FUNCTION
The command initiates the answer printout CELL RESOURCES. A printout ordered for ALL cells will give
total numbers per channel type of how many channels are available, that is deblocked, in the cell. When
individual cells are given, additional information is also printed for all individual configured channels
(whether blocked or deblocked). The additional information is presented per channel group where
applicable.
If the parameter DETAIL is given the TCH channels will be given as separate numbers for each combination
of channel rate and speech version.
The command is not valid for external cells, that is, cells belonging to another BSC.
The order does not remain after system restart.

FUNCTION
This command prints out all administration data that has been previously set by command for one or more
managed object instances or for all managed object instances in a managed object class.
An answer printout RADIO X-CEIVER ADMINISTRATION MANAGED OBJECT DATA shows the managed
object instance and the values of the data currently set for it.
The order does not remain after a system restart.

FUNCTION
Command RXESI is used to bring managed objects into service from prepost service. Up to 32 managed
objects can be specified. The managed objects must be defined, that is, in state DEF.
The answer printout RADIO X-CEIVER ADMINISTRATION MANAGED OBJECT IN SERVICE COMMAND
RESULT will be printed giving the result of the order for each of the managed object instances specified by
the MO parameter.
The result printout RADIO X-CEIVER ADMINISTRATION MANAGED OBJECT IN SERVICE RESULT will
be printed for each managed object that received an ORDERED command result when the command is
executed.
The order in which the managed objects are brought into service in BTS Logical Model G01 is TG before the
corresponding TRXC, TX and TF; and TRXC before the corresponding TS and RX.
The order in which the managed objects are brought into service in BTS Logical Model G12 is TG before the
corresponding CF; and CF before the corresponding IS, CON, TRXC, TF and DP; and TRXC before the
corresponding RX, TX and TS.
Once a managed object has been brought into service it will initially be manually blocked, that is, in state
COM. An attempt is then made to load the managed object.

This command orders the manual deblocking of one or more managed object instances.
Up to 32 managed object instances may be specified in one command.
The answer printout, RADIO X-CEIVER ADMINISTRATION MANUAL DEBLOCKING OF MANAGED
OBJECT COMMAND RESULT, will be printed, giving the result of the deblocking order for each of the
managed object instances specified by the MO parameter.
For each managed object instance that receives an 'ordered' command result, a subsequent result printout,
RADIO X-CEIVER ADMINISTRATION MANUAL DEBLOCKING OF MANAGED OBJECT RESULT, will
be given when the deblocking order is completed.
If this managed object instance was the last manually blocked object in a transceiver group
that was still in service, the observation alarm will be ceased.
The order remains after system restart.

FUNCTION
This command orders the manual blocking of one or more managed object instances.

The answer printout RADIO X-CEIVER ADMINISTRATION MANUAL BLOCKING OF MANAGED
OBJECT COMMAND RESULT will be printed, giving the result of the blocking order for each of the
managed object instances specified by the MO parameter.
For each managed object instance that receives an 'ordered' command result, a subsequent result printout
RADIO X-CEIVER ADMINISTRATION MANUAL BLOCKING OF MANAGED OBJECT RESULT will be
given when the blocking order is completed.
If the FORCE parameter is given, the blocking order will be executed immediately, and the managed object
instance will be taken out of operation. This will result in handover attempts for the traffic channels
associated with each object. If the handover attempts fail this will result in the immediate termination of
traffic associated with each object.
If the FORCE parameter is not given, the blocking order will be handled in the following manner for each of
the specified managed object instances:
MO Class TS: Blocking of the managed object instance will be delayed until traffic it is carrying has
terminated for other reasons. If the managed object instance is carrying a broadcast control channel, the
blocking order will not be accepted.
MO Class RX: The blocking order will fail if the managed object instance in question, is carrying a physical
channel.
MO Classes TX and TF: The blocking order will fail if the managed object instance in question is enabled.
MO Class TRXC: The blocking order will fail if either the TRXC is currently carrying the TGC application
for the Transceiver Group in BTS Logical Model G01, or within BTS Logical Model G12 the TRXC has
subordinate TX objects that are enabled.
MO Class IS, CON and DP: The blocking order is always successful.
MO Class CF: The blocking order will fail if there are any subordinate TS objects that are enabled.
MO Class TG: The blocking order will always fail. The FORCE parameter must be used to block a managed
object instance of class TG.
A successful blocking of a managed object instance will cancel all alarms due to faults in the equipment.
If this object now becomes the first manually blocked object in the transceiver group that is still in service, an
observation alarm will be issued.

