This traffic impact analysis has been prepared in accordance with City of Los Angeles Department of
Transportation’s (LADOT) “Traffic Study Policies and Procedures” (TSPP) dated August 2014. The
proposed Starbucks restaurant is located at the northeast corner of the Balboa Boulevard and Lassen
Street intersection in the Northridge area of the City of Los Angeles.
The preparation process for this study included development of a memorandum of understanding (MOU)
with LADOT, ongoing work with LADOT staff, and our professional evaluations of traffic factors pertinent to
the study area. The analysis is based on traffic data collected, information provided by Starbucks/their
representatives, comments from LADOT, review of the study area, and use of pertinent reference
materials. Overall, this report presents evaluations of potential traffic impacts (and/or absence of impacts).
Figure 1 shows the general vicinity of the proposed Starbucks.
PROJECT DESCRIPTION
The proposed 2,240 square foot (sf) Starbucks restaurant with drive-through would include demolition of an
existing and currently occupied medical-dental use building. Figure 2 shows the site plan for the proposed
Starbucks. The site will have access at both Balboa Boulevard and Lassen Street based on the existing
striping for the adjacent roadways, and 23 parking spaces are planned to be provided. For purposes of this
analysis, it was assumed that the Starbucks would be occupied in 2017.
EXISTING CONDITIONS
Based upon input from LADOT staff during the MOU process, six study intersections were determined as
critical locations that required analysis: Balboa Boulevard at Lassen Street, Balboa Boulevard at Mayall
Street, Balboa Boulevard at Superior Street-Citronia Street, Balboa Boulevard at Devonshire Street, Louise
Avenue at Lassen Street, and Hayvenhurst Avenue at Lassen Street.
Balboa Boulevard has a general north-south alignment with the northerly terminus at Foothill Boulevard
after a loop of the roadway, while to the south it ends at Ventura Boulevard. In the study area, Balboa
Boulevard is essentially a six-lane roadway divided by left turn lanes. The intersection of Balboa Boulevard
and Lassen Street is signalized.
Lassen Street is an east-west roadway that becomes Filmore Street to the east and ends at the Oakwood
Memorial Park and Cemetery to the west. It has four lanes divided by left turn lanes in the study area.
Mayall Street is an east-west roadway which to the east forms a T intersection at Woodman Avenue and to
the west becomes Fullerfarm Street. In the study area, Mayall Street is essentially a two-lane undivided
roadway with on-street parking allowed on both sides of the street. The intersection of Mayall Street and
Balboa Boulevard is signalized.
Louise Avenue has a north-south alignment and continues to the north beyond the SR-118 Freeway,
ending in a residential tract at Rushing Drive. To the south, it ends at Victory Boulevard. In the study area,
there are two undivided lanes north of Lassen Street, with bicycle lanes and on-street parking provided on
both sides. South of Lassen Street there are four divided travel lanes. The Louise Avenue and Lassen
Street intersection is signalized.
Hayvenhurst Avenue is a north-south roadway which extends to the north just beyond the SR-118
Freeway and ending at Rinaldi Street. To the south, Hayvenhurst Avenue terminates at Roscoe Boulevard.
In the study area, Hayvenhurst Avenue has four divided travel lanes. The intersection of Hayvenhurst
Avenue and Lassen Street is controlled with a traffic signal.
Superior Street-Citronia Street is an east-west roadway that is Superior Street west of Balboa Boulevard
and Citronia Street east of Balboa Boulevard. Citronia Street terminates in a T intersection at Gerald
Avenue, while Superior Street ends at Zelzah Avenue. In the study area, there are two undivided travel
lanes. The intersection of Balboa Boulevard and Superior Street-Citronia Street is signalized.
Devonshire Street is an east-west roadway which becomes Arleta Avenue east of the I-405 Freeway. To
the west, Devonshire Street becomes Shadow Oak Drive at the Chatsworth Park South. In the study area,
Devonshire Street is a four-lane divided roadway. The intersection of Balboa Boulevard and Devonshire
Street is signalized.
A professional traffic count firm, Counts Unlimited, conducted the peak period traffic counts and turning
movement counts on Tuesday, November 15, 2016 during the 7:00-10:00 AM and 3:00-6:00 PM peak
periods. The counts were summarized per LADOT procedures for use in the intersection analyses, and the
summary worksheets are provided in Appendix A.

