electricity bill but not a mobile phone bill, no more than 3
months old.

A photocopy of your driving licence.

All photocopies that you send as proof must be clear otherwise we may ask you for more proof, which
will delay your registration being processed. We will not return your proofs to you so do not send in
original documents.

your application will be rejected.

By signing this form, I certify that I fully understand the criteria for eligibility as set out in the guidance
notes and that the details given on this form are to the best of my knowledge true and correct.
I understand that filing a false declaration knowingly and wilfully is a criminal offence for which I may be
prosecuted.

In accordance with the requirements of the Greater London (Central Zone) Congestion Charging Order
2004, as varied, I undertake to notify TfL of any changes in my personal circumstances that may affect
the validity of my entitlement to the residential discount.

By signing this form, I confirm that I am aware of the data collection information provided in the
guidance notes with this form. Where TfL requires verification from a third party (relevant third parties
are listed in the guidance notes), I request that the appropriate third party provide TfL with the
information required to verify that the information I have supplied on this form is correct. I understand
that TfL needs to identify possible fraudulent use of discounts. I accept that this may include on-street
and residential checks, and the analysis of the movements of randomly selected vehicles in the
Congestion Charging zone. I agree that if I have applied for a discount to which I am not entitled TfL may
disclose relevant details to Local Authorities and Law Enforcement agencies.

I understand that I am not entitled to use the discount until I have received written confirmation from
TfL that the discount is active. If I travel into the Congestion Charge zone before I have been issued with
discount status I will be issued Penalty Charge Notices for which I will be liable.

I understand and accept that Authorised Officers working on behalf of TfL may ask to visit my home
before or after issue of this discount to make sure that the information I have supplied is correct.
If I refuse I understand that TfL may not issue the discount or the discount may be withdrawn.

Registering for a Residents’ discount
Notes to help you fill in this form.
This form has been sent to you so that you can register for the 90% Residents’ discount
from Congestion Charging.
The cost of registering is £10 a year. The form also gives you the option of paying your first
weekly, monthly or yearly charge.
It is important that you read these notes carefully before you fill in the form.
How Congestion Charging works
If you drive or park on a public road in the
Congestion Charging Zone between 7.00am
and 6.00pm, Monday - Friday, you have
to pay the daily charge. This doesn't apply
if you're exempt from the charge, or have
registered for a 100% discount.
Exclusions
You don't have to pay the charge on:
• Bank Holidays and weekends.
• All charging days between Christmas Day
the 25th December and New Years Day
1st January (inclusive).
When should you pay?
If you pay before the date you wish to travel
or on the day of travel itself, the charge is
£8.00.
You can also pay before midnight the
following charging day, when the charge
is £10.00. This is known as Pay Next Day.
This means that if you travelled in the zone
on a Friday you have until midnight on the
Monday to pay the charge.
If you don't pay the Congestion Charge, a
Penalty Charge Notice for £120.00 is sent
to the Registered Keeper of the vehicle.
As with parking penalties, this is reduced to
£60.00 if it's paid within 14 days.

Who qualifies for a discount?
To qualify, your name must be shown on
either the parliamentary or local government
Electoral Register, unless for other reasons
not connected to where you live you’re
unable to vote or there’s not been enough
time for you to be included in the register
yet.
Your main or permanent home must be in
the Congestion Charging Zone, and you
must be able to prove that the property in
which you live is for residential purposes.
You must be at least 17 years old.
You can register one vehicle for a 90%
Residents’ Discount, this vehicle must be
registered with the Driver and Vehicle
Licensing Agency (DVLA) in your name and
at the address for which you are applying for
the discount. You can also register a
company car or a vehicle that has been
leased to you. A company or lease car can
only be registered if it is for your sole use
only.
If you live in the Zone and don’t own a
vehicle, you can still register for the discount
if you occasionally use a hire or recognised
car club vehicle.
If you live in the Congestion Charging Zone
you can park there without paying the
Charge providing:
 1.You have a Resident’s Parking Permit and
park in a Resident’s Parking Bay and don’t
move the vehicle during charging hours.
2. You don’t park on a public road during
charging hours.
You cannot transfer your Residents'
discount to another person.
If you move home or if you change your
vehicle, you must tell us immediately.
If you do not tell us about a change and
you continue to drive in the Congestion
Charging zone without paying the full daily
charge, we could take court action against
you.
Registration
To receive the 90% discount from
Congestion Charging you must register by
filling in this form.
Your registration lasts for one year. We will
remind you and invite you to renew your
registration 30 days before your current
registration runs out.
How to fill in this form
Please fill in the form giving all the
information we ask for. Please make sure
that you sign and date the form, or your
registration will be rejected.
Do not use this form if you are renewing
your existing discount, as you will be sent a
discount affirmation. If you have misplaced
your affirmation please phone us on 0845
900 1234.
Documents we need to see when
you register
Proof of vehicle
If you wish to register your own private
vehicle (which needs to be registered with
the DVLA in your name and at the address
that you are applying for the discount) we
will check the details with the DVLA so you
do not need to send in any documents.

