1. Introduction:
Baitadi district a part of Sudurpaschim Province, is one of the seventy-
Seven districts of Nepal. The district, with Gadi as its headquarters, covers an area of

1,519 km2 and has a population of 250,898 according to the census (2011).The Baitadi
district entails Six Rural Municipality and Four municipality. Baitadi falls into the farthest
western regional district of Nepal touching Jhulaghat, India, Nepal's neighboring country, to
its border.

The first impression of Temple Tripura Sundari may render tourist speechless by its cultural
and religious richness. It is one of the most famous temple of far western Nepal, located in
Dasrathchand municipality ward No. 8 of Baitadi district. It is known for its astonishing
architectural beauty, stands as a symbol of faith, religion, culture and tradition. The temple is
constructed in pagoda style and decorated with red colored marble tiles. It is believed that red
color indicate the symbol of goddess Bhagwati. The present pagoda style of the temple came
into existence as a result of renovation by local peoples. It is magnificent piece of art and has
huge potential of tourism within and outside the country. It is situated at top of the hill and on
its base there is small town market or village known as Jhulaghat on the Indo-Nepal border
which is about 4 kilometers away from Tripura Sundari temple .The Mahakali river flows
from East to West along the Indo-Nepal Border creating international boundary. The town is
good business centre for Indian and Nepali people. Indians are attracted to foreign goods
available in shops at Nepal side of Jhulaghat.There are regular bus services from district
headquarter Khalanga and Jhulaghat to Tripura Sundari. Temple is only 3 kilometer away
from district headquarter khalanga.

Tripura Sundari is also known from the name of Ransaini. It is believed that there were seven
sisters of Goddess Bhagwati among which one is Ransaini. Word Ransaini is originated from
two words ‘Ran’ meaning rice husk and ‘Saini’ meaning Bhagwoti. There are seven such
Bhagwati temples in Baitadi representing each sister. There is a myth describing how the
Tripura Sundari Bhagwoti temple came to existence which is associated with ancestors of
Thapas. It is said that Goddess Bhagwati came to dwell here from a place called Rodi inside a
bucket of rice called ‘Dalo’ carried by a poor man. There was an aakaswani and goddess
Bhagwoti settled there. Later on an old Brahmin couple (Pujara) on the way to holy place to
India rests there and goddess Bhagwati came into their dream and told old Brahmin to marry
a daughter of Guru.

Since the Brahmin couple was childless male Brahmin married the daughter of Guru (Chetri)
and settled there. At present Thapas (former Pujaras) being descents of Brahmin are given
majority of rights for the proper management of temples. The name of the village in which
temple lies is Pujaragaun which is given after the former caste of local dwellers. The local
people dwelling in the periphery of temple are divided into several groups known as ‘Rath’.
Rath includes castes Thapas, Mouni, Chand and Gurus. On the special occasions like
Sankranti, Poornima, Dashain, Gaura and Jaat thousands of pilgrims from within and outside
the country come to this temple with great hope of fulfilling their desires and worship
Goddess Bhagwoti. Jaat is the biggest festival celebrated twice a year in the months of Ashar
and karthik.During Jaat thousands of devotees and festive lover from different parts of Nepal
and India gather here to celebrate festival and worship Goddess Bhagwoti.

Hundreds of he-buffalos and thousands of he-goats are sacrificed on these occasions to make
goddess Bhagwoti happy. Jaat is festival celebrated with local musical instruments while
transferring goddess Bhagwati from main temple to branch temple and again back to main
temple popularly know as ‘Sawari’ in local language. This temple is unique piece of art, point
of attraction for worshippers and valuable cultural asset for Nepalese people. Therefore,
Nepal being very rich in cultural heritages it is necessary to disseminate information on such
religious sites for the promotion of tourism, economical development of local people and
promotion of the site.

2. Objectives:
The main objective of this consulting service is to carry out detailed architectural and
engineering (A/E) Design, Cost estimate, and Future extension details of Tripura Sundari
Mandir Conservation and upgradation at Baitadi and preparation of other document required
for Provisional Tourism Development Program Implementation Unit permission.

