ALL AMERICAN REPARATIONS CRYPTOCURRENCY COMPENSATION PLAN (AARCCP)

Preface
Today, the average white family has roughly ten times the amount of wealth as the average Black family. White
college graduates have over seven times more wealth than Black college graduates. Making the American Dream
an equitable reality demands the same U.S. government that denied wealth to Blacks restore that deferred wealth
through reparations to their descendants in the form of individual cash payments in the amount that will close the
Black-white racial wealth divide. Additionally, reparations should come in the form of wealth-building
opportunities that address racial disparities in education, housing, and business ownership.

Reparations1—a system of redress for egregious injustices—are not foreign to the United States. Native
Americans2 have received land and billions of dollars for various benefits and programs for being forcibly exiled
from their native lands. For Japanese Americans, $1.5 billion was paid to those who were interned during World
War II3 . Additionally, the United States, via the Marshall Plan4 , helped to ensure that Jews received reparations
for the Holocaust, including making various investments over time. In 1952, West Germany agreed to pay 3.45

The Plan 1.
The AARCCP is an integral part of the CHEER Plan of reconstruction, revitalization, and transformation of the FBI’s
twenty-five most dangerous cities in America into Empowerment Hub Zones. The AARCCP attempts to make
amends for wrongdoings against black people and other races whose ancestors were brought over to America as
slaves. To help close the inequality gap between black and white, the plan starts with a payout to all-natural born
African American citizens of the All-American Reparations Cryptocurrency Coin.

Recipients of the AARCCP coin will then be given the opportunity to become a homeowner, as long as they have
not owned a home in the last 3 years and whose annual household income meets the criteria of the government’s
qualifications for low-income housing status. The homeownership assistance program is designed to help the poor
be able to make a down payment and pay fees and closing cost so they may purchase one of the many newly
refurbished inner-city housing dwelling places.

Rather than the U.S. government keeping the taxes collected in conjunction with the usage of the AARCCP coin,
100% will be distributed to other poverty-stricken races whose ancestors were also slaves and condoned to living
in poverty. To reiterate, all-natural born African American citizens will be the only ones to receive the AARCCP
coins, and other low-income Caucasian, Hispanic, Asian, and other racial ethnic groups will be the only ones to
receive the cryptocurrency money from the taxes collected on the expenditures of the AARCCP coin.

2. The U.S. government will develop the AARCCP coin using blockchain technology.

The AARCCP will work in conjunction with the need-to-be-established government agency: The Government
Reparations Cryptocurrency Blockchain Treasury Agency (GRCBTA). The ultimate objective for establishing this new
agency is to shrink the federal safety net of those citizens living in the Empowerment Hub Zones and are recipients
of the most government assistance programs.
The newly formed GRCBTA will facilitate the dialogue between companies and regulators to help the latter
construct a plan to utilize the government’s software wallet network within the Empowerment Hub Zones. The
only designated purpose of the AARCCP coin will be to purchase goods, products and services located in the
government’s software wallet network system. Purchasing exceptions are alcohol or marijuana products of any
type. Together, the AARCCP and GRCBTA can move the empowerment zones toward economic solvency. Once
solvency is reached, and after a predetermined time, the government could consider reducing and/or stopping all
Welfare, SNAP, Temporary Assistance, and Public Housing Assistance programs for all Americans who are
authorized to use the AARCCP coin while residing in one of the reconstructed cities.

3. Each African American resident of an Empowerment Hub Zone, twenty-one and above, will receive a
predetermined amount of AARCCP coin. All-natural born African American citizens who have been born prior to
the inception of the AARCCP will receive $40,000 (or another amount determined by the U.S. President) in
cryptocurrency coins. All-natural born African American citizens who have been released from prison and or jail
may use their AARCCP coins according to the rules and laws of use in the plan. The coin will not be able to be
exchanged or converted into actual money, and it won’t with any other cryptocurrency network application coins.

4. The coin will only work as digital currency in the twenty-five Empowerment Hub Zones, including future
Empowerment Hub Zones that may be added to the twenty-five at a future date. The African American recipients
of the AARCCP expenditures will be taxed whenever any purchases are made.

5. The AARCCP calls for all African American reparation recipient taxes collected by the United States Government
to go towards helping other low-income Caucasian, Hispanic, Asian, and other racial ethnic groups who live in the
FBI 25 most dangerous inner-city neighborhoods.

6. The coin will only be exchangeable through and on the U.S. government’s website network app using
government software wallets to transfer balances from one account to another.

7. The government’s website network app will initially be restricted for use only in the twenty-five Empowerment
Hub Zones.

8. To have continued access to the AARCCP coin, residents in the inner-city neighborhoods will be required to keep
their newly revitalized and reconstructed neighborhood crime rates down. If the crime rate rises above the level of
the nation’s top ten metro cities with the lowest crime rate, access to the AARCCP coin will be cancelled until the
crime rates fall back to an acceptable level.

