Introduction 
Lack of reliable educational printed materials in distance-learning has contributed to inefficiencies 
and  loss  of  quality  in  education  throughout  the  society  which  limits  student  welfare and capacity 
to  learn.  The  Mobilized  Effective  Student  Handouts  (MESH)  encompasses  the  quality  of 
information  included  in  regular  self-learning modules technologies to ensure a clear, constructive 
and  successful  learning  experience  for  the  learners  thorough  and  efficient  use  of  lectures  and 
examples  related  to  the  subject  at  hand.  MESH  has  been  envisioned  and  designed  after  careful 
observation  on  students  of  ABM  in  General  Flaviano  Yengko  Senior  High  School.  This  paper 
seeks  to  define  the  proposed  MESH  by  presenting  a  high-level  conceptual  overview  of  the 
project.  In  doing  so,  the  paper  shall  become  the  guiding  document  for  the  design  and 
development of MESH.  

Background 
Distance-learning  has  been  implemented  across  the  nation  as  a  way  to  educate  students  from 
home  amidst  the  COVID-19  pandemic.  Methods  of  distance-learning  include  print,  audio/video 
broadcasting,  audio/video  teleconferencing,  computer  aided  instruction,  e-learning/ 
online-learning,  computer  broadcasting/pod  casting  etc.  These  methods  have  enabled  teachers 
to  deliver  lessons  to  students  without  attending the classroom. Distance learning without the use 
of  the  Internet  as  a  tool  proves  to  be  difficult  for  students.  As  of  2013,  62  million  citizens  in  the 
Philippines  do  not  have  access  to  the  internet  according  to  a  study  conducted  by  McKinsey and 
Company. According to Education Undersecretary Diosdado San Antonio, the amount of students 
to  use  printed  modules  are  nearly  13  million  public  school  students  or  59%  of  roughly  22  million 
enrollees.  Alarmingly,  errors  in  self-learning  modules  have  been  found,  such as in October 2020 
where  DepEd  monitored  34  errors.  This  decreases  the  quality  of  education  students  receive  in 
the  Philippines,  where  the  only  printed  source  material  they  rely  on  is  ineffective.  This  poses  an 
increased  need  for  printed  methods  to  use  in  distance  learning.  Thus,  the  project  entitled  “​The 
Development  of  Mobilized  Effective  Student  Handouts  for  Distance-Learning​”  was  presented 
as  a  way  to  improve  the  quality  of  materials  students  receive  that  may  assist  them  in  their

learning,  especially  towards  the  students  based  on  poverty-stricken  areas  where  internet 
connection  is  unavailable  or  unaffordable.  The  aim  of  the  project  Mobilized  Effective  Student 
Handouts  (MESH)  is  to  provide  additional  learning  materials  for  students  under  “Modular” 
modality,  those  who  solely  rely  on  printed  self-learning  modules  for  their  lectures  and  activities. 
This  project  aims  to  help  the  learners  understand  their  lessons  more  and  bring  unsuccessful 
distance-learning  to  an  end.  This  project’s goal does not also help them solve this social problem 
but  also  provides  a  good  investment  towards  the  youth  as  with  proper  education  they  can  work 
towards  progressing  as  a  better  member  of  society  and  improving  the  economy.  This  project 
encourages  every  learner,  teacher,  facilitator  and  parent  to  prioritize  the  quality  of  knowledge 
delivered  to  students  and  not  simply  narrowing  on  having  activities  to  be  submitted  without  the 
students having full understanding of their lessons.  

Project Description 

Objective of the project 


The purpose of the project is to:  

1. Eliminate unfruitful self-learning.  

In a study conducted by Cheng and Abu Bakar (2010) 62.8% of the students feel that the module 
does not cater to the different learning styles and needs of the students. In addition, 50% felt that 
the content and materials in the module are outdated, or of an inappropriate level to the students 
from the various programmes. 43.6% of the respondents disagreed with the content in the 
module all relating to the English subject.  

Be it that most self-learning modules are unsuitable to effectively teach students, this project will 
hopefully give assistance and additional knowledge for the learners. 

​2. Eliminate ”just-pass” mentality 

With the help of the handouts, students can gain increased comprehension on the subjects they 
need to tackle and actually learn from the subject instead of simply passing requirements without 
retaining the information of the lesson, as what commonly happens with students.

3. Promote critical observation on the quality of educational materials. 

Mobilized  Effective  Student  Handouts  aims  to  present  the  majority  of  its  educational  materials 
error-free  and  in  proper  spelling  and  grammar.  It  also  aims  to go beyond the lecture and provide 
helpful  tips,  notes,  and  examples  regarding  the  lesson  so  that  the  learner  can  gain  utmost  full 
understanding. 

Methodology  
This project will involve the design and development of student handouts in a neat and 
sophisticated layout with the information presented in a way that students will be able to 
understand the material in the most efficient way possible. The use of recycled paper will be 
implemented to lessen the cost of printing and to contribute to preserving the environment. The 
distribution of Mobilized Effective Student Handouts will only be limited to the locale of Cluster 6 
of Imus, Cavite. 

Process: 

● Three teams will be assembled, one for gathering sources for handouts, one for creating 
the handouts, and another for distributing the handouts. 
● The information used in developing the handouts will be derived from textbooks, 
scholarly videos, and other academic sources of information. 
● A team of trained academics will be assembled to create the handouts. 
● A separate team will be assigned to print and publish the handouts and deliver them 
alongside the printed modules. 

Timeline 
A project of this magnitude can span approximately 9 months provided the total processes of 
requirements gathering, design, development, testing and training of the teams are pursued 
continuously from the onset till completion. The Mobilized Effective Student Handouts will be 
delivered to the schools before the beginning of classes. The prospective team will work 
diligently and should be able to deliver as long as all stakeholders cooperate to make this project 
a success.

Anticipated outcome 
Anticipated outcome is at least 28% increase in student knowledge on their particular subjects. 
These will be evaluated through non-graded diagnostic examination sheets delivered to learners 
in Cluster 6 of Imus City, Cavite.