3. Scope of Works:
The Consultant, under the Terms of Reference (TOR) and in close co-ordination with General
Services Department, shall carry out activities and deliver services. The consulting services to
be carried out by the Consultant have been divided into three major phases as follows:

Phase I: Detailed Architectural, Engineering Design and Drawing

Phase II: Approval from the Provisional Tourism Development Program Implementation Unit
and other concerned governmental agencies of design documents

Phase III: Preparation of Bidding Documents and Assisting the Procurement Process

The scope of work to be carried out by the Consultant shall include but may not be limited to
the following:

4. Phase I: Detailed Architectural Engineering Design and


Drawings:
4.1. Desk Study:
A desk study should be carried out, collecting all data, maps (cadastral maps, GIS
map,Googlemap)and other information relevant to Guest house building, Gate,
walls(stone masonry wall,gabions boxes), side post, CGI sheet roofing, demolization
works and other works design for planning of further field survey and investigation
works as well as detailed design and checked the actual area of the plot and verify
with the land revenue office record.

4.2. Detailed Engineering Study and Survey:


4.2.1. Technical feasibility study:
It shall include reviewing the available data, collecting, reviewing and analysis of
field data including topographic survey, nature of existing structure, nature and

structure of surface soil and subsurface soil including groundwater and other
information as required for the study and conducting analysis to decide upon the
technical feasibility of the proposed physical infrastructure constructions.
4.2.2. Master Plan & Conceptual Designing:
The conceptual master plan/architectural design/outline Inception Report as well as
preliminary cost estimate of the project for approval by Provisional Tourism
Development Program Implementation Unit shall be prepared by the consultant and
should be presented by the consultant of the client. The design shall be follow design
of the Guest House building blocks, shear wall, temple gate, side post, gabion boxes,
stone masonry wall and other internal decorative works of the temple as per the rules
and regulations of one and/or any prior existed Provisional Tourism Development
Program Implementation Unit within the district shall be followed.
4.2.3. Proposed Items Layout Selection:
The most suitable layout for the construction of Guest house building blocks and
other physical infrastructures based on the access to the road, adequacy of light as
well as other building on the surrounding of temple location shall be selected. The
building blocks and improving of existing buildings and other infrastructures layout
shall also be guided by climatic factors and environmental considerations such as
solar, rain, wind, temperature, noise, light, energy efficiency, ventilation, etc. and
other existing and/ or planned facilities in the area. The selected layout should be
clearly indicated in the master plan map and should be as per the Provisional Tourism
Development Program Implementation Unit Norms, rule and Regulation. All the
Characteristic features of the chosen building site shall be given in order to
facilitate easy reference while designing the building blocks and other
infrastructures in the area of Tripura Sundari temple for the Tousism development.
4.2.4. Geotechnical Investigation:
The Consultant should carry out Geo-Technical investigation of the proposed site to
derive the detail engineering parameters for the design of foundation of the structures
which includes surface and subsurface exploration. The soil of this area is Technically
feasible for infrastructures construction and if the soil test report is necessary we will
coordinate with PTDPIU.
4.2.5. Seismological Study:
The Consultant shall collect and refer to the available seismic data/ records of the
area. According to the Nepalese Standard Code of Practice for Earthquake Resistant
Design of Structures, Nepal National Building Code, Municipality Norms, Rule and
Regulation shall be followed.
4.2.6. Consideration on Environment Protection:
Environmental Consideration should start early-on. Layout plan of the building
should be guided by environmental and climatic factors, and alternative layouts will
be compared on environmental and climatic grounds. The design of the building
should incorporate environmental concepts such as avoiding/minimizing adverse
environmental impacts, recycling or reusing and proper handling of wastes. making
optimal use of natural systems(such as solar energy and natural lights), health &

safety as well as accident/emergency management measures. Contributing, to
positive environmental aspects (such as recharging groundwater) etc. The proposed
layout and designs should be screened for any environmental risks. The consultant
shall carry out environmental assessment to predict damages of the building
construction and oher physical infrastructures to the environment and attempt first to
avoid and then to minimize the risks or damage through appropriate layout and
design features. The unavoidable risks should be mitigated through appropriate
mitigation measures (technology, type of structures, management etc.). The
consultant will suggest appropriate measures in the design or protection of
surrounding environment of Temple area.

4.5. Detailed Design and Quantity/ Cost Estimates:


Based upon the collected information and results of the discussions mentioned above,
the consultant shall design the building following the standard codes of practice,
norms and other applicable guidelines. The relevant codes for the design of Nepal
National Building Code, Municipality Norms, Rules and Regulation shall be
followed.

