A. Candidates seeking the endorsement must complete and return the prescribed
Application for Endorsement, Questionnaire and $300 (non-refundable) Filing Fee
to the FCDC Headquarters office by 5:00 PM on APRIL 1, 2011.
B. No request for endorsement will be considered without completion of these two forms
and payment of fee, except in cases where an individual, being subject to the HATCH
Act, cannot formally request the endorsement. In such cases a group of 5 Members of
FCDC (representing 5 different Supervisor Districts) may submit to FCDC by April 1,
2011, the name of a candidate to be considered for endorsement by FCDC.
C. FCDC will distribute the information contained in the “Application” and Questionnaire”
to its membership through whatever means deemed necessary to fully inform the voting
membership about the candidates.
D. FCDC members may attempt collectively or individually to speak with candidates and
may seek to obtain additional information that would be pertinent in determining
eligibility for endorsement by FCDC
A. FCDC will interview and vote to endorse at the General Meeting on MAY 24, 2011 at
Falls Church High School. The meeting will begin at 7:30 PM. Falls Church High
School is located at 7521 Jaguar Trail, Falls Church VA 22042
B. Upon arrival members will check in and eligibility to vote will be confirmed. Members
must be present at the time of balloting in order to vote. ONLY FCDC MEMBERS IN
GOOD STANDING WILL BE ALLOWED TO PARTICIPATE IN THE VOTING.
(This means those members sworn in at or prior to the March 2011 FCDC General
Meeting.)
A. Ballots will be preprinted in advance with names of all applicants received by April 1,
2011 and those submitted directly to the Task Force who are not in a position to formally
seek the endorsement.
B. The Chair will appoint a Chief Teller and an Assistant Teller from each District
Committee. The Chief Teller will direct the tallying process. Each candidate may have
one person observe the count.
C. Members will be asked to sit with their District Committees. Magisterial District
chairpersons or their designee will assist in verification of eligible voters when time to
distribute ballots. The Chairs will return the completed ballots to the Tellers.
D. A candidate must receive a vote on a majority of the ballots cast in order to win an
endorsement. For example, if 400 ballots are cast, a candidate must receive votes on 201
ballots in order to receive an endorsement.
E. Members may vote for no more than three candidates. By voting for fewer than three
candidates, a member indicates that he or she does not wish to endorse three candidates.
A member may cast a blank ballot as an indication that he or she does not wish to endorse
any candidate. A blank ballot cast by a member will be considered in calculating the
total number of ballots cast.
F. If more than three candidates receive votes on a majority of ballots, the top three vote-
getters receive the endorsement.
G. If fewer than three candidates receive votes on a majority of ballots, those candidates
have received an endorsement. To determine whether a second ballot is necessary,
FCDC will consider the total number of votes cast for those who did not receive
endorsement and the number of blank votes cast. If the number of votes cast for
candidates who did not receive an endorsement exceeds the number of blank votes cast, a
second ballot will be used for the remaining endorsement positions.
H. If a second ballot is used, those candidates who received votes on at least 34% of the
ballots cast in the first balloting will be considered on the second ballot.

H. On the second ballot, members may vote for no more candidates than the number of open
positions remaining. By voting for fewer candidates, a member indicates that he or she
does not wish to endorse the full number of candidates. A member may cast a blank
ballot as an indication that he or she does not wish to endorse any candidate. A blank
ballot cast by a member will be considered in calculating the total number of ballots cast.
I. If, on the second ballot, more candidates receive votes on a majority of ballots than there
are remaining open endorsement positions, the top vote-getter(s) receive the
endorsement.
J. If fewer candidates receive votes on a majority of ballots than there are remaining open
endorsement positions, those candidates have received an endorsement. FCDC will not
endorse candidates for the remaining position(s).