The existing AM peak period volumes were referenced for use in the intersection analyses. The existing
volumes at the study intersections during the peak commuter’s hours are shown in Figure 3. Turning
movement volumes can also be referenced from the CMA intersection analyses worksheet provided in
Appendix B. For consistency of analysis and as required, the CMA spreadsheets were used in this study
to analyze the study location. These worksheets also document the current intersection geometries and
pertinent field data used in the existing conditions analyses, which was collected during field observations
of the study area.
Where appropriate, right turn lanes were assumed if functional width is available even if the lanes are not
striped, which is consistent with traffic engineering practices. In addition, signal phasing information was
noted, and LADOT provided input for the ATSAC/ATCS assumptions (the study intersection is assumed to
have ATSAC/ATCS capabilities), which was inputted into the CMA analyses as well.
In general terms, the CMA intersection analysis methodology provides ratios of the peak period intersection
volumes for the various lane movements to the corresponding intersection lane capacities (essentially, the
same as Intersection Capacity Utilization, or ICU, analyses). The volume-to-capacity (v/c) ratios for the
critical intersection movements are then identified to determine the overall intersection operations.
CMA analyses also include traffic signal factors such as lost time due to signal phasing (similar to Highway
Capacity Manual analyses), and account for the presence of City of Los Angeles ATSAC/ATCS signal
coordination systems, as referenced above. The ability of the LADOT spreadsheet to include specific
consideration of ATSAC/ATCS presence was another justification for use of the CMA methodology.
The CMA analysis results in overall intersection v/c ratios. Similar to a school grading system, specified
ranges of v/c values (similar to test scores) correspond to Levels of Service (LOS) that indicate intersection
operations (similar to the school letter grades) that range from LOS A, the best, to LOS F, the worst
Appendix B contains the specific v/c ranges that correspond to the different LOS intersection operation
results.
General practice for traffic analyses are that LOS A through LOS D/E operations at roadway intersections
are considered to have acceptable operations, while LOS E/F findings are typically defined as over capacity
operation. LADOT, however, has specific definitions and requirements related to “Significant Impact
Thresholds,” which are included in Appendix C. The LADOT thresholds are based on the LOS, combined
with specific allowed increases in the v/c ratio, before an impact is indicated. This is a “worst case” factor
which additionally served as justification for use of the LADOT methodology.
Table 1 on page 7 summarizes the results of the intersection analyses findings under existing conditions
which form the basis for determining if significant Starbucks generated impacts are anticipated. The specific
measures of traffic impacts are detailed in the following report sections and are incorporated in the LADOT
worksheets. All six of the study intersections currently operate at LOS D or better during both the AM and
PM peak periods. The CMA worksheets are provided in Appendix B.

PROJECT CONDITIONS
TRIP GENERATION
A Starbucks restaurant with a drive-through is proposed to be constructed at the project site subsequent to
the demolition of an existing and currently occupied medical-dental use building. Trip generation analyses
were completed to document the net trip generation effects of the proposed Starbucks. The evaluations
were developed in conjunction with LADOT staff during the MOU process, which resulted in the trip
generation totals assumed and analyzed. The following is a brief summary of the general trip generation
process applied:
• Institute of Transportation Engineers (ITE) rates were applied to the current uses as well as the
proposed Starbucks. In order to quantify potential trip increases/decreases, ITE trip rates were
referenced from the Trip Generation Manual (9th Ed. 2012). The trip generation rates used, land
use sizes, and resulting trip ends generated are summarized in Table 2 on the following page. For
a coffee/espresso shop use, the ITE trip generation rates are based on the building area and were
used in the intersection analyses.
• Years of research and field studies have documented the fact that many land uses will have pass-
by trip reduction factors. It is known (especially for coffee/espresso shops) that a significant
percentage of future customers come from the existing traffic already on adjacent roadways. These
pass-by trips, therefore, do not generate added traffic (e.g., a person is already traveling on Balboa
Boulevard or Lassen Street may stop for coffee, which does not generate added traffic).
• Pass-by trip credits (reductions) of 50% were applied to the trip generation results. This credit was
referenced from the LADOT standard allowed percentage reductions for the category of uses
which also includes small shopping centers, fast food restaurants, gas stations, dry cleaners, etc.
• The ITE Trip Generation Manual contains pass-by study findings specific for coffee/espresso
shops. Those findings indicate that the pass-by reductions may actually be in the 89% range;
however, to provide a conservative evaluation, the LADOT percentage of 50% was used in these
analyses.