 The Consultant is required to prepare detail design and cost estimated for each
of the infrastructure mentioned in Section: Objective, inclusive of the
following:
 Detailed Architectural Design and Working Drawings
 Detailed Structural Drawings
 Infrastructures facilitating for differently- able person
 Site Development Works and others
 Technical Specifications and Cost Estimate
 Municipality Drawings and Services in getting approval from the concerned
government agency
 Any other document necessary for the bidding process and construction
permit.
4.6. Required Standards & Parameters:
The following supplementary documents shall be prepared by consultant as well. It is
expected to prepared and submits clear and concise working drawing along with the
report making three volumes as following

Volume 1: Detailed design, requirements analysis, calculations and instructions etc


for architecture and engineering designs.

Volume 2: Tender document with approximate cost estimates, bill of quantities


(BOQ)and specification.

Volume 3: Working drawings as specified in the following section

4.6.5. Detailed Cost and Quantity Estimate including Bill of Quantities (BOQ):
 Detail quantity estimate and abstract of cost of each component (such as each
buildings, walls, demolition of structures, etc.)
 Consolidated abstract of cost
 Bill of quantities (BOQ)
 Rate of items are to be used from the district rate analysis collecting them form
the related division offices. If there are any items which are not included in the
rate analysis, consultant has to prepare rate analysis for those items based on
prevailing norms
 Specification
4.6.6. Miscellaneous:
Even if any activities required for the detail design and drawing is not covered by the
above sections, it shall be the responsibility of the consultant to perform all those
activities such as studies, explorations, tests surveys, calculations, etc required to
produce full and complete set of working drawings, specifications, bill of quantities,
complete cost estimates and tender document for the construction of all

infrastructures. Deliverable shall include survey report covering topographical,
seismological, and soil investigation report.

and other concerned agencies:

4.7. Design & Drawing Approval


The Consultant shall provide required services to assistBaitadi district to complete the
approval of detail design & drawings from the Municipality and other related government
agencies. The Consultant shall make necessary changes as required by the government
authorities.

Phase III: Preparation of Bidding Documents and Assisting in the


Procurement Process:
4.8. Bidding Documentation:
The Consultant shall prepare Bidding Documents as per the Standard Bidding Documents
prescribed by Public Procurement Monitoring Office (PPMO) including Technical
Specifications, Drawings, and Bills of Quantities for Municipality Building mentioned in
Section 3. The Consultant will assist Baitadi District in carrying out the bidding process
including the preparation of procurement plan, inviting bids, bid opening and evaluation.
Upon receipt of bids, the Consultant shall assist the Baitadi District in the evaluation of the
bids and preparing bid evaluation report in accordance with the government procurement
procedures and guidelines. After the Bidder(s) selection, the Consultant shall prepare and
facilitate the contract agreement to be signed between the selected bidder and Baitadi District
as per the specified agreed condition.

5. Reports, Deliverables and Presentation of the works:


Submission of Reports and Presentation will be made:

5.1. Inception Report


Inception report shall be presented to the municipality after 2 weeks of date of signing of the
contract. The architectural concept will be finalized in a concept finalization stage. In
addition, the design concepts (architecture, sanitary, electrical, mechanical) will be finalized.
This report will contain building size, type and layout plan and locations of bore holes, logs
with description of samples taken at every change of strata. This report will also contain the
master concept of overall building project and the time schedule of the work.

5.2. Preliminary Design Report


Preliminary Design Report shall be presented to the district within 1 month of signing of the
contract. It shall submit in two copies, which is prepared after the structural design of the
building including soil investigation report and seismological report. This report shall contain
include the overview of collected data showing map of existing features such as

 Map of existing situation
 Technical assessment and engineering calculation
This shall also contain preliminary design concepts and short descriptions relating to the
proposed structure and its major components.e.g. Architectural, Structural, Water Supply,
Sanitation, Electrical, Mechanical, and others. It shall include location of proposed
foundation and arrangement of the building components along with comparison between the
possible alternative types.

5.3. Draft Report


Draft Report shall be presented to the municipality within 45 days of signing of the contract.
This report shall be presented in standard format, containing all the required components of
the design and be presented in clear and easy to refer as per the general design guidance
attached. The complete set of the report shall consist of:

 Volume I: Main Report


 Volume II: Drawings (Structure/Working)
 Volume III: Design Calculations
 Volume IV: Unit rate analysis, Cost Estimates, Bill of Quantity and
 Special provisions to Standard Specification

This report shall be submitted in four copies. The Report shall also include the drawings,
quantity and cost estimate of any standard design that is used in the design.

