1. OBJECTIVE
To establish and maintain a documented Guideline to all End- Users & Contractors for
making various technical submissions to RLC.
2. DEFINITIONS / ABBREVIATIONS

3. SCOPE
This guideline covers the general requirements for making Technical Submissions by End-
Users/ Contractors to RLC. All End Users before installing any permanent/temporary facility in
any of the RLIC common areas, are required to submit all the technical details of the proposed
installation to RLC for Review and Approval. In this context the ‘common area’ is defined as
any area that is outside the battery limits of End-User’s plant.
4. PROCEDURE
The End-Users/Contractors shall submit the technical document detailing the proposed item of
work with necessary drawings & documents. The details submitted shall be conclusive and
comprehensive with regard to the relevant information to enable easy and quick review. The
submission shall be done in accordance with the following procedure.
All the submissions shall contain a ‘Covering sheet’ as per the Format attached. (See
Attachment: M) The covering sheet must contain the following information:

4.1.8. Contact details (Phone number, Mobile number, email ID) of a person with
whom clarifications on the subject matter are to be sought
Submissions are categorised under the following headings based on the nature
of work/ location of installation. Indicate the appropriate submission category
Code in the relevant box provided in the covering sheet. Submissions under
each category shall be made in accordance with the relevant attachment. The
Attachment-A to L describes the details that are to be submitted.
The documents that are submitted to RLC for review and issuance of
necessary ‘Approval Letter‘, resorts under this type. The approval letter is
necessary for End-User/ Contractor to initiate the Consolidated Permit to
Work within RLIC.

The submissions that are made to RLC wherein no action from RLC is
solicited will come under this type. This will be applicable in the case of
reports, as-built details, etc.
Ras Laffan Industrial City is divided into several Lots & Corridors, based on the
Industrial Land Use Plan, earmarked for specific purposes. RLC controls the use of
the land within RLIC boundaries in order to ensure efficiencies and to promote
sustainable developments. RLC’s Review & Approval process mainly focuses on
details which are pertinent to ensure that the proposals are inline with RLC’s Master
Plan. This is to achieve possible synergies with, to evade conflicts between and to
avoid interferences with existing/future assets of other End-Users. Thus, RLC’s
Review/Approval does not absolve the End-User from checking and ensuring the
technical content of the document with regard to its conformity with applicable
Codes/Standards & process requirements. Hence all End-Users must refrain from

4.2.1.2. All drawings shall be in the standard sheet size (A0/A1/A2 or A3)
prepared as per standard engineering practice. Sketches are not
acceptable.

ATTACHEMENT- A
Product Pipe Corridors provide space for pipelines to distribute feedstock to processing plants,
from plants via rundown pipelines to tank farms or the Port for storage and export of products,
and for pipelines between End-Users. Pipelines in these corridors carry liquid products and are
normally above ground.
1. Conceptual pipeline routings must be finalised in consultation with RLC. This will be
done with reference to the latest revision of the RLC Common Corridor Drawing #
SK-RLC-00170, and inline with the RLIC development plans. After finalisation,
submit the conceptual routing for RLC’s review and approval.
2. After the routing is agreed in-principle the End-User will arrive at the requirements
of the sub-corridor based on the process parameters. Once the width requirement
is optimized, the exact location of the sub-corridor within the Common Corridor will
be advised by RLC.
3. Once the sub-corridor is allocated, the End-User will develop an overall routing
layout clearly indicating the sub-corridor width and location within the common
corridor, with all crossings identified and numbered. In this regard a drawing in Plan
View is required, clearly identifying all crossings with coordinates in CGIS QNG95
and accompanied with an applicable Crossing Matrix. The Crossing Matrix shall be
in accordance with the example attached in Attachment N. RLC can assist in
identifying the respective asset owners, if required.
5. After obtaining the approval for the above overall layout, the End-User shall submit
the following details for RLC’s review and Approval.
i. Piping Plan with proposed pipe dimensions with all relevant cross
sectional details.
ii. RLC Corridor edges & the allocated sub-corridor edges with relevant
coordinates in CGIS-QNG95 system. Relevant dimensions shall be
clearly given.
iii. Clearance from the sub-corridor edges shall be indicated. Please see
drawing # SK-RLC-02725 Rev.0, ‘Sketch-A1’ in the ‘attachment O’.
iv. Existing facilities in the same corridor & known planned facilities.
b. Crossing Details:
iii. While crossing existing and planned assets of other 3rd Parties,
necessary concurrence shall be obtained from the relevant asset
owners.
6. Separate approval for hydro-testing/ pneumatic testing required for the installed
pipelines shall be obtained.
7. The details of the Telltale system to protect the pipe bridges from possible damages
due to movement of heavy vehicles shall be submitted according to the
“Regulation for protection of overhead pipe bridges” # QPR-RLP-007.