9. All businesses that partner with the government’s AARCCP can integrate and convert the digital cryptocurrency
collected through commerce transactions in Empowerment Hub Zones to fiat money using the U.S. banking
system. This provides a huge incentive for big brand name companies, such as Home Depot, Walmart, Walgreens,
Cox, Bank of America, etc., to participate in establishing locations in the midst of an Empowerment Hub Zone
whose residents are ready to purchase items as part of the reconstruction and revitalization of the neighborhood.

10. The AARCCP calls for all the African nations who were involved in selling its own African people into slavery in
America, including any Arab nations who sold African people into slavery to America, to make reparation and
restitution to the AFRICAN AMERICAN INNER-CITY EMPOWERMENT RECOVERY PLAN.

For centuries along the West African coast, millions of Africans were sold into slavery and shipped across the
Atlantic to the Americas. The middlemen were European slave traders based in forts like Ghana's Cape Coast
Castle, now a tourist attraction and a somber reminder of a brutal crime against humanity. That crime is usually
blamed entirely on the European outsiders who inflicted slavery on African victims. But new research by some
African scholars supports a different view – that Africans should share the blame for slavery. “It was the Africans
themselves who were enslaving their fellow Africans, sending them to the coast to be shipped outside,” says

The AARCCP will follow the precedent that was taken by Chaim Weizmann, who on behalf of the Jewish Agency,
submitted to the governments of the US, USSR, UK and France a memorandum demanding reparations,
restitution, and indemnification due to the Jewish people from Germany for its involvement in the Holocaust. He
appealed to the Allied Powers to include this claim in their own negotiations for reparations with Germany, in view
of the “mass murder, the human suffering, the annihilation of spiritual, intellectual, and creative forces, which are

The AARCCP will seek the help of the President of the U.S. government to help write the memorandum that will
demand reparations, restitution, and indemnification due to all-natural born African American citizens who are the
descendants of African slaves that were brought to America against their will.

The memorandum will constitute a formal written agreement that calls for any of the African and Arab nations
who sold slaves to America during the time of the slave trade to provide all-natural born African American citizens
who are the descendants of African Slaves compensation and restitution.

The President of United States will enact indemnification laws to establish the legal framework for compensation
for descendants of African Slaves who were brought to America during the slave trade. The compensation
payment plan calls for allocating billions of dollars collected from any of the African and Arab nations who sold
slaves to America during slavery. The money collected will go into a separate fund account different then the
CHEER Plan account. The new compensation and restitution account name could be entitled “Economic Equality
Matters”.

The funds collected will be evenly distributed to all-natural born African American citizens who are the
descendants of African slaves. All-natural born African American citizens who reach the age of 25 years old will
receive a ten percent down payment for a single-family home or condo. The down payment will be commensurate
to the down payment of the market in which the individual lives.

Part of the funds will go to establish and support the new “Education Assistance Program” which will forgive all-
natural born African American citizens from their federal student loan debt burden, capping forgiveness at
$50,000. The “Education Assistance Program” will also establish a college fund grant available to all-natural born
African American citizens of eighteen years of age and up who would like to enroll full time at an accredited
college or university.

The maximum “Education Assistance Program” grant award amount can be $10,000 yearly. To maintain receiving
the yearly grant award amount of $10,000 per year, students enrolled in college must maintain enrollment in an
undergraduate course of study at a nonforeign school and maintain an average Satisfactory Academic Progress
(SAP) that consist of maintaining at least a 2.0 GPA on a 4.0 scale.

Twenty percent of the money collected from the new compensation and restitution account titled “Economic
Equality Matters” will be used to fund various elements of the CHEER Plan.

All-natural born African American citizens released from prison or jail that are considered felons will be able to
receive all funds from both the Cheer Plan and the AARCCP, if they don’t go back to prison or jail. If they, for
whatever reason, go back to prison or jail and are convicted with a new felony conviction, they will forfeit and no
longer be able to receive any of the benefits of either plan for the remainder of their life.

11. The AARCCP will be the final phase of the comprehensive CHEER Plan.
1. Clear out and capture/remove the criminals from inner-city crime infested neighborhoods;

2. Hold steady the new lawful environment created through stepped-up policing;

3. Empower the residents to establish self-esteem and pride in their neighborhood;

4. Eradicate or clean up the neighborhoods; and

5. Restore the standard of living to a healthy and sustainable one.

This disclosure provides exemplary embodiments of the present African American Inner-City Empowerment
Recovery Plan. The scope of the present African American Inner-City Empowerment Recovery Plan is not limited by
these exemplary embodiments. Numerous variations, whether explicitly provided for by the specification of
wording or implied by the specification of wording, such as variations in plan structure, strategy, type of planning
and stages of the plans process may be implemented by one of skill in the art in view of this disclosure.
