Seniors' Housing Project Community Engagement
The Wheatland Housing Management Body (WHMB) is embarking on a new
seniors' housing project. They are looking for community feedback to drive design
decisions for the new lodge and hospice care facility.
There will be five live online community engagement sessions, the first
session was held October 8 2020.
• Session 2: October 15, 2020, 7-8pm
• Session 3: October 22, 2020, 7-8pm
• Session 4: October 29, 2020, 7-8pm

An archeology program held this fall in Siksika
Nation blended research techniques with cultural
knowledge to create a unique learning experience
for students.
The pilot archaeological training program was
led by Lindsay Amundsen-Meyer, an archeology
professor at the University of Calgary, and Leon
Crane Bear, a member of Siksika Chief and Coun-
cil, in partnership with Old Sun Community Col-
lege at Siksika. The course was funded by TC En-
ergy.
Increasingly, many First Nations are looking to
manage historical resources internally, but often
lack the capacity and expertise to do so, explained
Amundsen-Meyer. In 2018, an area on Siksika Na-
tion was stripped (topsoils removed) for an ongo-
ing development and a grouping of artifacts were
uncovered, paving the way for the program.
After the artifacts were discovered there, Siksika
Nation was interested in gaining data on the im-
pacts of the development and the archeological
material there, so archeologists were requested to
visit the site, first from Stantec, then later from the
University of Calgary.
Seeing an opportunity, the University of Calgary
archeology department, which was already con-
sidering providing a heritage program for Old Sun
students, started to develop a field program that
would ultimately use the site as a learning ground
for Siksika students.
“It kind of fell into place that the program was
a possibility,” said Amundsen-Meyer.
The program provided a post-secondary arche-
ology program at a real-world training ground to
practice modern research approaches, including
mapping, survey strategies, excavation and arti-
fact analysis.
But the course did not feature archeology only.
Crane Bear, who has a master’s degree from the
University of Lethbridge and studies federal policy
in relation to Indigenous people, helped connect
the archeological approaches taught in the pro-
gram to the Siksika cultural experience, including

its oral history. This included a teepee raising, a
kick-off ceremony, and visits from elders to the
site.
In effect, the course helped the students to make
connections between their own cultural past, their
cultural knowledge and the archeological record,
said Amundsen-Meyer. “That’s a real power that
archeology has – to have these tangible objects
that we can see and hold to make those connec-
tions.”
These experiences gave the students a sense of
belonging, said Crane Bear, who marked the jour-
nal of each student describing their experiences.
“They were all positive comments and it’s a
sense of belonging that they talked about,” he
said. “For a lot of them, it was discovering some-
thing new and relevant to them and their identity.”
While the course approach helped the students
gain new perspectives, it clears a new path for-
ward for the discipline, said Amundsen-Meyer.
“Archeology has been colonial and, to a large
degree, still is in many contexts – we are often
settler archeologists doing archeology on Indig-
enous land,” she said. “But aside from that, in the
slightly more distant past, it has been specifically
used as a tool of colonialism to subjugate Indig-
enous people in a lot of ways.
“That is a past of our discipline that we have to
deal with.”

Sunday collision leaves two dead, two injured

A collision in the early hours of Oct.
18 has left two Wheatland County resi-
dents dead and another two people se-
riously injured.
At 4:13 a.m. on Oct. 18, Strathmore
RCMP, Fire Department and Emergency
Medical Services responded to a col-
lision between a Ford Expedition and
Porsche SUV on Highway 1, east of
Spruce Drive.
The 59-year-old female driver of the
Expedition was transported to hos-
pital where she was declared dead. A

The future growth of Strathmore will
require infrastructure upgrades, but
for now, the town’s systems are mostly
meeting current needs.
The results of master servicing stud-
ies (MSS) for the town’s water, sanitary
sewer, storm water and transportation
systems completed over the last three
years were presented to Strathmore
town council at the Committee of the
Whole meeting on Oct. 14. These stud-
ies, published about every five years, de-
scribe the town’s infrastructure needs,
both now and into the future.
The studies help guide future develop-
ment as well as infrastructure upgrades
to be performed by the town, explained
Ethan Wilson, Town of Strathmore proj-
ect engineer. The last full update was
provided in 2012, he said.
The water MSS was last completed in
2012, prior to the completion of the East
Calgary Regional Water Line (ECRWL),
33-year-old male passenger of the ve-
hicle was declared dead at the scene.
Another adult male occupant of the
Expedition was transported to hospital
with serious, life-threatening injuries.
All three occupants of the vehicle were
from the Wheatland County area.

