AGENDA: Addressing the status of North Eastern States with special
emphasis on AFSPA

AIPPM
1. I Narendra Modi would like to urge to incorporate DO’s and DON’T’s
formalized by the supreme court.
2. I would request to create a committee at the district level with
representatives of army, civil administration and the public to report the
asses and track complaints in the area.
3. There is a need to keep detailed records of operations to ensure suitable
proof of conduct of forces and operational imperatives.
4. The changing nature of Counter Insurgency(CI) must taken into account the
nature of the threat and calibrate the use of force accordingly.
5. I would plead to arrest only those who have committed cognizable offence
or who are about to commit such and a proper reasonable ground should
exist for the culprit.
6. I would urge that women should be searched or arrested by women police
only and this should be incorporated in the sections of AFSPA.
7. I would request to follow the article 22 of the constitution and a list should
be prepared of the people arrested as well as a proper arrest warrant.
8. Every delay in handling over the suspects to the police must be justified and
should be reasonable depending upon the place, time of arrest and terrain
in which such person has been arrested.
9. I would like to urge that right to shoot to kill should only be applicable in
adverse conditions and a proper written justification by the in charge
should be handed over to the district committee