5.4. Presentation of Draft Report


The Consultants shall present the design report in specified standard format and defend it to
theBaitadiDistrict officials to the submission of the final report, They shall review the issues
raisedduring the presentation while finalizing the report and make necessary
amendments/corrections if needed. The date and venue of the presentation shall be
determined by mutualagreement between BaitadiDistrictand the consultants. The cost of such
presentation shall beborne by the consultants.

5.5. Final Report


Final report shall be presented to the District with 30 days of signing of the contract. The
final report shall be prepared by considering the comments and suggestions taken from the
presentation on Draft Report. The report shall be prepared by making amendments and
changes in the Draft Report and include tender document. It shall be submitted in four copies.

7.0. Methodology

7.1. Desk Study


A desk study shall be carried out as the initial stage of the planning. The preliminary
requirement of the owner will be collected and will be finalized. Discussion on the
requirement for the components of the building will be done. The information regarding the
climatology, geology, meteorology, hydrology, etc. of the specific site will be collected. The
cadastral map, GIS map, Google map and other data relevant to design of building and
further planning of the survey works and site investigation works will be collected and
studied. The map of actual plot area of the building will be collected and will be verified with
the land revenue office record.

7.2. Detailed Engineering Survey


7.2.1. Conduction of Topographical Survey and Preparation of Topographical Map:
The topographical survey of the area of the land of Hostel building will be carried out. The
topographical map of contour interval 1m will be prepared with accurate traverse lines,
benchmarks, reference lines, and other reference points from which the topographical map
will be prepared. The Map will be prepared showing all the important features, facilities in
the study area.

7.2.2. Seismological survey:


The past seismological data shall be collected for the building area and shall be designed
according to the guidelines provided by Indian standard 1893, Indian standard Criteria for
Earthquake Resistant Design for structures, Nepal National Building Code (NBC-1994),
Municipality Norms and other rules and regulation for Building Design.

7.2.3. Building Layout Selection:


The selection of the Building Layout shall be done to meet the main purpose of the building.
The site selection will be done by considering the easy access to the road. The layout and
orientation of the building will be selected by considering the climatic factors and
environmental factors like sun, light, ventilation, rain, wind, temperature, light, energy,
efficiency etc. and other planned and existing facilities in the area. The selected layout will be
shown and indicated in the map by following the Municipality Norms, Rules and
Regulations.

7.3. Preparation and Submission of Conceptual Drawing:


The conceptual drawing of the municipal building will be prepared after determining the
spaces allocated and requirement of spaces for the building. The conceptual drawing shall

show the typical architectural drawing and spaces allocated for the different sections and
departments. The drawing shall be provided to the municipality for the verification and take
feedbacks if any for the further Architectural Design.

7.4. Preparation and Submission of Architecture Drawing:


Detail Architectural Design shall be prepared following the feedbacks from the owner and
conceptual drawing. The Detail Architectural Design shall contain site plan, plans of all floor,
elevations, sections, detail of opening schedules. The grid of the proposed building will also
be finalized after submission of the architecture drawing.

7.6. Preparation and Submission of Structural Drawing:


Structural Analysis and Structural Modeling of the building will be done by using the
geotechnical information. The structural drawing will be prepared as a result of structural
analysis of the building. The structural drawing will contain reinforcement design of
structural elements Beam, Column, Slab, Footing, etc.

7.7. Preparation and Submission of Sanitary and Electrical Drawing:


Sanitary and Electrical Drawings will be prepared to access the electrical facilities and
manage the sanitary wastes from the building. Sanitary Drawing will contain the possible
routes to manage the sewage wastes from bathroom, toilets and others. In addition it will
show the flow route for storm water from building and compounds to main municipality
sewers. Electrical drawing will show the location and type of electrical appliances to be
placed for the smooth functioning of the office.

7.8. Preparation, Submission and Finalization of Specification:


Specification for the rate analysis and Cost Estimate will be prepared, submitted to the
municipality and finalized after the discussion with municipality and stakeholders. The
specification will contain the proportion of material for different works. Specification will
help in the cost estimate, quantity estimate and during construction of the structure.

7.9. Quantity Estimate:


The technical quantity estimate will be prepared by studying the whole architectural,
structural drawings and other field data recorded in survey time.

8.0. Zoning and Conceptual plan:


Various factors have been taken into consideration for proper zoning and layout of built
space in the site. Initially the schematic zoning is done in the site separating the public,
semi- public and the private zone both in case of horizontal and vertical flow according to
the accessibility and the function of the spaces. The planning starts from the relation to
the site. The site bears the contours levels highly on the Northern and Southern part of it.