• It should also be noted that internal trip reduction factors are allowed, but were not applied in this
study given that the proposed Starbucks would be located adjacent to another property but without
joint access. Even though other properties may be accessed without affecting some study
intersections (which would be similar to some level of internal/non-vehicle trips), no reductions
were assumed.
The trip generation rates applied to the proposed Project are shown in Table 2. The results show that the
net trip generations (before any pass-by considerations) are 1,834 daily trip ends with 225 (115 In, 110 Out)
AM peak period, and 96 (48 In, 48 Out) PM peak period trip ends. Table 2 also shows the total increases
after the (conservative) pass-by reductions are applied. The Starbucks would generate an added 836 daily
trip ends with 107 (53 In, 54 Out) AM peak period trip ends and 40 (22 In, 18 Out) during the PM peak
period. Due to the subtraction of the existing uses and different travel patterns on a daily and peak period
basis, the results are not necessarily proportional.
In summary, the trip generation estimates used in this traffic study are a conservative representation of
anticipated future traffic impacts. The actual net impacts should be less because worst case assumptions
were utilized.
Trip distribution patterns for the proposed Starbucks were developed based upon the type of land use
proposed, potential trip attractors in the area, the surrounding street system, and other pertinent
considerations. Based on the general distribution patterns, specific trip assignment percentages at each of
the study intersections were identified. These trip assignment percentages (at each of the study locations)

during the AM and PM peak periods are shown in Figure 4 and Figure 5, respectively. The trip end totals
in Table 2 were then assigned to the surrounding street system based on the trip assignment percentages,
resulting in the “Project Only” traffic volumes shown in Figure 6. The following are some of the pertinent
worst case factors applied in the analyses (and reflected in the volumes shown in Figure 6) at the study
intersections:
♦ It should be noted, the 50% pass-by reduction recommended for application to Starbucks is based
on a general category that includes other types of land uses. Evidence (i.e., ITE “Trip Generation
Handbook” data, etc.) suggest the actual pass-by reductions documented for a coffee/espresso
shop are much greater (an approximate 89% range) than 50%.
♦ It is also known there are many Starbucks options that exist, which is another reason we believe
there is increased expectation for pass-by patrons – and a reduced potential for people to travel
out of their normal driving route(s) to visit this particular Starbucks store (if built).
♦ However, in order to be very conservative and consistent with LADOT assumptions, only half of the
Starbucks trips were considered pass-by.
♦ This reduction was applied to both inbound and outbound trips in analyzing the six study locations.
As noted, a zero reduction was assumed even though the actual pass-by percentage indicated in
the ITE publication is an approximate 89% reduction (for both inbound and outbound.)
We believe the analyses applied at the study intersections represents worst case evaluations of potential
traffic impacts.
The Starbucks generated trip increases were added to the existing traffic volumes and conditions so
potential impacts could be quantified. These “Exiting + Project” evaluations serve to satisfy informational
requirements under the California Environmental Quality Act (CEQA). The TSPP, however, has adopted
“Significant Impact Thresholds” (the reference is provided in Appendix C) which are based on future traffic
conditions. These analyses are presented later in this study and serve as the basis for any mitigation
requirements.
The “Existing + Project” intersection volumes are illustrated in Figure 7. These volumes were evaluated
based on the existing lane geometries so specific Starbucks related traffic impacts could be identified. The
calculations and findings are documented in the CMA worksheets. The intersection analyses findings for
“Existing + Project” conditions are summarized in Table 1. The proposed Starbucks is not expected to have
any significant environmental impact.