8. As-built drawings shall be submitted to RLC for records within 6 months after
completion of the construction activities. The As-built drawings shall include two
sets of hard copies and a soft copy prepared in AUTO-CAD format compatible with
RLC system.

ATTACHEMENT- B
Wet Utility Corridor provides space for ‘wet’ utilities such as desalinated water, potable water,
and irrigation water. Seawater for back-up firewater could be included in the same corridor in
areas where Cooling Water Corridors do not exist. These pipelines are normally laid
underground, except Phase I back-up firewater which is aboveground.
1. Conceptual pipeline routings must be finalised in consultation with RLC. This will be
done with reference to the latest revision of the RLC Common Corridor Drawing #
SK-RLC-00170, and inline with the RLIC development plans. After finalisation,
submit the conceptual routing for RLC’s review and approval.
2. After the routing is agreed in-principle, the End-User/ QP-EPC Contractor will
arrive at the requirements of the sub-corridor based on the process parameters.
Once the width requirement is optimized, the exact location of the sub-corridor
within the Common Corridor will be advised by RLC.
3. Once the sub-corridor is allocated, the End-User/ QP-EPC Contractor will develop
an overall routing layout clearly indicating the sub-corridor width, and location within
the common corridor, with all crossings identified and numbered. In this regard a
drawing in Plan View is required clearly identifying all crossings with coordinates in
CGIS QNG95 and accompanied with an applicable Crossing Matrix. The Crossing
Matrix shall be in accordance with the example attached in Attachment N. RLC can
assist in identifying the respective crossing owner, if required.
4. After obtaining the approval for the above overall layout, the End-User/ QP-EPC
Contractor shall submit the following details for RLC review & Approval.
i. Piping Plan with proposed pipe dimensions with all relevant cross
sectional details.
ii. RLC Corridor edges & the allocated sub-corridor edges with relevant
coordinates CGIS-QNG95; Relevant dimensions shall be clearly
given.
iii. Existing facilities in the same corridor & known planned facilities.
iv. Normally, the pipelines in the wet utility corridor shall be underground.
The Profile plan (longitudinal) showing the proposed pipeline
elevation must be submitted. There must be a minimum cover of 1.00
m with respect to the Finished Grade Level (FGL) or Natural Ground
Level (NGL), whichever is lower, or as required by RLC.
b. Crossing Details:
iii. While crossing existing and planned assets of other 3rd Parties,
necessary concurrence shall be obtained from the relevant asset
owners.

5. Separate approval for hydro-testing/ pneumatic testing required for the installed
pipelines shall be obtained.
6. As-built drawings shall be submitted to RLC for records within 6 months after
completion of the construction activities. The As-built drawings shall include two
sets of hard copies and a soft copy prepared in AUTO-CAD format compatible with
RLC system.

