Communist Cats Rules of Play

To start: You will start with 3 cards per person except with 2 players, where you start with 4 cards
each. Select enough cards for each player, minus 1, from the deck. Then add the Capitalist mouse
card to these, shuffle and deal the starting hand.
On your turn: take 1 of the following 2 actions:
• Play a card from your hand, OR
• Draw 2 cards from the deck and then discard 2 cards from your hand face up into
the discard pile. You may not discard the mouse card.

When it is not your turn, your cards should be placed face down, in a row, on the table in front of
you. Between player’s turns, you may re-arrange your card order.

Winning: A player wins the game if:

• They have 5 influence points, or
• They are the only player with any cards left, or
• A win condition on a card played is satisfied.

2 The Negotiator Swap one of your cards face down with one card selected from from 4
the face down cards of another player.
3 The Commander Choose another’s player card and turn it face up. If it’s the capitalist 4
mouse, then you win the game.
4 The Choose another player’s card and look at it in secret. If it has a 4
Revolutionary number of 5 or higher, then you gain 1 influence and that card is
discarded.
5 The General Choose another player’s card and turn it face up. Compare the 6
number on the two cards. The card with the lower number is
discarded. The player with the card with the highest number gains
one influence. (If there is a tie, no-one gains influence.)
7 The Chairman If each other player has fewer remaining cards than you, you win the 3
game. You get to include this card in your count.
8 The Marshall Choose another player’s card and discard it. 1
If it’s the mouse, then you win the game. Otherwise, you gain 1
influence. After the action is completed, the card is discarded.
8 The Statesman Revealing this card has no effect. 1
If this card is turned face up by the effect of another player’s card,
then before carrying out that card’s effect, you gain 1 influence.