MITIGATION MEASURES
Since Table 1 shows that the Starbucks is not expected to cause any significant traffic impact at the study
intersections, no mitigation measures are anticipated to be needed. However, this must be confirmed by
the future conditions analyses per LADOT requirements.
Analyses of future conditions, both with and without the Starbucks, were conducted at the study
intersections. Traffic growth factors were taken into consideration when analyzing future conditions, which
included ambient growth and planned future development (both cumulative and related projects).
The ambient growth and related projects traffic assumptions serve to create baseline traffic conditions for a
future year, which was assumed to be 2017. Ambient growth accounts for general traffic increases. The
related projects growth factor accounts for new potential developments which may be occupied within the
same time frame as the Starbucks restaurant. These potential developments were addressed through a
growth rate, plus some potential projects were specifically analyzed and included.
There was coordination with LADOT in the development of a rate to address both the ambient growth and
related projects and their potential effects on the study intersection. A growth factor of 2% per year was
used and is expected to provide a reasonable (and conservative) projection of future traffic conditions,
since this rate was applied to all intersection movements at each study location. The application of the
growth factor is documented in the CMA worksheets.
In addition to the growth factor increases, LADOT provided a list of specific projects to be included in these
analyses. The list of related projects was noted, the potential impacts on the study intersections analyzed,
and their potential traffic effects were included in the evaluations. In order to provide a worst case scenario,
each of the related projects were assumed to be 100% constructed and occupied, though it is likely some
of the traffic will not exist until after completion of the proposed Starbucks.
We were provided traffic information for two additional projects located at 16617 Parthenia Street and
15508 Plummer Street. Based on the traffic analyses for those developments, the potential traffic increases
were included in these evaluations. Added details regarding the assumptions made regarding these related
projects are provided in Appendix D. The cumulative traffic effects of these related projects are shown in
Figure 8 and can also be referenced from the CMA worksheets.

EXISTING PLUS AMBIENT GROWTH PLUS RELATED PROJECTS ANALYSIS (WITHOUT PROJECT)
The existing intersection volumes were increased using the ambient growth and related projects
assumptions identified above so the CMA analyses could be updated for future traffic conditions (without
the Starbucks). These future traffic volumes are illustrated in Figure 9. The CMA worksheets also
document these volumes at the study intersections.
The results of the CMA analyses are summarized in Table 3. Under pre-project conditions, five of the six
study intersections operate at LOS D or better during both the AM and PM peak periods. The Balboa
Boulevard and Devonshire Street intersection operates at LOS D and E during the AM and PM peak
periods, respectively.

The proposed trips shown in Figure 6 were added to the pre-project traffic volumes so that post-project
(pre-project + project) conditions could be evaluated. The resulting post-project traffic volumes are shown in
Figure 10. The CMA analyses were again applied to the study intersection.
The CMA summary worksheet documents the post-project calculations and is included in Appendix B. As
shown in Table 3, all six of the study intersections maintain the same LOS and there are no significant
traffic impacts caused by the proposed Starbucks. Since the Starbucks will not generate any significant
impact in spite of the various worst case assumptions incorporated, no mitigation measures are anticipated.

