RESIDENCY AFFIRMATION
In 1993 the Smith County Board of Education approved a policy which does NOT accept out-of-county
students. By affixing your signature to the permission form you affirm that you are a resident of Smith County.
Any principal, assistant principal or regular teacher may use corporal punishment in a reasonable manner
against any student for good cause in or to maintain discipline and order within the public school in accordance
with the following guidelines:
1. Corporal punishment shall be administered only after less stringent measures have failed, or if the
conduct of a student is of such nature that corporal punishment is the only reasonable form of
punishment under the circumstances.
2. The instrument to be used in administering corporal punishment shall be approved by the principal.
3. Corporal punishment shall be administered in the presence of another professional employee.
4. The nature of the punishment will be such that it is in proportion to the gravity of the offense, the
apparent motive and disposition of the offender, and the influence of the offender’s example and
conduct on others.
5. In determining the use and degree of corporal punishment, consideration will be given to the age, sex,
size, physical and emotional condition of the child.
A disciplinary record shall be maintained and shall contain the name of the student, the type of misconduct, the
type of corporal punishment administered, the name of the person administering the punishment, the name of
the witness present and the date and time of punishment. Records are to be kept on the official forms developed
by the Board.
Disciplinary records shall be filled in the school office and made available to parents or students, upon request.
Textbooks are the property of the Smith County Board of Education and shall be returned at the end of the
school year, upon completion of the course, or upon withdrawal from a course or school. Books that are lost or
damaged to the extent that it is no longer usable or maliciously vandalized must be paid for at 100%
replacement costs.
Smith County Schools has access to computers, networks, and the Internet. This technology is the most
effective way we have found for introducing students to the global nature of information. It allows users to
find, synthesize and share information in a variety of unique ways.
The Internet has evolved because groups of individuals have chosen to network their computers in order to
share information. Teachers and students may use the Internet to participate in distance learning activities, to
ask questions of and consult with experts, to communicate with other students and individuals, and to locate
material to meet their educational information needs. A small minority has made objectionable materials
available over the Internet. Smith County Schools will take every precaution to restrict access to this
information. However, an industrious user may discover information not acceptable for school use. We firmly
believe that the valuable information and interaction available on the Internet far outweigh the possibility that
users may obtain unsuitable material. Disciplinary action will be taken against users found sending or acquiring
objectionable material over the Internet or developing objectionable material on school equipment.
