Remember the Past Message of Mr. Chathura Welivitiya – Chairman HELP‐O
The year was very special to our organization because within
this year we could able to reach many goals. HELP‐O has done
such an amazing works in this year to many working areas and
the work we did is not so easy. We faced to many challenges and
we used many strategies to overcome those challenges. The most
significant program we have implemented last year was biogas
program which we introduced as a waste management program.
We did the program in the common places such as Hospitals,
prisons and Navy Camps ect. And those areas are very success.
Making coordination and a corporation among the people of Government, non
Government, Private sector and citizens of the area is one of main achievement of us
within the year. Because we were able to sustain the waste management program we did
through the committee we organized with the above members. We provided many
financial supports through our program to develop their living standard and self
employments. In next year we expect to expand our services than previous year to many
identified different areas and give the best contribution to protect our environment and
community. Our theme is in this year to focus on protection of the environment for
tomorrow.
Even HELP‐O is implementing many social services to empower the grass root level
community. We could able to establish well organized community network and through
this grass root level women also get the leadership of the program.

A Hospital that Unshaken by Waste
What is background story?
Panadura city is one of the main cities of Kaluthara
District and this is much closer to Capital city of Sri
Lanka. The city has been well populated and the
Panadura Hospital is the main hospital of the area.
Hospital was suffering one big problem that is the
waste problem because they have limited space and
there is no such a place to dump the waste. Local
authority was not able to collect the waste regularly and
that was a critical issue for the hospital and had no solution for them.
What is the necessary to implement this program?
The hospital needs quick solution for the massive problem and that should be sustained
and proper. The hospital is situated in well populated area and this surrounded by
School, Temple, Main Road and other shops. If they couldn’t collect the waste for two or
few days the bad smell would affect the others and they would complain about this. This
situation was totally bad for the resident and outdoor patients. Hospital tried to apply
many methods to overcome this problem but all efforts didn’t work properly and they
needed outside support to solve this problem quickly.

The second activity is conducting awareness programs to minor staff to top management
staff about
• Effective and benefits of the biogas units
• Non Organic waste management and waste segregation
• Organic agriculture and biogas organic fertilizer
• Maintain and Management of the Biogas
The above mention topics are the focal awareness topics for all staff. Through that
awareness they could able to get a good idea about how to operate this system and its
benefits. The program is still running well without any problem. All staff has good
knowledge about this waste management program.
Even we have distributed dustbins according to the color code system with the mobile
carts to carry the waste. Now they can separate the waste to five categories and that is
easy to manage the waste. Hospital waste separation is very good even patients are
helping to aware other patients about how to separate the waste. We give a leaflet to
aware the normal regulations of the hospital and how to separate the waste inside of the
hospital and when the patient leaves the hospital they have to handover this document.
This strategy is very success because they know how to function waste management
program.

Significant Public Private Partnership for waste
management
United Nations Development Program (UNDP) is one of main donors of the world and
they have many partners that well spread. Global Environment Facility (GEF) Small
Grant Program (SGP) is one partner that dedicates to protect the environment. HELP‐O
got an opportunity to implement environment program with UNDP GEF SGP Program
and the other partners are Trincomalee Naval Dockyard and Tangalle Prison the both
are main institutes of the Sri Lanka Government.
We had fair reasons to chosen those places Trincomalee Naval base located eastern side
of the country and that is second best natural harbor of the world ant this surround by a
forest rich with natural resources. They dumped this waste to this forest and that was
huge amount and monthly they expend Rs.2.2 Million for LP Gas usage. The situation of
Tangalle Prison is located in southern part of the country and this is one of major prisons
of the country and situation is little bit different and worst because they use trees as their
fire wood for month they cut many trees for their daily needs. We decided to implement
waste management program to provide sustain solution.
Waste Management launched in Naval Dockyard
Trincomalee Naval Base is one of the main Naval Camps of
the Nevi Regiment in Sri Lanka. The camp is spreads over
1500 Km2 and there are more than 10,000 Navy Officers in
it. It is situated near a forest and many animals also live
around the camp.
They were facing the garbage problem by years and they
did not have a solution as they did not have a clear
sustainable system to reduce the waste they produce with in the camp. The estimated
waste produced in the camp per day is two tons. There were much methane gas
emission in the dumped areas and it effected badly to the animal in the forest and the
human beings.
Help‐O gave a sustainable for them with the help of UNDP
GEF SG Program by launching a waste management
project with a biogas plant in the camp for the first time in
Sri Lanka. Under the project; two 65m3 Biogas Units were
built to dump 2000Kgs per day. More than 750 Officers
and their kitchen staff have got the knowledge of
maintenance of the bio gas unit in proper manner and the
waste separation process.