With the passage of the gas tax increase (Proposition 111) in June 1990, came a requirement that each
urbanized area in the State with a population of 50,000 or more adopt a Congestion Management Program
(CMP). A program was developed for Los Angeles County, with input from local and regional agencies, and
a summary of the efforts was published in the Congestion Management Program for Los Angeles County.
Included in the CMP are guidelines for satisfying CMP traffic impact analysis requirements. This Project
does not add 50 or more peak period trips to any CMP arterial monitoring intersection. In addition, no
mainline freeway sections would be impacted by 150 or more trips during the AM or PM peak periods.
Therefore, no significant CMP traffic impacts are anticipated to be generated by the proposed Starbucks.
The Balboa Boulevard and Victory Boulevard intersection is the nearest CMP monitoring location, which is
significantly south of the study area. The nearest mainline freeway segments would be the SR-118
Freeway to the north and I-405 Freeway to the east, nearly two miles from proposed Starbucks site, and
would not be significantly impacted by the proposed Project.
PARKING
The City of Los Angeles parking code was referenced when reviewing the parking requirements for the
proposed Starbucks to assure compliance with the parking standards. It is required that there be one
parking space for each 100 sf based on the building area. The proposed Starbucks will be 2,240 sf, so one
space per 100 sf = 22.4 spaces. The Site Plan shows that 23 on-site parking spaces will be provided, which
will adequately meet the parking demand needs.
There are two access points proposed for the project site: one at Balboa Boulevard and one at Lassen
Street. Both will be full-access driveways located away from the intersection (a maximum distance allowed
within the project site boundaries). A double-yellow stripe (associated with left turn lanes) and two-way left
turn lane striping exists on Balboa Boulevard and Lassen Street along the project frontage, respectively.
The two driveways and their planned access movements are anticipated to adequately serve the proposed
Project.
Both driveways will involve curb-cut construction work in the public right-of-way, which means engineering
plans will be required and approved by the City of Los Angeles. The approved driveway plans and
construction should provide designs to adequately serve the anticipated traffic (which will be comprised
mostly of passenger vehicles).
Starbucks truck deliveries typically occur once per day during early morning hours before the store opens.
Two-axle truck are used for the deliveries and, since they occur before the store opens for business, they
can park at virtually any acceptable on-site location and not be in conflict with customer vehicle traffic.
These planned deliveries should be adequately accommodated by the project site.

SUMMARY
Traffic and parking factors for the proposed Starbucks at the northeast corner of Balboa Boulevard and
Lassen Street were examined and the potential impacts documented. The traffic analyses examined
existing, existing + project, future pre-project, and post-project conditions. The potential traffic impacts were
evaluated and the potential need for mitigation/improvement measures was addressed. The City of Los
Angeles parking code requirements were reviewed, as well as access and on-site circulation factors
associated with the proposed Starbucks. The principal findings of this study are listed below.
1) Under “Existing” conditions, all six of the study intersections operate at LOS D or better for both AM
and PM peak period conditions.
2) The trip generation potential for the proposed Starbucks is based on worst case assumptions. The
trip generation results are based on the work completed in conjunction with LADOT staff. The
pass-by percentage reductions applied in the analyses are lower than ITE data (suggesting greater
pass-by trip reduction assumptions could have been supported). In addition, no internal trip
reductions were applied; therefore, the traffic analyses contained in this study would be considered
a worst case evaluation.
3) For “Existing + Project” conditions, the six study intersections were analyzed and no significant
traffic impact are expected to be generated by the Starbucks (even using the worst case trip
generation assumptions) as shown in Table 1.
4) Under future Pre-Project conditions, five of the six study intersections will have LOS D or better
operations during both the AM and PM peak periods. The Balboa Boulevard and Devonshire Street
intersection will have LOS D and E during the AM and PM peak periods, respectively.
5) For Post-Project (Pre-Project + Project) conditions, the same LOS results will be maintained at all
six study intersections. In addition, no significant traffic impacts are shown to be generated by the
Starbucks per LADOT adopted standards; therefore, no mitigation measures are anticipated to be
needed.
6) The City of Los Angeles parking requirements were reviewed. The parking code indicates that 22.4
parking spaces would be needed to satisfy code requirements for the Starbucks. The site plan
shows a total of 23 parking spaces would be provided, so the proposed parking supply was found
to be acceptable.
7) This study included an evaluation of access and on-site circulation factors. Overall the proposed
access and on-site circulation is anticipated to provide acceptable operations.