ATTACHEMENT- C
Underground power corridor provides space for routing underground power cables at the
following rated voltages: 0.415kV, 3.3kV, 6.6 kV, 11kV, 33kV, 132kV, 220kV, and 400kV.
2. After the routing is agreed in-principle the End-User will arrive at the
requirements of the sub-corridor based on the cable design parameters. Once
the width requirement is optimized, the exact location of the sub-corridor within
the Common Corridor will be advised by RLC.
3. Once the sub-corridor is allocated, the End-User will develop an overall routing
layout clearly indicating the sub-corridor width, and location within the common
corridor, with all crossings identified and numbered. In this regard a drawing in
Plan View is required clearly identifying all crossings with coordinates in CGIS
QNG95 and accompanied with an applicable Crossing Matrix. The Crossing
Matrix shall be in accordance with the example attached in Attachment N. RLC
can assist in identifying the respective crossing owner, if required.
4. After obtaining the approval for the above overall layout, the End-User shall
submit the following details, for RLC review and Approval.
iii. The clearance between centre line of the outer cables and the edge
of the trench bottom shall be 200 mm minimum and shall be 500 mm
minimum from the edge of the corridor. This will give a minimum
clearance of 1000 mm between centre line of the outer cables and
the centre line of future outer cables in the adjacent corridors.
v. RLC Corridor edges & the allocated sub-corridor edges with relevant
coordinates CGIS-QNG95. Relevant dimensions shall be clearly
given.
vi. Existing facilities in the same corridor & known planned facilities.
vii. The Profile plan (longitudinal) showing the proposed cable elevation
must be submitted. There must be a minimum cover of 1.10 m with
respect to the Finished Grade Level (FGL) or Natural Ground Level
(NGL) whichever is lower.
viii. Joint bays and cable snacking shall be located within the approved
corridor limits.
x. Key Plan.
b. Crossing Details:
iv. While crossing existing and planned assets of other 3rd Parties,
necessary concurrence shall be obtained from the relevant asset
owners.
5. As-built drawings shall be submitted to RLC for records within 6 months after
completion of the construction activities. The As-built drawings shall include two
sets of hard copies and a soft copy prepared in AUTO-CAD format compatible
with RLC system.

ATTACHEMENT- D
The pipelines containing gaseous and mixed phase feed stocks and products are categorised
under High Pressure Gas Corridor. The High Pressure Gas pipelines are buried in most of the
cases. The buried Gas pipelines may be bunded (Soil Blanket) if required.
1. Conceptual pipeline routings must be finalised in consultation with RLC. This will be
done with reference to the latest revision of the RLC Common Corridor Drawing # SK-
RLC-00170, and inline with the RLIC development plans. After finalisation, submit the
conceptual routing for RLC’s review and approval.
2. After the routing is agreed in-principle, the End-User will arrive at the requirements of
the sub-corridor based on process parameters. Once the width requirement is
optimized, the exact location of the sub-corridor within the Common Corridor will be
advised by RLC.
3. Once the sub-corridor is allocated, the End-User will develop an overall routing layout
clearly indicating the sub-corridor width, and location within the common corridor, with
all crossings identified and numbered. In this regard a drawing in Plan View is required
clearly identifying all crossings with coordinates in CGIS QNG95 and accompanied with
an applicable Crossing Matrix. The Crossing Matrix shall be in accordance with the
example attached in Attachment N. RLC can assist in identifying the respective
crossing owner, if required.
In this context ‘crossings’ mean a location where the allocated sub-corridor intersects
in plan (underground or overhead) with another corridor (Occupied , Partially occupied
or Unoccupied), as defined in the RLC Common Corridor Drawing # SK-RLC-00170.
This overall layout shall be submitted to RLC for review and Approval.

4. After obtaining the approval for the above overall layout, the End-User shall submit the
following details for RLC review & Approval.
a. Non-Crossing locations: The Proposed pipe routing, except at the crossing
locations, clearly indicating the excavation plan shall be submitted for RLC’s
review and Approval. This must contain the following details, as a minimum.
i. The routing Plan with proposed pipe dimensions with relevant cross
sectional details.
ii. RLC Corridor edges & the allocated sub-corridor edges with relevant
coordinates CGIS-QNG95. Relevant dimensions shall be clearly
given.
iii. Existing facilities in the same corridor & Known planned facilities.
b. Crossing Details:
iii. While crossing existing and planned assets of other 3rd Parties,
necessary concurrence shall be obtained from the relevant asset
owners.
5. As-built drawings shall be submitted to RLC for records within 6 months after
completion of the construction activities. The As-built drawings shall include two sets of
hard copies and a soft copy prepared in AUTO-CAD format compatible with RLC
system.