They expect to generate 32m3gas by that per day and Rs.135, 000 would be saved per
month by reducing the usage of LP Gas .The program was highly appreciated by the
chief guest Mr.J.S.K.Colombage, the rear Admiral of the Eastern Naval area at the
handing over ceremony on 12th March 2010.

A new Mile stone for “Gampaha Municipal Council”
development journey
The “Gampaha District is one of well populated and
developing districts of the Country. The district is rich
with many natural resources. The district is well
populated and waste generation is very high. Gampaha
Municipal Council the main government body of the
city and daily waste collection amount is 55 tons per day
and they expend much money for collecting the waste
regularly and waste became a huge problem for them.
Municipal tried to implement many programs to minimize the waste and that was not
sustaining efforts. While on this time they discover the HELP‐O and its success works.
After that they invited us to present what we have
done in ground level and they didn’t believe what we
have explained to them. The municipal has organized
a field visit to Galle City and we have organized this
with the Galle Municipal Council. They could able to
see the success and benefits of their own eyes and they
realized this is a well establish and good program has
many benefits.
They requested to HELP‐O to implement proper
waste management program in Gampaha area with involve of the government support.
The program funded by the “Pilisaru” National Project. In first time of Municipal
History they collect the Rs.500.00 from each family for using biogas. They expect to use
this fund for maintain and other purpose and they collect this money monthly basis.
Udugama Base Hospital Bio Gas Program
Udugama is a remote hilly are a situated in 31 K.M. far
from Galle Town .80% ‐90% of the villages are farmers
and they all goes to the Udugama Base Hospital for the
western Medical Treatments. Therefore there will be lot
of people in the hospital premises and approximately
125 Kg waste would be collected daily by the hospital
premises which were a major problem for the hospital
management. Udugama Base Hospital is belongs to
Southern Provincial Council Health Ministry.

To provide a sustainable better environmental friendly solution for the problem ; UNDP
ART GOLD Sri Lanka Program launched a project called “ Promotion of Alternative
Energy and Waste Management” hand in hand with HELP‐O in Udugama Base
Hospital.The financial support was given by UNDP ART GOLD Sri Lanka Program
while the technical support was provided by HELP‐O to implement the program. Under
this program we have provided

• Hospital itself so present without bad smell
• The hospital management use Bio Gas for their cooking and boiling purposes and it
reduced using LP Gas up to 60% pr month.
• They could use the waste of the Bio Gas Unit to get a better harvest by farming
• The staff is in a very work friendly environment as every where will be so clean
• People will follow the rules and regulations due to the colored bins when putting the
waste
• The people who come to the Hospital premises will gradually compel to obey the
good procedures of the common places as well as their homes to reduce the garbage
issues by managing the waste for a better, healthy and happy life.

Mathale Hospital Environment Friendly Effort
Mathale Hospital is located in very beautiful place and
hospital has ancient value too. This is the main hospital of
the district. For one day many people are coming to get the
medical treatments. Last few years Hospital faced one
critical problem that is waste problem because the waste
collection is very high local authority doesn’t collect the
waste properly.
There was no proper system to manage the waste. Every place has huge wastes and
there was a bad and massive smell in everywhere of the hospital. On that time Mathale
Municipal Council didn’t take our waste properly and our officers done a picketing in
front of Municipal Council. Waste became a huge problem to us dogs and crows and
other animals are everywhere to eat that waste and that was nasty situation to a hospital.
HELP‐O got chance to implement waste management program inside of the Hospital
and we have conducted awareness programs to the staff too. So we have made a
complete project proposal to all wastes of the Hospital to manage generating place to
disposal place. After that hospital problem solved and they are getting benefits from the
biogas. Now they have stopped the LP Gas usage and all requirements can sufficient
from the biogas.
Case Study of Biogas and its effects
Mathale Hospital is the main hospital of the area and
it has ancient history. The hospital won the 2010
Quality Award. The journey that they came is not so
easy to this and this is their success story. Dr.
Kumarawansha is the Director of Mathale Hospital
this is the story of him that how they came to the
award.

“In 2006 I came to this hospital and when I came to hospital there was no proper system
to manage the waste. Every place has huge wastes and there was a bad and massive
smell in everywhere of the hospital. On that time Mathale Municipal Council didn’t take
our waste properly and our officers done a picketing in front of Municipal Council.
Waste became a huge problem to us dogs and crows and other animals are everywhere
to eat that waste and that was nasty situation to a hospital.