If you wish to register a company car or a
lease vehicle on your account please send
us one of the following:
• An A4 photocopy of a company car
authorisation letter, which should be on
headed paper saying that the car is for your
use only. The vehicle must be registered
with the DVLA.
Or
• An A4 photocopy of your vehicle lease
document. The vehicle must be registered
with the DVLA.
Proof that you live in the
Congestion Charging zone
We need A4 photocopies of two of the
documents in the list below:
• A valid Residents’ on-street parking permit.
• A current council tax bill.
• Your income support book or entitlement
letter no more than seven months old.
• A bank or credit card statement no more
than three months old.
• A formal tenancy agreement or housing
association rent document.
• A current utility bill no more than three
months old (for example gas, water, or
electricity bill but not a mobile phone bill).
• Your driving licence.
NOTE - You will need to provide two A4
photocopies from the ‘proof that you live in
the Congestion Charging zone’ section and
one A4 photocopy from the ‘proof of
vehicle’ section (if applicable).
All the photocopies you send us as proof
must be clear otherwise we may ask you for
more proof.
We will not return your proofs to you so
please do not send original documents.
RESREGGN
 If you have just moved into the
Congestion Charging zone
If you have just moved into the Congestion
Charging zone and you cannot provide all of
the necessary proofs we've asked for in the
section 'Documents we need to see when
you register', you can provisionally register
for the discount. For more information on

Occasional Use of Hire Cars
If you don’t own a vehicle and / or you’re
using a hire or courtesy vehicle temporarily
you can still apply for the 90% Residents’
discount.
You’ll need to pay the full charge whilst
using an alternative vehicle. At the end of
the hire period, you need to contact us to
arrange a 90% refund. Please remember to
claim a refund you’ll need to let us know the
details of the hire / courtesy vehicle before
you use it.
To be eligible for a refund a temporary
vehicle, which must be a recognised hire or
courtesy vehicle, can only be used for a
maximum of 30 days in a row.
Please remember that you can only have the
discount for one vehicle at a time, if you’re
using both cars on the same day you should
pay the full daily charge for both.

applying for the Residents' discount, please

How to register
Fill in this form and send it with your
relevant registration documents and the
amount shown the in the Total Payment box
in section 4, or £10 for the registration

Make your cheque or postal orders
payable to ‘Congestion Charging London’.
Please allow 10 working days for your
cheque to clear with your bank. If your
bank returns your payment as unpaid, your
registration will not be valid and you will
have to pay the Congestion Charge at the
full daily rate if you drive in the
Congestion Charging zone. You can also
pay by credit or debit card by giving your
card details in section 4. Do not send cash
through the post. We cannot refund
discount registration charges.
What happens next?
Please allow 10 working days for us to
process your discount registration. If your
registration is successful, we will send you
a letter telling you that you are entitled to
a discount.
Until you receive that notification, you
will have to pay the Congestion Charge
at the standard daily rate if you are
driving in the Congestion Charge zone.
Paying the Congestion Charge
You can use section 4 of this document to
pay your 90% discounted Congestion
Charge. Otherwise you can pay by the
following means after you have successfully
registered for your discount and received
your eligibility letter.
You can pay your discounted charge in the
following ways.
Online - follow the links on our web site
at cclondon.com.
Call centre - phone 0845 900 1234 and
give the operator your details. Or, you can
use the automated telephone service,
which allows you to make your payment
without speaking to an operator.
 Mobile phone text messaging - you can
register to pay by text message by calling us
on 0845 9001234.
You can also pay your weekly or monthly
Congestion Charge at the following sales
and service points where you see the
Congestion Charging sign.
Selected petrol stations - in the Greater
London area.
Selected retail outlets - throughout the
Greater London area, Home Counties and
nation-wide.
The minimum payment of the 90%
discounted Congestion Charge is for a
period of one week (5 charging days in a
row at a cost of £4).
You can also pay a month’s discounted
Congestion Charge (20 charging days in a
row at a cost of £16), or a year’s
discounted Congestion Charge (252
charging days in a row at a cost of £201.60).
Paying the charge the following
Charging Day - You can pay the charge at
£10 until midnight on the next charging day
after you have travelled in the zone via the
call centre and website only.

TfL will prosecute those found
committing fraud.
Data Collection Notice
Transport for London (TfL), its subsidiaries
and service providers, will use your personal
information (including data captured by
camera) for the purposes of customer
services and administration, the
enforcement of road user charging schemes,
the provision of travel related information,
customer research and fraud prevention.
Your personal information will be properly
safeguarded and processed in accordance
with the requirements of the Data Protection
Act 1998.
We may share your information with the
Driver and Vehicle Licensing Agency, local
authorities and other organisations for the
administration (including verification of
discount entitlement) and enforcement of
road user charging schemes; the prevention
and detection of crime and protection of
public funds. TfL randomly selects and
monitors vehicles subject to a discount to
identify possible fraudulent use. If you
persistently fail to pay any road user charges
due or attempt to defraud TfL, we may
record your vehicle's movements to assist in
tracing persistent evaders and those
committing fraud.
In certain circumstances, TfL may also share
your personal information with the police
and other law enforcement agencies for the
purposes of the prevention and detection of
crime.