Crossing Matrix. The Crossing Matrix shall be in accordance with the example
attached in Attachment N. RLC can assist in identifying the respective crossing
owner, if required.
In this context ‘crossings’ mean a location where the allocated corridor intersects
in plan (underground or overhead) with another corridor (Occupied , Partially
occupied or Unoccupied), as defined in the RLC Common Corridor Drawing # SK-
RLC-00170. This overall layout shall be submitted to RLC for review and Approval.

3. After obtaining the approval for the above overall layout, the QP/ EPC Contractor
shall submit the following details for RLC’s review & Approval.
i. The proposed piping routing Plan, including pipe dimensions and relevant
cross section details.
iii. Existing facilities in the same corridor & Known planned facilities.
iv. For underground installations, the Profile plan (longitudinal) showing the
proposed pipe elevation must be submitted. There must be a minimum
earth cover of 1.00 m with respect to the Finished Grade Level (FGL) or
Natural Ground Level (NGL) whichever is lower.
b. Crossing Details:
iii. While crossing existing and planned assets of other 3rd Parties, necessary
concurrence shall be obtained from the relevant asset owners.
iv. Anchor blocks shall be located at least 10 m away from the crossing
locations.
4. As-built drawings shall be submitted to RLC for records within 6 months after
completion of the construction activities. The As-built drawings shall include two sets
of hard copies and a soft copy prepared in AUTO-CAD format compatible with RLC
system.

ATTACHEMENT- F
TELECOM CORRIDOR
This corridor provides space for installing telecom cables for End Users, QP or Utility related
Telecom cables.
1. Conceptual pipeline routings must be finalised in consultation with RLC. This will be
done with reference to the latest revision of the RLC Common Corridor Drawing # SK-
RLC-00170, and inline with the RLIC development plans. After finalisation, submit the
conceptual routing for RLC’s review and approval.
2. After the routing is agreed in-principle and the requirements are known, the exact
location of the telecom duct within the Common Corridor will be advised by RLC.
3. The End-User will develop an overall routing layout clearly indicating the location within
the common corridor, with all crossings identified and numbered. In this regard a
drawing in Plan View is required clearly identifying all crossings with coordinates in
CGIS QNG95 and accompanied with an applicable Crossing Matrix. The Crossing
Matrix shall be in accordance with the example attached in Attachment N. RLC can
assist in identifying the respective crossing owners, if required.
In this context ‘crossings’ mean a location where the allocated telecom duct
intersects in plan (underground or overhead) with another corridor (Occupied ,
Partially occupied or Unoccupied), as defined in the RLC Common Corridor Drawing #
SK-RLC-00170. This overall layout shall be submitted to RLC for review and Approval.

4. After obtaining the approval for the above overall layout, the End-User shall submit
the following details for RLC’S review & Approval.
ii. RLC Corridor edges & the allocated telecom ducts with relevant coordinates
in CGIS-QNG95 system. Relevant dimensions shall be clearly given.
iii. Existing facilities in the same corridor & known planned facilities.
iv. The Profile plan (longitudinal) showing the proposed duct elevation, must be
submitted. There must be a minimum cover of 0.60 m with respect to the
Finished Grade Level (FGL) or Natural Ground Level (NGL) whichever is
lower.
b. Crossing Details:
iii. While crossing existing and planned assets of other 3rd Parties, necessary
concurrence shall be obtained from the relevant asset owners.
iv. The bottom elevation of the proposed pull boxes shall be clearly indicated in
the longitudinal section. This shall not be installed in a crossing location.
5. As-built drawings shall be submitted to RLC for records within 6 months after
completion of the construction activities. The As-built drawings shall include two sets of
hard copies and a soft copy prepared in AUTO-CAD format compatible with RLC
system.