Hence, planning is done in such a way that the buildins and other infrastructures stands on
the Northern & southern part to extends the space, so that it prevents more cut & fill
process and also shear wall,gabion boxes & stone masonry wall are necessary.

Since the site has a contour difference from one end to the other, it was necessary to
incorporate this feature of the site into the design. As such the spaces have been so
designed such that there is cut and fill required at the site. The contour has also been
advantageous in developing split height sections which creating interesting spaces as
Recreational spaces. By doing so, the attempt to create vertical hierarchy among the
functions of the site has also been assisted.

The front Northern blocks forms a space whose main purpose is to increase interaction,
allowing environment to penetrate into the temple area and extends the temple area on
north and this block used as a guest house & bell house side. As the southern block serves
as a bell house in top floor and store room in oher floor. The building blocks are arranged
parallel to the main building of temple. The use of straight lines was done in order to
avoid the complexity in the planning. The acute angle in design is avoided as much as
possible to avoid chaotic feeling. The side post are provided on the whole boundary of the
temple excluding first gate of temple area. The shear wall is provided on southern part of
temple along the side of building blocks to extends temple area. The CGI sheet roofing is
provided in the top of existing building and join to temple boundary by staircase for
public access. Stone masonry wall is providing on first gate of temple and gabion boxes
are on the north part of temple for protection work. For avoiding traffic access in the
temple area existing bell house, side post, middle gate and other structures dismantling
and recreat those structure by proper designing. The middle gate is the of aesthetic
appearance of the temple so this gate designed as a intraction of tourism and
architect.Other works such as tile in stage, plantation, public sapace construction etc. are
also including In master plan.

The entry from the eastern side is the main axis leading to the site. The parking has been

parking has been provide only on one part i.e., on the northern corner of the eastern gate.
By doing so, there is a certain vehicular area that is enclosed in one corner to avoid
intersection of vehicles within the site. All the parking spaces are surrounded by greenery
such that it controls the pollution emitted by it and hides it from the view. But the parking
area is not sufficient in special day(Jat, Mela) of the temple so the parking area is
necessary to extends.

8.2. Approaches to Design


There are few other factors, which have also been considered while developing the
conceptual plan and the buildings blocks & other infrastructures it hosted. These approaches
are influential to carve out the outcome and to develop a better design. The approaches to
design are as follows.

 Planning for disaster management


 Site responsive design
 Attempt at sustainability
8.2.1. Planning for disaster management:
Disaster management is one of the most important things to be considered while designing in
any project. Thus, the planning aspect of disaster management has also been a key factor
during the design process. The design also focuses on providing ample open spaces that
would serve as a safe area where people could gather in an event of a disaster of any sorts. To
achieve this the staircase is placed nearby the entrance which lead to open space at front
which will help in an event of a disaster of any sorts.

8.2.2. Site responsive design:


Site condition is one of the main factors while designing any building. The design should be
responsive to the site conditions and its climatic factor. To achieve this, the planning is done
in such a way that the orientation of the building creates a welcoming open space at the front
which can be used for public gatherings. The planning and orientation is done in such a way
that maximum structures are oriented in northern and southern for better provision of heat
and light.

8.2.4. Attempt at sustainability:


Sustainable feature nowadays is an important approach in designing building so that a project
doesn’t become a burden to the site and the people around it. Rather it should serve as a
blessing and increase the quality of space. The project has been thus designed to have some
of the sustainable attributes that would make a better building for a cleaner environment. To
achieve this rather than using active methods, focus has been given to passive methods. These
varied methods have been applied where feasible and possible in design of the conceptual
master plan and of the buildings. The approaches are as follows:

 Greenery in site and buildings

Pedestrian friendly design:
The conceptual plan has been so developed that it is relatively more pedestrian friendly and
discourages vehicular movement around the main block. The vehicular area has been
provided only in the certain region of the site i.e. at the lower contour of the site to ensure
that there is no vehicular movement in the main area, i.e. hostel area(which is located at
upper contour). Thus, a cleaner more environment friendly space is achieved.

Greenery in the site:


The contour formed by the natural landscape is incorporated to havegreen belt that are
actually good for the building and its occupants in a number of subtle ways and is an
important element in providing a pleasant, tranquil environment where students can study or
relax. The purpose of plants is for not only the aesthetics but also helps in avoiding the heat
island effect that could give rise to unpleasant heat.
