Model of Hiller and Bélanger (2001)

Hiller and Belanger developed a five stage maturity model of e-government defined as follows:

 Most basic form of electronic government,


Information  Government just simply posts the information on websites for
constituents.

 Government sites allow to constituents to communicate with the


Two-way government and make simple requests and changes,
Communicatio  Online requests supply sites where peoples can fill in information
n requests.

 Peoples can react with the government and conduct transactions

 With web-based self-services replacing public servants in these cases.

 All services are connected


Integration  A single portal can be used to access all electronic government
services.

Participation  Government sites that provide voting, registration or posting


comments online.

Wescott Maturity Model (2001)


Wescott developed a six stage maturity model of e-government that focuses on the development
of e-government in the Asia-Pacific region. The authors concluded that most of the Asia-Pacific
countries are still in the initial phases of e-government. The maturity model is defined as follows:

Establish an Internal E-mail  Setting up an email system and internal network


System and the Network  E-mail systems to improve information sharing,
coordination and feedback.

Enabling Inter-organizational  Information is department centric,


and Public Access to  Shared between organizations and
Information  Accessed by the public over the internet.

Allowing Two ways of  Online services


Communication  The citizens can make suggestions using emails or ask
questions in forums and receive answers.

value  The citizen can make secure payments on the Web.

Promoting Digital Democracy  Focuses on empowering the civil society,


 Allowing citizens to vote and express their opinions
and feedback.
Joined-up Government  Citizens can execute services without knowing which
government agency is responsible for
 Vertical and horizontal integration is present at this
stage.
