Nicely documented below are some photos of the building process behind making a .22 copy of a Webley
break-top revolver. This firearm was made entirely from scratch using some basic machine tools.

Erm...I'm pretty sure if some bloke in the UK fashioned his own .22
Webley I'm pretty sure he'd be up a creek. Sure you could bet a
"license" or some such. I'm not talking about any statist permission
slip...

lathe was only needed to make the cylinder round. Could have been cut into a
hexagon and then drilled like most gun cylinders. The cylinder does not need to be
perfectly round. A drill press could handle it.

H&R made top break 22's. I thought about wanting one. Might be faster than mags in
sustained fire. Fun to eject except when one gets under the ejector.

It works the same way as copyright enforcement does. You don't need it to catch
everyone to be effective, or to make things impossible. You just need to catch enough
to deter the rest, and to make things complicated enough for the majority to not
bother.