LNG CORRIDOR:
This corridor provides space for installing End Users’ LNG Run Down pipelines to storage and/
or vessel loading facilities including the routing through the main Breakwater/ New main
breakwater.
1. Conceptual pipeline routings must be finalised in consultation with RLC. This will
be done with reference to the latest revision of the RLC Common Corridor Drawing
# SK-RLC-00170, and inline with the RLIC development plans. After finalisation,
submit the conceptual routing for RLC’s review and approval.
2. After the routing is agreed in-principle the End-User will arrive at the requirements
of the sub-corridor based on the process parameters. Once the width requirement
is optimized, the exact location of the sub-corridor within the Common Corridor will
be advised by RLC.
3. Once the sub-corridor is allocated, the End-User will develop an overall routing
layout clearly indicating the sub-corridor width, and location within the common
corridor, with all crossings identified and numbered. In this regard a drawing in
Plan View is required clearly identifying all crossings with coordinates in CGIS
QNG95 and accompanied with an applicable Crossing Matrix. The Crossing Matrix
shall be in accordance with the example attached in Attachment N. RLC can assist
in identifying the respective crossing owner, if required.

drawing # SK-RLC-02725 Rev.0, ‘Sketch-A1’ in the ‘attachment-O’.
b. Crossing Details:
iv. While crossing existing and planned assets of other 3rd Parties,
necessary concurrence shall be obtained from the relevant asset
owners.

ATTACHEMENT- H
LAYDOWN AREA
Temporary Site Facilities, Storage yards etc. that are planned in the allocated tract to the End-
user/Contractor by RLC under Temporary Land Lease Agreement for facilitating the
installation/construction activities, are known as Lay Down areas.
The End-User/Contractor shall submit the following details for RLC’s review. The review of
the details by RLC mainly focuses on the Health, Fire & Life Safety and Environmental
aspects.
Environmental Base line Assessment Study of the tract shall be done by the
contractor in coordination with RLC-RHE section prior to commencement of any
activity. Necessary request shall be made for this purpose by the End-User
/Contractor.
2. Site Levelling:
The Site levelling of the allocated tract shall be done only after getting necessary
approval from RLC taking into consideration the EBA recommendations also. If
good top soil exists and inspected by RHE section, the same has to be removed &
deposited in the location approved by RLP. The submission for site levelling must
contain the following:
c. The drainage and soak way details (All storm water generated inside the area
shall be managed within the area. In no case this could be let out into RLC
drains).
3. Fencing Details:
All temporary lay down areas must be properly fenced. All non-fenced areas will be
treated as common areas as defined earlier and RLC CPW procedure will be
applicable for all work in non-fenced area. The submission for the Fencing must
contain the following:
b. Details of Fence and Gates. There shall be minimum two exits (gates with
minimum wide of 6 m) from each enclosed area.
c. Fencing shall be covered with a cloth mesh, so as to avoid litter blowing from
the site due to wind.
d. Key Plan
These include the buildings, storage yards, work shops, fabrication shops etc. that
are built in lay down areas to facilitate construction. The submission for temporary
site facilities must contain the following;
a. The Layout showing the internal land use plan & building layouts.
b. Facilities like sand blasting & painting areas, concrete batching plant, chemical
storage, workshop- servicing area, fuel storage, sewage storage, location of DG
(Diesel Generator) sets etc. shall be explicitly shown in the layout drawings and
shall meet Environmental requirements as advised by RLC-RHE & RHF.
d. Details of Fire Alarm System, Emergency lighting, Fire extinguishers & Fire
water.
f. The internal road layout including the details of tie-in to the RLC road network.

ATTACHEMENT- I
Permanent access roads are the roads that interconnect the main Plant/Tank Farm/Camps/
similar permanent installations of an End-User with RLC road. This submission must have the
following details.
1. Conceptual Road Layout must be finalised in consultation with RLC based on the
relevant Traffic study reports. This layout will be done with reference to the latest
revision of the RLC Common Corridor Drawing # SK-RLC-00170 and inline with
the RLIC development plans.
2. After the conceptual layout is agreed, the End User /Contractor must develop the
detailed road drawings with all required details including the longitudinal profile
based on the agreed conceptual layout. Typical layout shall contain the following:
a. Alignment of road & Longitudinal Profile.
b. Existing facilities
c. Known planned facilities
d. Coordinates of Right Of Way (ROW) and at crossing locations in
CGIS-QNG95
e. Road markings & Traffic signage details as per QTM
f. Key Plan
3. In the layout, all crossings must be identified and numbered. In this regard a
drawing in Plan View is required clearly identifying all crossings with coordinates
in CGIS QNG95 system and accompanied with an applicable Crossing Matrix.
The Crossing Matrix shall be in accordance with the example attached in
Attachment N. RLC can assist in identifying the respective crossing owner, if
required.
In this context, ‘crossings’ mean a location where the allocated road intersects
in plan (underground or overhead) with another corridor ( Occupied ,
Partially occupied or Unoccupied) defined in the RLC Common Corridor Drawing
# SK-RLC-00170. This overall road layout shall be submitted to RLC for review
and Approval.

