Box 818 Stratford, ON N5A 6W1 519-271-0250, ext. 234 ‘Amathieson@stratford.ca ‘wwwstratfordeanada.ca By Email April 16, 2020 Kate Manson-Smith, Deputy Minister Ministry of Municipal Affairs and Housing Office of the Deputy Minister 777 Bay Street, 17" Floor Toronto ON M7A 213, Attention: Deputy-Minister Re: City of Stratford Request for Minister’s Zoning Order The City received your letter dated April 9, 2020 in response to the City of Stratford, Township of Perth South and County of Perth's collective request that the Honourable Minister Clark reconsider the position taken to refuse the issuance of a Minister's Zoning Order under section 47 of the Planning Act for the properties subject to the restructuring proposal. The City, Township and County would like to discuss this proposal with you in more detail as we are cautiously optimistic that @ resolution can be achieved that meets the needs of all parties. Given these uncertain and unprecedented times the Province of Ontario will be in need of an immediate injection of economic development. The Xinyi glass manufacturing facility being proposed achieves that purpose and has confirmed that 200 local jobs will be created in the first year with job creation increasing over the initial period of five years. In total Xinyi has confirmed that within a period of five years from production 1,685 direct jobs will be created by the glass manufacturing facility. This job creation estimate also does not take into consideration the approximately 4,212 indirect local jobs that will be generated for the area as a result of the Xinyi development. This presents an invaluable economic development opportunity for the local area and the province as a whole. We are concerned that the Minister may have had reservations about issuing a Minister’s Zoning Order (“ZO”) for the entire lands subject to the restructuring proposal that exceeds the land required by Xinyi to support its development. In an effort to accommodate the Xinyi glass manufacturing facility along with the immediate growth opportunities we are proposing that only the Xinyi lands and the neighbouring property be subject to the MZO (see attached map). Those lands not required for development purposes in the immediate future shall be subject to the planning process as set out in the Planning Act. This is a significant request as our communities are unable to continue to thrive maintaining the status quo; job creation is required to ensure the viability of our communities moving forward. The balanced mix of an agricultural, industrial and tourism economic base will allow our communities to flourish even in what are uncertain times. We are requesting that the MZO be issued on approximately 111.17 hectares of land as opposed to the 130 hectares originally proposed. The Xinyi development proposal provides our area with the necessary economic development opportunity allowing our communities to continue to thrive over the long term. We respectfully request that that the MZO be issued on the lands identified on the attached map. As. you may be aware, this process has been going on for more than 2 years and it is imperative that the MZO be resolved in a timely manner. Absent the MZO on the reduced area of lands we expect that Xinyi will pursue its development in another location outside of the Province of Ontario and likely outside of Canada. ‘We ask that a video meeting be scheduled as soon as possible to resolve this matter.
