AN ORDER CREATING THE BARANGAY VERIFICATION TEAM (BVT) OF (INSERT NAME

OF BARANGAY) IN LINE WITH THE IMPLEMENTATION OF NATIONAL HOUSEHOLD
TARGETING SYSTEM FOR POVERTY REDUCTION/LISTAHANAN 3

WHEREAS, Executive Order (EO) No. 867 series of 2010, mandates the Department of Social
Welfare and Development (DSWD) to implement the National Household Targeting System for Poverty
Reduction (NHTS-PR), also known as Listahanan, to establish a system for identifying who and where the
poor households are, maintain the system that will serve as repository of the data on poor households, update
the data every four years, and share the data - especially to NGAs – which shall serve as basis in the
selection of beneficiaries of social protection programs nationwide;

WHEREAS, in line with the updating of Listahanan database of poor households, the DSWD shall
conduct validation and finalization phase prior to the data sharing;

WHEREAS, the said phase of Listahanan provides an opportunity for the community and the local
government units to review the initial list of poor households generated after the initial application of proxy
means test (PMT) for transparency. It further upholds transparency and public accountability for the
integrity of the database of list of poor households, and minimizes inclusion and exclusion errors in the final
list of poor households;

WHEREAS, the arising issues from the initial list can be best resolved through the creation of
Local Verification Committee (LVC) at the city/municipal level and Barangay Verification Team (BVT)at
the barangay level. Hence, there is a need to create a BVT to ensure the effective implementation of
Listahanan 3;

NOW, THEREFORE, I (NAME OF THE BARANGAY CHAIRPERSON), Punong Barangay

of (inset name of the Barangay), by virtue of the power and authority vested in me by law, do hereby order
the creation of Barangay Verification Team (BVT) of (insert name of the Barangay), as follows:

Section 1. Composition of the Barangay Verification Team (BVT). The BVT shall be composed of six
members which shall be composed of the following:

Section 2: Functions. The BVT shall:

 a. Reviews appeals or grievances from the community, together with the AS;
b. Evaluates grievances for merit using the Grievance Evaluation Form; and
c. Submits filled-out Grievance Evaluation Form with corresponding recommendations to the LVC.
Section 3. Effectivity. This Order shall be take effect immediately.