4. Depending upon the terrain if natural waterways /existing drains/future drains are
interrupted by the proposed road, necessary culverts shall be provided. This shall
be done in consultation with RLC.
5. After obtaining the approval for the above layout drawings, the End-User shall
submit the crossing details for RLC’S review & Approval.

6. While crossing existing and planned assets of other 3rd Parties, necessary

sets of hard copies and a soft copy prepared in AUTO-CAD format compatible
with RLC system.

Submission Category Code -010: LEE BREAKWATER & LIQUID PRODUCT BERTH
In the Lee Breakwater & Liquid Product Berths of RLC, the End-User has to route the pipes
through the pipe-racks/bridges previously constructed by RLC for the common use of the Liquid
Product Berth Occupiers. The following details are required for submissions related to Lee
Breakwater and Liquid Product Berth.
1. The conceptual pipeline routings along the existing pipe rack must be finalised in
consultation with RLC. This routing will be done based on the available space
and inline with the RLIC development plans.
2. After the routing is agreed in-principle, the End-User will arrive at the exact
location of pipelines based on the process parameters and the same shall be
approved by RLC.
3. After obtaining the approval for the above overall routing, the End-User shall
submit the following details for RLC’s review & Approval.
a. Piping Plan with proposed pipe dimensions, spacing and details of the
existing/planned assets in the same pipe-rack. There shall be cross-
sectional details showings different elevations of the pipe racks/bridges.
d. Existing facilities in the same pipe rack and known planned facilities.
g. Model review of the End Users designs shall be carried out in three
phases (viz. 30%, 60% and 90%).3D Model shall include all the existing,
known planned facilities/ utilities.
Since the pipes are routed through a pipe rack/bridge previously built by RLC, it
is mandatory for the End User to carry out necessary structural analysis & design
verifications, based on the piping stress analysis out put & other loads as per
applicable design codes and standards.
The Load Verification Table shall be updated and submitted to RLC for
review. This is to ensure that the existing pipe-rack is structurally adequate
to resist the loads from the proposed assets. The permission for hydro
testing will be given only after the satisfactory submission of the Load
Verification Table.
b. Surge Analysis:
End Users must carry out necessary surge analysis to ensure that the
forces transferred to the existing pipe-racks/ bridges are within the values
considered in the original design. In case, if it exceeds the same, separate
arrangement has to be proposed in consultation with RLC so that
excessive forces/stresses are not transferred to the existing members.
6. As-built drawings shall be submitted to RLC for records within 6 months after
completion of the construction activities. The As-built drawings shall include two
sets of hard copies and a soft copy prepared in AUTO-CAD format compatible
with RLC system.

K. CAMP SUBMISSIONS:
1. As per circular # 24/2006 dated 28th May, 2006 & # 31/2007 dated 5th April, 2007,
all labourers who are performing work at RLIC must be accommodated inside the
boundaries of RLIC. For this purpose the End-Users can utilise the existing RLC
camps if vacancies are available or build their own Camps, if not.
3. For building a new camp in the land allotted to the End-User/ Contractor for that
purpose, it is mandatory to submit all relevant information regarding proposed
camps to RLC for review and Approval. This shall be as follows:
b. All submissions related to camps shall be as per the relevant clause for
Technical Detail submission in the above Regulation.
4. As-built drawings shall be submitted as per above Camp Regulation. The As-built
drawings shall include two sets of hard copies and a soft copy prepared in
AUTO-CAD format compatible with RLC system.
