HUB Legal Department Case

Against Dr David Horgan
©2020 Dr Romesh Senewiratne-Alagaratnam

In late 1995 and early 1996 I was asked by John Smith, the non-medical
‘registrar’ of the Medical Practitioners’ Board of Victoria, to attend
appointments with the Melbourne psychiatrist David Horgan. These were
supposedly for “independent medical reports” into my mental state. I was 35
years old at the time.

Horgan has not aged much since I saw him 25 years ago. I suspect that he dyes
his hair. He is also soliciting donations for his “charities”, ostensibly to prevent
suicide in the “community”. He has been doing this for several decades,
initially with a website www.depression.com.au.

According to this website Horgan “owns” several other websites, all seeking to
profiteer through marketing “depression” and its treatment, with a focus on
drugs. He claims that depression is an illness like a heart attack or diabetes and
caused by “a breakdown in your normal chemistry” caused by “stress”. This is a
hoary old drug company justification for chemicals (drugs) to treat “chemical
imbalances”.

On his “youth suicide” and “after suicide” pages Horgan claims that 95% of
people who commit suicide have a “depressive illness”, which he stresses can
be successfully treated. This is where the devil is in the details. He mentions
“counselling” last and a long list of “medications” first. He presents an
ostensible list of “side-effects” of these drugs but the information is
incomplete and misleading. His page on CBT (Cognitive Behaviour Therapy) is
laughable. Inexcusably, he promotes a range of dopamine-blocking
“antipsychotic drugs” as “mood stabilisers”, which they are not. Though he
mentions tardive dyskinesia as a possible side-effect of these drugs he fails to
mention that they cause the very “symptoms of depression” that he lists on a
“depression questionnaire”. He lists 20 symptoms, including poor
concentration when watching TV, loss of motivation and lack of enjoyment of
activities.

It is well established that dopamine-receptor blockade in the Limbic System

from so-called “antipsychotic drugs” causes anhedonia (lack of feelings of
pleasure). They also cause a range of other health problems including obesity,
diabetes and other metabolic problems, slurred speech, movement disorders
and sialorrhoea (drooling due to hyper-salivation).