COMMAND RESULT will be printed giving the result of the command for each managed object.
The order in which the managed objects are brought out of service in BTS logical model G01 is TS and RX
before the corresponding TRXC; and TRXC, TF and TX before the corresponding TG.
The order in which the managed objects is brought out of service in BTS logical model G12 is RX, TX and TS
before the corresponding TRXC; and IS, CON, TRXC, TF, and DP before the corresponding CF;and CF
before the corresponding TG.
The order remains after system restart.

FUNCTION
This command initiates the answer printout RADIO X-CEIVER ADMINISTRATION TG TO
CHANNEL GROUP CONNECTION DATA, which can show either the channel groups connected to
one or more TGs, or a list of channel groups connected to all the TGs of the specified managed
object type.
This command will also give a list of connected TG's to a cell when the cell name is given. MOTY
must be used in this case.

FUNCTION
The command orders a printout of device data. The printout DEVICE DATA IN BSC is received for specified
devices, all devices of a device type, or all devices. If the parameter PPS is specified in the command, then
only devices which are in Pre-Post Service State will be included on the printout.
If the parameter PPS is omitted, then only devices which are not in Pre-Post Service State will be included on
the printout. Up to sixteen (16) such commands may be given simultaneously.

All DEVICE DATA printouts are interrupted and terminated on commencement of an EXCHANGE DATA
command, to prevent the possibility of out-of-date printouts being obtained.

DATA, indicates how each managed object specified in the MO parameter is configured.
When the managed object class TG is specified, managed object configuration data for all related RX, TS, TX
and DP are printed.

CHGR=chgr Channel group. Numeral 0 - 15.
ALL All channel groups within the cell. Default value is ALL.
STATE=state State.
ACTIVE The cell or channel group is active.
HALTED The cell or channel group is halted.
FUNCTION
The command is used to change the state of a cell or channel group. When the command is executed,
configuration of the cell or channel group will take place. A successful activation is immediate and gives the
procedure printout EXECUTED. A command to halt if accepted gives the procedure printout ORDERED.
The result printout CELL STATE CHANGE RESULT is received after the ordered halting is successful,
which happens only when all channels in the cell or channel group(s) have been removed. Commands in
block RCCA will not be accepted until the completion of an expected result printout. When activating,
faultcodes are given if certain mandatory data, including locating data for overlaid subcells, have not been
defined. Each channel group, or the cell to be activated, must be connected to a transceiver group, and have
at least one frequency defined for it. Size alteration event 0 must be performed before activating a cell or
channel group 0. It is allowed to order activation of all channel groups in a cell when some but not all of

them are active already. Specific channel groups may be halted without halting the cell. The cell becomes
halted when all channel groups within the cell have been halted. An observation alarm printout CELL
RESTRICTION ACTIVATED is obtained when a previously active cell or channel group is set to state
HALTED. The alarm is only set once per BSC, and it will remain as long as there is at least one previously
active cell or channel group in state HALTED. The command is not valid for external cells, that is cells
belonging to another BSC. The order remains after system restart.

This command prints the connection data of the SNTs.
When indicating one or several SNT connection points, the connected SNTs are printed. If the specified SNT
is SNT with Subordinate SNT (SUBSNT) and protection then the equipping level, equipment protection and
the SUBSNTs are also printed.
When indicating one or several SNTs, the corresponding SNT connection points and the connected devices, if
any, are received. The Digital Path (DIP) is given if connected. If the parameter DIPINF is specified, the
information is output with regard to the DIP, otherwise the information is output with regard to SNTP. If the
specified SNTP supports protection then the equipping level, equipment protection are also printed. The
parameter DIPINF has no meaning in case SNT is SNT with SUBSNTs and protection.

Function
The command is used to print cell location area data that is printed in the answer printout LOCATION AREA
DATA. This shows all internal cells in the BSC belonging to a given location area. If ALL is given, it shows
all internal cells in the BSC belonging to all location areas defined in the BSC.
The command RAEPP can be used to see how many digits mnc must have.

PNO=pno Package number
This is used if there are more than 82 command characters in the page text, as this is the
maximum number of command characters that can be entered with one command. For a
longer page, the text is appended by using the command again. The package number indicates
the current part of the message.
1 First part of the message, that is up to 82 MML or HEX command characters.
2 Second part of the message, will be appended to package number 1.
If the parameter PNO is omitted then this indicates that the message page is fully defined using
the command only once.

TEXT=text Text in a message page
The permitted command characters are determined by the value given for the parameter
MODE in command RLMBI , or by its default value.
If text is entered in MML format, characters permitted are alphanumeric characters and
graphical characters.
Permitted alphanumeric characters are: 0, 1, 2, 3, 4, 5, 6, 7, 8, 9, A, B, C, D, E, F, G, H, I, J,
K, L, M, N, O, P, Q, R, S, T, U, V, W, X, Y, and Z

Four additional language specific characters from the GSM character set can also be used.

