WHAT IS GREEN BUILDING?
“Green building is the practice of creating structures and using
processes that are environmentally responsible and resource-
efficient throughout a building's life-cycle: from siting to design,
construction, operation, maintenance, renovation, and
deconstruction. This practice expands and complements the
classical building design concerns of economy, utility, durability,
and comfort.”

WHY GREEN BUILDING?
• Save energy and resources, recycle materials and minimise
the emission of toxic substances throughout its life cycle
• Harmonise with local climate, traditions, culture and the
surrounding environment
• Able to sustain and improve the quality of human life whilst
maintaining the capacity of the ecosystem at local and global
levels
• Efficient use of resources, have operational saving

RESISTANCE AGAINST GREEN BUILDING
INITIATIVES
• Limited knowledge and expertise in sustainable design &
management (lack of life cycle cost analysis knowledge)
• Lack of directives from top management
• Lack of integrated design team
• Separation of capital and operating budgets (whole life cost
not considered)
• Perception of longer completion & higher initial/capital costs
of green building

ELEMENTS OF GREEN BUILDING THAT
CONTRIBUTES TO SUSTAINABILITY
• Energy efficiency / renewable energy – reduce CO2 emission
to atmosphere (less greenhouse effect)
• Water efficiency – preservation of water resources, reduce
need of water treatment process
• Regional materials – reduce material transportation
• Material / waste management – preserve resources, reduce
dumping waste to the Earth soil
• Sustainable timber – reuse, recycle, use of timber from
planted trees

GREEN BUILDING INDEX MALAYSIA (GBI)
- What is it?
• Environmental rating system developed by PAM (Pertubuhan
Arkitek Malaysia / Malaysian Institute of Architects) and
ACEM (the Association of Consulting Engineers Malaysia)
• Fundamentally derived from existing rating tools, including
the Singapore Green Mark and the Australian Green Star
system
• Extensively modified for relevance to the Malaysian tropical
weather, environmental context, cultural and social needs
• Applying to MS1525:2007 Code of Practice for Energy
Efficiency and Renewal Energy for Non-Residential Buidling

GREEN BUILDING INDEX MALAYSIA (GBI)
- What is it?
• Launched by the Government on 21st May 2009
• Building owners obtaining GBI Certificates from 24th October
2009 until 31st December 2014 shall be given income tax
exemption equivalent to the additional capital expenditure
in obtaining such certificates
• Buyers purchasing buildings with GBI Certificates within the
above same period be given stamp duty exemption on
instruments of transfer of ownership.

- Objectives
• Define green building by establishing a common language
and standard of measurement
• Promote integrated, whole-building design
• Recognise and reward environmental leadership
• Transform the built environment to reduce the
environmental impact of development

existing buildings are refurbished and thereafter sustained
properly to remain relevant

Application & Registration • Complete and submit the GBI
Application Form with the
Applicant’s contact details,
project information and
supporting documents to
Greenbuildingindex Sdn Bhd
(GSB). The Registration Fee will
be set depending on the size of
the project. Upon payment of
the fees, a GBI registration
number will be given and the
GBI Terms and Conditions will
be signed between the
Applicant and GSB. A GBI
Certifier will then be appointed
for the project.

STAGE 2 Design Assessment (DA)

Design Assessment (DA) • When the Applicant is ready he may then


submit the project for GBI Design Assessment
(DA) either directly or through an appointed
GBI Facilitator. Submission should be done
when all key criteria of the design are
finalised and preferably before the
commencement of construction so as to
enable the project to be monitored and
assessed in its entirety. The GBI Certifier will
then undertake the Design Assessment for
GSB. This may involve a presentation by the
Applicant and their Project Design Team or by
the GBI Facilitator. The GBI Certifier will upon
completion, table the assessment report to
the GBIAP to register and award the
certification. The provisional GBI Design
Assessment certification will then be issued
with the accompanying GBI score sheet to
show the scores achieved.

THE GBI RATING SYSTEM
• Achieving points in these targeted areas will mean that the building
will likely be more environment-friendly than those that do not
address the issues. Under the GBI assessment framework, points will
also be awarded for achieving and incorporating environment-friendly
features which are above current industry practice.
