Introduction

Pakistan Petroleum Limited (PPL) is a Pakistani state-owned multinational petroleum


company. It was incorporated on 5 June 1950, when it inherited the assets and liabilities of the
Burmah Oil Company Ltd. which initially holds 70% of the share with the rest mostly held by
the Government of Pakistan.

The company is headquartered in Karachi. It operates major oil and gas fields, including the
Sui gas field, has non-operating interests in other fields, and has an interest in an exploration
portfolio onshore and offshore.

Quality, Health, Safety & Environment


QHSE

Overview
Health, Safety and Environment is a function that deals with well-being of employees’ mental
and physical health, safeguarding employees’ and assets from potential risk and minimizing
impact on environment.

Quality function works to ensure that the operations, processes and production is up to certain
set standard and follows international standards and regulations.

Quality, Health, Safety and Environment (QHSE) department works to provide integrated
support for assurance and control of technical and administrative operations, works
performance and asset integrity besides, inculcating safety awareness and adopting best
operational practices in strict compliance with statutory Health, Safety and Environment
standards.

QHSE practices and tools are integrated into the management and operational processes,
including SAP audit management and quality modules, to obtain tangible benefits through
efficient monitoring. On the conservation front, reporting to relevant provincial environmental
protection agencies or EPAs is carried out through the Self-Monitoring and Reporting Tool for
compliance with the National Environmental Quality Standards.

Quality, Health, Safety & Environment Policy


Pakistan Petroleum Limited has developed Quality, Health, Safety and Environment Policy to
define relevant rules and responsibilities for staff, contractors and other stakeholders who are
directly involved in the company’s operations. To implement this policy, PPL shall:

• Create a safe workplace at all its operated assets / locations by proactively


identifying hazards, assessing risks and taking effective control measures
before an accident happens.
• Disseminate the principle that all occupational illnesses, injuries, property or
environmental damage and process related incidents are preventable.
• Ensure minimum environmental footprint of its business activities through
resource conservation and effective waste management.
• Conduct detailed investigation through cross functional team in case an
incident occurs for determining the root cause(s) and applying preventive
measures.
• Continually improve QHSE Management System to provide a comprehensive
framework, including but not limited to quality assurance, quality control,
inspections, audits, trainings, management reviews, emergency response,
sustainability practices, contractor’s and process safety management.
• Evaluate QHSE performance against set objectives and key performance
indicators and openly communicate to all internal and external stakeholders.

International Standards & Certifications


Due to consistent efforts, 12 assets and departments of Pakistan Petroleum Limited are
certified for ISO 14001 Environmental Management System (EMS) and 15 for ISO 9001
Quality Management System (QMS) and 13 for OHSAS 18001 Occupational Health and Safety
Assessment Series (OHSAS).

Employees from various technical departments are qualified lead auditors for ISO 9001 QMS,
ISO 14001 EMS and OHSAS 18001 to assist in executing audits.

ISO 14001
• ISO 14001 is a management approach that enables an organization to identify,
monitor and control its environmental impact.
• It includes organizational structure, planning activities, procedures and resources
for developing, implementing, reviewing and maintaining the environmental policy.
• It helps enhance complying of Legal and Regulatory requirements.

OHSAS 18001
• OHSAS 18001 establishes Occupational Health and Safety policy. Identifies
OH&S hazards and risks.
• It establishes incident investigation and reporting framework.
• It identifies priorities and objectives, establishes structure and program, facilitates
planning, control, monitoring, corrective action, auditing and review activities.

Assignments Done During Internship


A number of assignments were completed during the internship. Some assignments were
related to real time data analysis of Pakistan Petroleum Limited events and incidents. Some
were related to creation of employee awareness safety talks regarding different workplace
subjects.

There were 2 major domains:

• Incident Analysis
• Safety Talks

Incidents Analysis

i. Vehicular Incidents Analysis


In this analysis, data of 28 different vehicular incidents over the period of nine months from
January 2020 to September 2020 were discussed and analyzed. Analysis was done based on
vehicle type, incident type, location, status of the case etc. A number of Pivotal charts, Slicers
and Timeline were created. One of them is given below:

ii. General Incidents Analysis


In this analysis, data of 47 different incidents over the period of fourteen months from July 2019
to September 2020 were discussed and analyzed. Analysis was done based on incident type,
location, incident date, status of the case etc. A number of Pivotal charts and graphs were
created. One of them is given below:

Safety Talks
A number of Safety talks were designed for employees on various topics of safety and
hazards. It was ensured that intelligible language is used even for technical subjects so that
every employee can understand it. Below are the topics of the safety talks. For reference, one
Safety Talk document is added in image format.

Conclusion

Pakistan Petroleum Limited (PPL) is the leading oil and gas exploration company and a major
corporate enterprise. I observed that high standards are maintained here at all levels. QHSE
plays a major role in Pakistan Petroleum Limited’s corporate matters and is crucial for
maintaining international standards. As an engineering student, internship at PPL was very
resourceful and full of learning. Engineering aspects of safety and hazards were a valued
increase in my knowledge. In conclusion, internship at PPL is a great learning opportunity.