Each argument must be surrounded by quotation marks, if it contains non-alphanumeric
characters, that is to say characters other than A - Z and 0 - 9.
Quotation marks in the message text are entered twice in the string.
If text is entered in HEX format, the permitted command characters are the ones representing
hexadecimal numbers, that is 0, 1, 2,...9, A, B, C, D, E, F. Each character represents four bits
in an octet of the message. Quotation marks are not needed.

Function
This command defines and changes the message text in a page of a Short Message Service Cell Broadcast
(SMSCB) message.
Text can be entered using the MML character set or it can be entered in hexadecimal mode, allowing the full
GSM character set to be represented.
In hexadecimal mode, when 8-bit encoding scheme is used, the text entered is not broadcast as 4-bit
characters, but as octets (8 bits). That is, the first octet entered in the TEXT parameter is the first octet
received by a mobile station. If a full message page text contains an odd number of hexadecimal characters,
the last character is broadcast as the 4 least significant bits of the last octet.
If the message coding is 7-bit, as specified by command RLMBI , then the text broadcast will only contain a
whole number of GSM characters, that is an exact multiple of 7 bits. Unused text is padded with null
characters which are in fact "carriage return" characters. The last 5 bits of the message text are always set to
zero.
If the message coding is 8-bit, as specified by command RLMBI , then the coding is user-defined. Unused text
is padded with null characters which are "carriage return" characters. If an uneven number of HEX
command characters is specified then the last character is ignored. This character will not be broadcast on
the air-interface and will not be printed when command RLMBP is used to print the message text. Unused
text is padded with null characters which are "carriage return" characters.

If LANG is 17 or MCO is 16, as specified by command RLMBI , then the user character is Universal
Multiple- Octet Coded Character. 16-bit encoding scheme is used. If a full message page text does not
contain an even multiple of 4 number of command characters, then the last command characters that do not
form a full 16-bit user character are truncated. Unused text is padded with null characters.
If the text contains more than 41 command characters including delimiting quotations then the argument
must be repeated. The argument may only be entered twice in one command. Each argument is appended
onto the previously given part of the text. If the page text contains more than 82 command characters the
command must be repeated with another package number (PNO). A maximum of 93 MML command
characters or 164 HEX command characters can be entered for a message page. However, if LANG is 17, the
message text shall then be entered starting with two 7-bit default alphabet character representation of the
language encoded according to ISO 639. This is padded to the octet boundary with two bits set to 0 and then
followed by a maximum of 160 HEX command characters (equals to 40 user characters for a message page)
of UCS2-encoded message. If LANG is 16, as given by command RLMBI , 7-bit encoding is used. The
message text shall then be entered starting with two 7-bit default alphabet character representation of the
language encoded according to ISO 639, followed by a carriage return (CR) character. The CR character
can then be followed by 90 7-bit characters of text.If the message coding is 7-bit, as given by command
RLMBI , then the last 5 bits of the 82 octets of the message text are always set to zero by the BSC.
The message is for sending on the Cell Broadcast Channel (CBCH) and its distribution is according to the
time parameters specified in command RLMTI .
PNO=1 interrupts broadcast until PNO=2 is defined.

The command sequence defines the message text data. The message identifier is 35. The message
code is 44. The geographical scope of the message is 1. There are 12 pages in this message. The
data is entered in HEX mode. Regarding the order of bits broadcast on the CBCH, in this example
octet "01" is transmitted, then "23", "45", and so on, corresponding in time order to bits 1000 0000
1100 0100 1010 0010, and so on.

The geographical scope of the message is 2. There are 2 pages in this message. The data is entered
in MML mode. In the example the data occupies part of an SMSCB message and the remaining

Function

This command defines a Short Message Service Cell Broadcast (SMSCB) message, including the information
which is to be broadcast as a message header. The command also connects cells to a previously defined
message or to a new message.
The message text is defined using the command RLMBC . Messages are broadcast on the Cell Broadcast
Channel (CBCH).
The parameters UPDATE, NUMPAGES, LANG, MCO, MCL, and MODE are defined the first time when
RLMBI is used with a new combination of ID, CODE, and GS. The default values are used, if the parameters
are not specified. Once these parameters have been set then it is not possible to alter them by a subsequent
use of command RLMBI with the same combination of ID, CODE, and GS.
The distribution period and rate for a message concerns all cells connected to it.
It is possible to define up to 96 message pages in a cell. The maximum number of pages in a single message is
15. Thus a cell can for example be connected to 96 single messages, or six 15-pages messages and one 6-
pages message. A cell cannot be connected to a message if there are not enough empty pages in the cell for
all message pages.
When LANG is 16, the parameter MODE defaults to HEX and value MML is not accepted to the parameter
MODE.
When LANG is 17, the parameter MODE defaults to HEX and value MML is not accepted to the parameter
MODE. A mobile station not supporting UCS2 coding will present the two character language identifier
followed by improperly interpreted user data.
When MCO is 16, the parameter MODE defaults to HEX and value MML is not accepted to the parameter
MODE.

