SUBJECT GUIDE TO THE IMPLEMENTATION OF TECHNICAL


ASSISTANCE ON INTEGRATED COASTAL MANAGEMENT
(ICM) AS ONE OF THE COMPONENTS OF COASTAL AND
MARINE ECOSYSTEM MANAGEMENT PROGRAM (CMEMP)

This refers to the memorandum from Biodiversity Management Bureau regarding
Implementation of Technical Assistance on Integrated Coastal Management (ICM). Please be
informed that in relation to the National Program Orientation and Assessment conducted last June
26, 2020 and in the implementation of Strategic Implementation Plan for 2020, collaboration has
started with different National level agencies (e.g. DILG, DHSUD formerly HLURB and others).
As one of the initial undertakings, webinar is being designed and conceptualized to be conducted
for Protected Area Superintendents, Regional Planning Officers and ICM practitioners on the
mainstreaming process.

Relative to this, as there will be no new ICM plans to be formulated as part of TA the
Region and field offices may undertake the following activities sequentially either under the Catch-
up Plan or a proposed Work and Financial Plan for the remaining quarters of 2020:

1. Selection of one ( 1) demonstration site per Region for a Ridge-to-Reef Management;


2. Attendance to Training ofTrainor's (TOT) I ICM Webinar and roll-out to LGUs;
3. Documentation of Best Practice on Ridge-to-Reef Approach (1 per Region); and
4. Mainstreaming Proper - Details including budget requirement for this processwill be
determined and programmed during the webinar (Item II).

Kindly submit the Catch-up Plan or a proposed Work and Financial Plan for the remaining

ASSISTANCE ON INTEGRATED COASTAL MANAGEMENT
(ICM) AS ONE OF THE COMPONENTS OF COAST AL AND
MARINE ECOSYSTEMS MANAGEMENT PROGRAM (CMEMP)

As a follow-on to the National Program Orientation and Assessment conducted


in June 26, 2020 and in the implementation of Strategic Implementation Plan for 2020,
processes in the conduct of Technical Assistance (TA) on Integrated Coastal
Management (ICM) are underway towards mainstreaming ICM into the
Comprehensive Land Use Plan (CLUP), Comprehensive Development Plan (CDP)
and Local Development and Investment Plans (LOI P) of the Local Government Units
(LGUs).

At the national level, collaboration has started with the Department of Interior
and Local Government (DILG), Department of Human Settlements and Urban
Development (DHSUD formerly HLURB) and PEMSEA (Partnerships for the
Environmental Management of the Seas of East Asia) and as an initial undertaking, a
webinar is being designed and conceptualized to be conducted for Protected Area
Superintendents, Regional Planning Officers and ICM practitioners on the
mainstreaming process.

As there will be no new ICM plans to be formulated as part of TA, Regions may
undertake the following activities sequentially either under the Catch-up Plan or a
proposed Work and Financial Plan for the remaining quarters of 2020:

I. Selection of one (1) demonstration site per Region for a Ridge-to-Reef


Management:
a. Inventory of active Municipal ICM Plans, CLUP, CDP and LDIP along a
major river system influencing and draining within or adjacent to a MPA;

b. Mapping of Major River System draining within or adjacent to a Protected


Landscape and Seascape (PLS). Protected Landscape and Protected

c. Related Expenses: travels, printing/reproduction. communications -


phone and internet loads. etc.

II. Attendance to Training of Trainers (TOT) I ICM Webinar and roll-out to

a. A list of PENRO and CENRO personnel directly involved in TA for ICM


shall be nominated to attend the webinar by respective Regional Offices
to BMB on or before August 15. 2020,
b. Related expenses - virtual or face to face meeting following health
protocols, travels (when necessary), phone and Wi-Fi loads.

Ill. Documentation of Best Practice on Ridge-to-Reef Approach (1 per Region)

a. Criteria for the selection of best practice of ridge-to-reef approach

b. Relevant Expenses - outsourcing for AVR (P250 thousand
pesos/site/Region). travels, preparatory meetings, or other needed
expenses.

IV. Mainstreaming Proper - Details including budget requirement for this


process will be determined and programmed during the webinar (Item II).