We have a proper waste management program.
We have Waste Collection, Waste Transport,
Waste Sorting and Waste Disposal proper system.
I would like to explain the benefits of the biogas
we use only biogas for our energy requirement
and we use this 12 Hours per day and prepare
foods for patients make by the biogas and per
day we dump 250KG. We use big 02 burners for
this work and I want to say this is 100% profitable

and cost effective thing. We can sufficient the gas
requirement daily and we have extra gas after using 12hours per day. So with the
support of HELP‐O we could able to find a sustainable solution to organic waste and
with the base of waste management we decided to improve the quality and apply 2010
quality award.
After long journey we could able to won the Quality Award 2010. I want to say biogas
unit was behind this quality award because after find the solution to organic waste and
could able to improve the quality of other sectors. Now many institutes and
organizations are coming to see the miracle of the biogas. Finally I would like to say this
is very good system to Hospitals and other places to manage the waste.

Madu River Conservation Program
Balapitiya area is very famous for wetland and we call is
Madu River and islands. For one year thousands of
foreigners and local visitors are coming to this valuable
wetland. This wetland is rich with many of natural
resources even this natural asset has many threats. Most of
people illegally cumulate the river and some of people cut
the mangroves as energy source. Some fishermen dump the
fish waste to this river. So everyday baby day this natural asset destroys by those ways.
International Union Conservation Nature (IUCN) planned to implement to protect the
wetlands of the Sri Lanka. HELP‐O also presented newly concept to them that is
implement community based biogas program. With the financial support of IUCN we
have implemented community based waste management program.
Under this program we constructed one community biogas program. Conducted
awareness programs and cultivated mangroves in destroyed areas. Even we have
conducted cleaning programs the coastal line with the involvement of community.
HELP‐O implemented this program through formed community network of Housing
and Livelihood Development People’s Movement.
With the community support we conducted all activities
and people got the responsible to protect this natural
asset. They done many clean up programs and they
cultivated the mangroves in destroyed places. Now few
of families getting biogas for cooking purpose and other
fishermen can dump the waste to biogas unit. Now
people stopped the mangroves cut as energy source
they adapt to alternative energy source. This is a model
Community involvement to that we implemented and this model is very success.

HELP-O Social Services
The organization implements many social services within annually. One of the social
activities is providing the scholarships annually. We provide the scholarships for the
prisoners students. Annually we do this social service and that is much help to continue
their studies. The program is self funding program.
Before provide the scholarships we get the recommendations from the Prison about their
actual situation. Then we do an assessment about the family and provide the
scholarships. The total scholarships we provide are 25. Through this help many of
students able to do their education continue.

challenges because they don’t have any support from the outside and our organization is
monitor about these kids in every year. The program also implement with the
cooperation of Prison Welfare Association of Galle Prison.
HELP‐O also helped to the Prison New Year Festival 2010. The organization sponsored
to the New Year festival. This even is much important because through this they can
develop their skills. Lot of prisoners presented their skills on this program and many
chief guests express their ideas of the program and they wish to all prisoners for a better
tomorrow and they informed through this kind of programs they can develop the skills
and they can face to the society as a very good person.

Involvement to Dengue Prevention Program
During the year many people were badly affected to
Dengue fever and many people died within short period.
This was became a huge problem to the nation. The
government had to make new rules for prevent the
dengue. In this time many organizations, institutes,
government departments try to solve and prevent the
dengue disaster. Other relevant stakeholders were
involved too.
As an organization which working with the ground level we
have decided to contribute our service to prevent this
disaster. We discussed with the Galle Municipal Council and
decided to aware the house hold level
and check the ground level. This was
one of necessary steps that were taken
by Municipal and HELP‐O. The main
task was conduct a campaign and we have design a Jacket for
participants also we have made a sticker. Through this municipal
could able to done a proper survey and identify the risk area too
and organization could able to contribute our capacity to prevent
the dengue disaster.
Sharing the Experience of Biogas
North and East provinces are quickly growing provinces after
the War of Sri Lanka now waste became a huge problem to
them. They are now seeking new and good solution to waste
problem. UN has been organized a study tour to the North
and East government officers who works with local
authorities. The goal of the study tour is study about the
solutions to waste problem.

HELP-O Community Empowerment Effort
After the Tsunami disaster many of people lost their
livelihood and they got many supports from various
organization. Then they started their life back and they
build their lost livelihood again.
HELP‐O was implemented many of programs to empower
the grass root level community and rebuild their lost
livelihood. The organization also provided many
donations to the affected people but we have followed different strategy. We have given
the donations loan basis. 50% from those donations should have to repay to the small
groups of the area. We could able to establish a strong revolving fund inside of the small
groups of the areas. HELP‐O didn’t collect that money and village small group leaders
collected that money from beneficiaries.
Finally inside of the small group had big money and through this money the members
could able to get more loans. Even one beneficiary got many loans from this money. On
that time there were many small groups in many areas of Galle and Matara Districts. We
have connected all small groups to village basis and establish people movement name
“Housing & Livelihood Development People’s Company”. This was registered under
company act of Sri Lanka.
We could able to establish 33 people’s movement branches in
Galle and Matara Districts and this people movement is
independent institute. There is a separate board of directors
who came from the ground level treasurers of the people’s
movement. They take the decisions and they implement this
people’s movement now. For establish the people’s
movement USAID REVIVE provided the stationery and other
equipments to first 10 branches.
Now this is a good platform to the people who didn’t have a chance to work and get the
leadership of the village. The majority is women and they came out from the kitchen
now and they have joined with the development process. Most of members started the
self employment with the support of the People’s Movement. Some them could able to
build the infrastructure facilities and some could able to build houses. This is one of
good social network because through this people has been tie together.
Even their savings has been increased now they try to save the money and they didn’t
think to save the money before. The financial capacity of the people’s movement is good
and members are working to expand this movement and members are getting the
benefit harvest of the people’s movement now.