The translation from the user languages to HEX format according to ISO/IEC 10646-1 should be done before
HEX characters are input in the command.
Different mobile station models might have implemented different ways of interpreting the data coding
scheme sent in the SMSCB message, represented by MCO=16 or LANG=17. Therefore, the definition of
messages using UCS2 encoding can be done in the two ways described above.
The parameters MCO and MCL exclude the parameter LANG.
Default values for the following parameters are permanent exchange data: LANG, MCL, MCO, MODE,

sent on the CBCH in that cell. The value of the CBCH load is printed by the command RLMTP .
The broadcast times are removed when the message is deleted using command RLMBE .
It is not possible to define a distribution period for a message if there is no cell connected to the
message.
If the distribution period for a message is over, then command RLMTI can be used to define a new
set of distribution times for this message.

parameter is valid only for internal cells, that is cells belonging to the current
BSC.

YES The cell is to be changed from a normal cell to an extended range cell.
NO The cell is to be changed from an extended range cell to a normal cell.

Function
Format 1
This command format changes data in a cell.

If the cell is an internal cell the command is only permitted if the cell state is HALTED.
Note that the parameter AGBLK must be set to 1 or greater when short message service cell broadcast is in
use, that is when the channel CBCH has been defined.
By system default one SDCCH/8 without CBCH is provided in the cell if the BCCH frequency for the cell is
defined and the type of BCCH is non-combined.
The maximum range for the locating parameters MAXTA and TALIM are greater for an extended range cell
than for a normal cell.
When COMB and COMBC are not specified the default is a NCOMB BCCH. COMBC, COMB and NCOMB
all refer to the type of BCCH.
The command RAEPP and the Application Information for block ROEPC can be used to see how many digits
mnc must have.
Parameter NEWNAME is used to change the name of a cell.
If the cell belongs to the current BSC, it may be defined as extended range if the feature extended range cell
is available. The availability of this feature is dependent on commercial agreements.
A cell with subcell structure can only be defined as extended range if the feature extended range cell
(enhanced version) is available. The availability of this feature is dependent on commercial agreements.
If a cell with subcell structure is changed from normal to extended range then the underlaid subcell will have
extended range and the overlaid subcell will have normal range.
A Timeslot Number (TN) value other than 0 or 2 is not valid for an extended range cell.
It is not allowed to define an extended range cell when GPRS support is activated.
If the cell system type is GSM 900, BCCHNO may be defined in the G1-band if the feature Support for
Extended GSM 900 Frequency Band is available and defined in the UIC-band if the feature Support for
Railways GSM 900 Frequency Band is available. The availability of these features is dependent on
commercial agreements.
The frequency bands G1 and UIC cannot be used by GSM Phase 1 mobiles. The BCCH carrier must be
placed in the primary band if Phase 1 mobiles need to be supported by the cell.
The frequency band UIC cannot be used by E-GSM (primary and G1-band) mobiles. The BCCH carrier must
be placed in the primary or G1-band if only E-GSM mobiles should be supported.
For cell system type GSM 900, if the BCCH is defined in an extended band and the range of the Absolute
Radio Frequency Channel Numbers (ARFCNs) in the cell exceeds 112 , the number of ARFCNs is restricted
to 22. A channel group may consist of frequencies from different GSM bands. Changing the BCCHNO
parameter is dependent on other frequencies in channel group 0. If the BCCH is defined in the primary band
other frequencies in channel group 0 are only allowed in the primary band. If the BCCH is defined in the G1-
band other frequencies in channel group 0 are only allowed in the primary and the G1-band.

Format 2
This command format changes the parameter BCCHNO in a cell independent of the cell state.
If the cell system type is GSM 900, BCCHNO may be defined in the G1-band if the feature Support for
Extended GSM 900 Frequency Band is available and defined in the UIC-band if the feature Support for
Railways GSM 900 Frequency Band is available. The availability of these features is dependent on
commercial agreements.
The frequency bands G1 and UIC cannot be used by GSM Phase 1 mobiles. The BCCH carrier must be

Function
The command is used to delete an internal or external cell in the BSC. All neighbour relations to the
cell are automatically deleted. If it is an internal cell, that is the cell belongs to the current BSC, the
command is only permitted in cell state HALTED.

