y Extended Producer Responsibility concept
y OECD Definition : EPR is an environmental policy approach in which a
producer’s responsibility for a product is extended to the post‐consumer
stage of a product’s life cycle
y Two related features of EPR policy include :
y 1) Increasing producer’s responsibility by shifting responsibility upstream
toward the producer and away from municipalities and/or regional or
provincial waste management authorities;
y 2) Providing incentives to producers to incorporate environmental
considerations in the design of their products

y Main Objective :
y “is to reduce the quantities of residual materials to be
eliminated by giving enterprises responsibility for recovery
and reclamation of the products ... by promoting the design
of products more respectful of the environment”
y Scope of application :
y Used Oils, Paints, Electronics Products, Batteries and
Mercury Lamps

y According to the dispositions of the draft regulation,
producers will have to implement a Recovery and
Reclamation Program for the products they market
Possible Breaches of the Waste Hierarchy :
y 11 years after the entry in force of the DRRR
y For the producers = 567.2 M $
y For the municipalities and Private Business = 132,4 M $ profits
y Annual Costs
y For the producer = 70.9 M $
** However this study doesn’t include the cost linked with LCA
for breaching the waste hierarchy
