Re: A Program for Inclusion in the Proposed Stimulus Package for Agriculture post Covid-19

Introduction: Two key Inclusions to the “Proposed Stimulus Package for Agri in view of COVID-19” which
the Proposed Initiative addresses:
“e.” Inclusion of Stimulus Budgets for Agri-Producers, Processors and Suppliers of Raw Materials for
High-Value Fruits, Veggies and other Commodities for Exports and Local Markets;” and
“l.” Provide Budgets for Start-ups, Planning and Showcasing of “Balik-Probinsiya” Resettlement and
Inclusive-Agribusiness Programs under Government and Private-Sector Partnerships.”

Program Description and Highlights:


1. Title: “Improvement of Watersheds around the Country through a Community-Based Program of
Bamboo Cultivation for the Export Market.”
2. Program Participants: IP Organizations and Residents in Watersheds with uncontested Land
Rights (ie CADT’s or CADC’s) and a functional Governance Structure (ie Council of Elders or
Equivalent) to ensure Contract Compliance.
3. “Commodity for Export Markets– Treated Bamboo covered by Formal Purchase Agreements and
Financing Programs. (Note: Bamboo is now classified by DA and DENR as a High-Value Crop vs
Protected Species) to allow commercial cultivation and harvesting
4. “Balik-Probinsiya” Resettlement – Commercial opportunities growing the familiar Bamboo within
Ancestral Domains provides the younger generation of Lumads the Income incentive to return.
5. “Inclusive Business” Proof of Concept has been established - demonstrated by IBIG Corporation’s
Program in 2017-18 with two Indigenous Tribes In Bukidnon via a pilot Program funded by USAID
with the support of the Department of Finance.
6. Quintuple Bottomlines for Development: (a) Environmental Protection; (b) Water Security and
Resilience; (c) Wealth Creation and Asset Reform (d) Poverty Reduction (e) Peace and Order.
7. Government Partnerships –Philippine Ass’n. of Water Districts (PAWD), Local Waterworks and
Utilities Ass’n.(LWUA), Dept of Agri., DENR, DILG, concerned LGU’s, and many others support the
Watershed Initiative.

Budgetary Support and Cost-Benefit Comparisons:
1. “Inclusive Business Development Centers” in three pilot locations - Bukidnon, Davao and Cagayan
de Oro City need P90 Million over 3 Years to organize 21 POs per year planting 100 Has Annually.
2. Accomplishments over 3 Years: Bamboo Cooperatives Hectares
1st Year – 21 2,100
2nd Year - 42 4,200
3rd Year - 63 6,300
Totals from P90 Million Investment 12,600 Hectares
3. Wealth Creation:
Net Income per Hectare of Bamboo conservatively projected at P200,000.00/Hectare by 4 th Year.
The first 2,100 Hectares will inject P420 Million into the Bamboo Economy of People
Cooperatives, P840 Million on 5th Year, and over P1.2 Billion by the 6th Year from an Initial P90 M
Investment in organizing the “Bottom-of-the- Pyramid” Poor that is Inclusive Business’s Focus.