The command will delete the existing cell HLM1 in the BSC. All neighbour relations to the cell are
automatically deleted.

Function
This command adds ARFCNs to an existing ACTIVE or HALTED channel group.
If the cell system type is a GSM 900 system, ARFCNs in the extended G1-band may be defined if the feature
Support for Extended GSM 900 Frequency Band is available. ARFCNs in the extended UIC-band may be
defined if the feature Support for Railways GSM 900 Frequency band is available.
For cell system type GSM 900, if the Broadcast Control Channel (BCCH) is defined in an extended band and
the range of the ARFCNs in the cell exceeds 112, the number of ARFCNs is restricted to 22. A channel group
may consist of frequencies from different GSM 900 bands, adding frequencies in channel group 0 depends on
the band where the BCCH is located in the cell. If the BCCH frequency is defined in the P-band other
ARFCNs are only allowed in the P-band. If the BCCH is defined in the G1-band other ARFCNs are only
allowed in the P-band or the G1-band.
If the cell system type is a GSM 1800 or GSM 1900 system and if the range of ARFCNs in the cell exceeds
112, the number of ARFCNs is restricted to 18 per cell.
Only 15 ARFCNs are allowed in channel group 0. This is because one ARFCN is reserved for the BCCH.
The channel group parameter is mandatory if channel groups other than channel group 0 exist for the cell.
The current Base Transceiver Station (BTS) version may have specific parameter restrictions. See "BTS

Function
This command changes SDCCH/8 configuration data in a cell or channel group. The time slotnumber is a
cell level parameter in that all SDCCH/8 in a cell reside on the same timeslot number. The system default is
timeslot number two for both normal and extended range cells.
Parameter CCHPOS can only be used for channel group zero. For other channel groups CCHPOS is always
equal to TN and can not be changed. When parameter CCHPOS is set to BCCH, all SDCCH/8 in channel
group zero will be placed on the BCCH frequency. The first SDCCH/8 will be placed on timeslot number one,
the next will be placed on timeslot number two and so on. For extended range cells, only even timeslot
numbers can be used, starting with timeslot number two. When parameter CCHPOS is set to BCCH , and if
parameter TN is entered, it does not affect the configuration in channel group zero. The maximum number of
SDCCH/8 that can be added to channel group zero is seven for normal cells and three for extended range
cells. By system default one SDCCH/8 without CBCH is provided in the cell if the BCCH frequency for the
cell is definedand the type of BCCH is non-combined. It is possible to have up to 16 SDCCH/8 per cell.
This number is reduced by one if an SDCCH/4 is defined for the cell. The total number of SDCCH/8 in the
cell must not be greater than the number of frequencies in the cell. The number of SDCCH/8 in the channel
group must also not be greater than the number of frequencies in the channel group. This does not apply if
channel group is zero and if parameter CCHPOS is set to BCCH. If the number of required Basic Physical
Channels (BPCs) is not sufficient for the number of SDCCH/8 required, the surplus SDCCH/8 are not
configured. If parameter CBCH is specified then one logical SDCCH in one SDCCH/8 is replaced by a

CBCH. CBCH may not be specified for a channel group within the overlaid subcell. It is not possible to
define more than one CBCH per cell including CBCH specified by the command RLDEC. This command
does not remove a CBCH which has been defined for the cell using the command RLDEC.
Note that the parameter AGBLK in command RLDEC shall be set to 1 or greater if CBCH is specified. If
channel groups have been defined for the cell using command RLDGI , then the CHGR parameter is
mandatory when giving parameter SDCCH, CBCH or CCHPOS. CHGR cannot be given with TN when
SDCCH, CBCH and CCHPOS are omitted, as TN always applies to the whole cell. To minimize the
consequence of hardware error in BTS equipment, it is recommended to use timeslot numbers other than
zero. The command is not valid for external cells, which are cells belonging to another BSC. The order
remains after system restart.

Function
The command resets any quality supervision data which has been collected for the specified digital paths and
ceases any initiated alarms. Parameter UNACC and DEGR are used to reset quality supervision data and
cease alarms for groups of parameters,and to restart the time interval if the time interval is setable. The
selection of parameters depend on the value of parameter QSUP in printout DIGITAL PATH INITIAL DATA
(use command DTIDP to print out parameter settings). Use command DTQSP to see which parameters are
relevant. The order remains after system restart.