Restoration Recovery through Livelihood & Capacity Building
(RRLC Project)
HELP‐O has started a long term micro finance program for
the people affected by Tsunami as they need the financial
support with the knowledge of uplifting their livelihood in
a sustainable manner .We have selected 843 people for the
program. The Program funded by the Stromme
Foundation. This program implemented in Matara District.
The main objectives of the project
1) To uplift their livelihood
2) To empower the families who were affected by Tsunami.
3) To eradicate the poverty.
Even we made an effort to empower the community by saving some amount of money
by their income monthly. Established small saving groups and connected them as a
network to care and help each other. This was a great help to them to start the lost
livelihood. We have provided these loans when they were in temporary shelters. The
organization conducted awareness programs to them. The awareness programs are
about Need Assessment, Social Mobilization, Marking Strategy and Book Keeping.
The achievements of the project are,
• 843 people were aware on Social mobilization, Marketing, and small group process.
• Created 120 small saving groups to make them financially stable up to a
considerable stage. Total participants of the groups are 1000 people.
• 6 People’s Company branches were established
• 843 people started and continuing small self employments successfully.
• We were able to introduce a sustainable micro finance system to the community.

HELP‐O Community Micro Finance program
Poverty is a big development issue in modern Sri Lanka. Many government institutes
and private organizations are implementing many programs to eradicate poverty.
HELP‐O has been formed a people’s movement in Galle and Matara. The organization is
only providing guidance for the people’s movement and HELP‐O provides some
financial support to people’s movement.
HELP‐O created a HLDPC People’s movement. This is
the strategy of HELP‐O to empower the community.
This is another institution has separate board of
directors and staff. HELP‐O only provides the
technical guidance to them. HELP‐O implemented
community based micro finance program through this
HLDPC People Movement.
Meeting of People Movement specific time and place. Then they discuss about the
progress and problems. Even they approve the self employee loans, Toilets loans and
housing loans. Many people movement branches are now stable to provide loans. Also
they approve the loans that provide by the HELP‐O.
They approve each and every loan and they visit to every place to check the repayment
possibility. People movement is an independent institute that formed by HELP‐O. There
is an independent board of directors and they take independent decisions about people
movement. HELP‐O only provides the technical guidance when they need guidance.
HELP‐O poverty eradication strategy is the people’s movement.

New Board of Directors of People Movement
HELP‐O could able to get the financial support of National
Development Trust Fund (N.D.T.F). This fund also we
disbursed to the people’s movement members. We expected
to give another financial support to the self employees.
During this year we have disbursed loans for our
community in different sectors such as Self employment
loans.
These self Employment loans have disbursed for all grassroots level community with the
financial support National Development Trust Fund (NDTF). It has disbursed for
different sectors to generate or to continue livelihood activities such as fish selling, dry
fish business, grocery shops etc.
As we are much concern about their needs as well as their
capacity of repayments when selecting borrowers from
ground level. As we use group system as collateral for every
loans firstly concern group recommendation & secondly
village people’s movement branch leaders recommendation
for the borrowers. This is another good support for the
people who expect to start new business and develop the
business. The monitoring process is doing by the People’s
movement leaders and Officers. .

Children Clubs Activities
HELP‐O is implementing many programs for not only community but also for the kids
of the country. As the children are the future generation of our country HELP‐O decided
this will be a good social service we can contribute for the better future of the country.
As the first step we established five Children’s societies where we established our
people’s movement already. As the children’s from different religious it’s the best way to
spread the peace among all over the nations. Samagiwaththa, Thotagamuwa,
Lunuwilawaththa, Kalupe, Walawwaththa, Siyambalagahawaththa are the areas we
started these children’s clubs already & our people’s movement members also engaged
to implement the program among all children.
We already have arrange some common activities such as art competitions, other
religious competition & these are much important to tie all the children’s together as a
one society. As these children’s are from different religious this is the best way to make
the society piece & harmony. In past year we implemented many activities for them one
is Art Competition about Environment and also conducted about the New Year Festival
with involvement of all Nations. Those programs are much effect to them to increase the
skills and their behavior too.
