WORLD NETWORK OF BIOSPHERE RESERVES – SEPTEMBER 2010
UNESCO’s Man and the Bio-
sphere (MAB) Programme was
launched in 1971 with the aim of
promoting interdisciplinary re-
search, training, and communi-
cations in the field of ecosystem
conservation and the rational
use of natural resources. The
MAB Programme is suited to re-
spond to the results of the 1992
United Nations Conference on
Environment and Development
(UNCED) and especially the ob-
jectives of the Convention on
Biological Diversity.
Biosphere reserves are areas of
terrestrial and coastal marine
ecosystems which are interna-
tionally recognized under the
MAB Programme. Biosphere
Reserves are much more than
just protected areas as they are
designed to promote and dem-
onstrate a balanced relationship
between people and nature.
They are nominated by national
governments and remain under
the sovereign jurisdiction of the
States where they are situated.
Biosphere reserves form a
World Network for promoting co-
operative research and monitor-
ing as well as exchanges of in-
formation. A key element of this
Network is the development of
strong regional sub- networks.
The definition, criteria and des-
ignation procedure of biosphere
reserves are set out in the Statu-
tory Framework adopted by the
UNESCO General Conference
in 1995. The Seville Strategy for
Biosphere Reserves identifies
objectives for biosphere re-
serves at the site, national and
international levels. Many sites
have been designated for over
ten years and hence are subject
to the Periodic Review foreseen
under Article 9 of the Statutory
Framework. This Review aims to
encourage the authorities con-
cerned to revise the status and
functioning of their biosphere
reserves in the light of the Statu-
tory Framework.
This review can lead to im-
proved integration of conserva-
tion, development and scientific
research concerns in existing
biosphere reserves, extension of
existing biosphere reserves, and
the establishment of trans-
boundary biosphere reserves for
enhanced international coopera-
tion to sustainably manage
shared ecosystems.

Le programme sur l’Homme et
la biosphère (MAB) a été lancé
en 1971 afin de promouvoir la
recherche interdisciplinaire, la
formation et la communication
dans le domaine de la conserva-
tion des écosystèmes et de
l’utilisation rationnelle des res-
sources naturelles. Le Pro-
gramme MAB peut ainsi répon-
dre aux préoccupations de la
Conférence des Nations Unies
sur l’Environnement et le déve-
loppement durable (CNUED) et,
en particulier, aux objectifs de la
Convention sur la Diversité bio-
logique.
Les réserves de biosphère sont
des aires portant sur des éco-
systèmes terrestres et cô-
tiers/marins reconnues au ni-
veau international dans le cadre
du Programme MAB. Les réser-
ves de biosphère sont beaucoup
plus que de simples aires proté-
gées puisque leur objectif est de
promouvoir et de démontrer une
relation équilibrée entre les po-
pulations et leur environnement.
Elles sont proposées par les
gouvernements nationaux et
demeurent sous la juridiction
souveraine des Etats où elles
sont situées. Les réserves de
biosphère forment un Réseau
mondial qui permet de promou-
voir la recherche en coopéra-
tion, la surveillance continue et
l’échange d’informations. Un
élément clé de ce Réseau est la
constitution de sous-réseaux ré-
gionaux très actifs.
La définition, les critères et la
procédure de désignation des
réserves de biosphère sont éta-
blis par le Cadre statutaire adop-
té par la Conférence générale
de l’UNESCO en 1995. La Stra-
tégie de Séville pour les réser-
ves de biosphère définit des ob-
jectifs pour les réserves de
biosphère à différents niveaux,
celui des sites, et aux niveaux
national et international. De
nombreux sites ont été désignés
depuis plus de dix ans et doivent
donc faire l’objet de l’examen
périodique prévu à l’article 9 du
Cadre statutaire.
Cet examen vise à encourager
les autorités concernées à revoir
l’état et le fonctionnement de
leurs réserves de biosphère à la
lumière des critères du Cadre
statutaire.

El Programa de la UNESCO so-
bre el Hombre y la Biosfera
(MAB) fue lanzado en 1971 con
el fin de promover la investiga-
ción interdisciplinaria, la forma-
ción y la comunicación en el
campo de la conservación de
los ecosistemas y de la utiliza-
ción racional de los recursos na-
turales. El Programa MAB res-
ponde así a las preocupaciones
de la Conferencia de las Nacio-
nes Unidas sobre el Medio Am-
biente y el Desarrollo y, en par-
ticular, a los objetivos de la
Convención sobre la Diversidad
Biológica.
Las Reservas de Biosfera son
zonas de ecosistemas terrestres
o costeros/marinos, o una com-
binación de los mismos, recono-
cidas en el pIano internacional
como táles en el marco del Pro-
grama sobre el Hombre y la
Biosfera (MAB) de la UNESCO.
Las Reservas de Biosfera son
mucho más que simples zonas
protegidas dado que son desig-
nadas para promover y demos-
trar una relación equilibrada en-
tre las poblaciones y la natura-
leza. Las Reservas de Biosfera
son propuestas por los gobier-
nos nacionales y quedan bajo la
soberanía de los estados donde
están ubicadas.
La definición, los criterios y el
procedimiento de designación
de las Reservas de Biosfera es-
tán establecidos en el Marco Es-
tatutario adoptado en 1995 por
la Conferencia General de la
UNESCO. La Estrategia de Se-
villa para las Reservas de Bios-
fera identifica los objetivos de
las Reservas de Biosfera a nive-
les de reserva individual, nacio-
nal e internacional. Muchas de
las Reservas de Biosfera han
sido designadas desde hace
más de diez años y, en conse-
cuencia, son objeto de una Re-
visión Periódica prevista bajo el
Artículo 9 del Marco Estatutario.
El propósito de esta Revisión
Periódica es el de incitar a las
autoridades pertinentes a revi-
sar sus Reservas de Biosfera
según los criterios establecidos
por el Marco Estatutario.
Esta Revisión puede conducir a
una mejor integración de la con-
servación, del desarrollo y de la
investigación científica en las
reservas de biosfera existentes,
a la extensión de las mismas o a
la creación de reservas de bios-
fera transfronterizas para refor-
zar así la cooperación interna-
cional en vista de una gestión
durable de los ecosistemas co-
munes.