SUV was transported to hospital with
serious life-threatening injuries.
The names of the victims are not be-
ing released.
Investigation by Strathmore RCMP
and a RCMP collision analyst is ongo-
ing. Traffic was diverted for a hours
while emergency personnel responded
at key areas, including through the Or-
chard Park and Spruce Park areas south
of Highway 1 and across Highway 1 to
the fire hall.
Other upgrades in older parts of
town, such as the Lakeside Blvd. cor-
ridor, will be needed depending on the
speed of development in the commu-
nities feeding into this trunk, accord-
ing to the report. The eastern trunk is
newer, so it has the capacity to serve all
planned communities from which it will
receive sewage.
Upgrades to the sanitary main trunk
are estimated to cost $2.8 million, par-
tially funded through off-site levies, and
will be tracked in the capital project
plan for the next two to five years.
The last stormwater MSS was com-
pleted in 2002 with updates performed
in 2006 and 2018. However, the 2018
update may require adjustment to
match the requirements of the Coopera-
tive Stormwater Management Initiative
(CSMI) between Rocky View County,

tions (13,515 residents), interim growth
to 2052 (30,703 residents) and full
build-out (70,506).
The assessment found that under
these three scenarios, the existing water
system provides adequate pressure to
all areas for home use in town. How-
ever, there are a couple areas where fire
pressures (higher pressures needed for
firefighting) are verging on being out-
side limits, said Wilson.
Reservoir storage exceeds require-
ments by more than double. This means
the Brentwood Reservoir, which is
“showing its age,” can be decommis-
sioned without requiring a new reser-
voir being constructed over the short
term, said Wilson.
The interim growth phase would be
helped by ultimately expanding capac-
ity and upgrading the pumps at the
Wildflower Reservoir, however.
The ECRWL is projected to supply
the town with enough water until 2052.
Then, the town will have to source ad-
ditional capacity or look into adding a
pump to the system to increase water
supply.
In total, it is estimated that the town’s
water supply and storage system will
require about $40 million of upgrades
over the next 20 years.
The town’s existing sanitary system
consists of a main trunk, a couple off-
branches and an eastern trunk to ser-

of George Freeman Trail. The sanitary
MSS, produced in May 2017, focuses on
the main trunk system of the town.

This transportation considered two
2049 scenarios: one incorporating Al-
berta Transportation’s design for a po-
tential Highway 1 bypass around Strath-
more, and one without it.
It was determined many intersections
could be improved with modifications
to signal timing or signage, but that
existing road capacities are well above
current volume and short-term updates
are not required.
Future growth will require investment
in roads, including the twinning of both
Wheatland Trail and George Freeman
Trail, as well as a western arterial road,
located west of Wildflower and Lake-
wood Meadows, to accommodate addi-
tional traffic.

Eating nuts can result in better cholesterol test
results. A few research studies showed that eating
about 2.5 ounces (about 70 grams) daily resulted in
about a 7.4% lower LDL readings as well as about
a 5% reduction in total cholesterol. The people in
the study were not taking any cholesterol-lowering
medications. Add some to your diet daily. Good
nuts include walnuts, almonds, peanuts, hazelnuts,
pecans, pine nuts and pistachios.
The “R0” or R-naught in infectious disease-re-
porting is a method of determining how contagious
a disease is. The “R: refers to reproduction number
and gives an idea of how many people to whom one
infected person will spread the disease. An R0 of 1
means that one infected person will infect one other.
Measles has a R0 of 8…very infectious. Parents,
ensure all your children are immunized.
Some people get more nosebleeds in winter. These

Wheatland County turning to DUC to restore wetlands

Rather than performing wetland res-
toration on its own, Wheatland County
will help bring wetlands back on the
landscape by promoting the ongo-
ing work of Ducks Unlimited Canada
(DUC).
Under the Alberta Wetland Policy,
parties working near wetlands for such
activities as infrastructure construction
or maintenance, must first try to avoid
impacting them. If avoidance is not pos-
sible, impacts must be minimized. But if
the work must result in permanent loss
of wetland area (e.g. infilling, drainage),
and the party receives regulatory ap-
proval to do so, they are then respon-
sible for wetland replacement.
To replace the impacted wetland area,
the working party is required to either
perform the replacement themselves
(by restoring, enhancing or construct-
ing wetlands) or pay compensation to
a centralized, provincial fund used to
support the policy, including wetland
replacement. Paying into the fund is
typically the more cost-effective option
and hence is selected by permit hold-
ers more often. As a result, the fund has
been growing.
A priority of the Alberta Wetland Pol-
icy is to replace wetlands in municipali-
ties and watersheds that have had the
highest amounts of wetland area and
value since 2015, as well as areas with
high historical wetland loss, according
to the province.
The provincial government has ap-
proached such high-priority municipali-
ties, including Wheatland County, for it
to become actively involved in wetland
management through an initiative called
the Wetland Replacement Program
(WRP). Under this program, Alberta En-
vironment and Parks (AEP) will work
with municipalities to re-establish wet-
lands using money from the provincial

“What the province is saying is, ‘we’ve
collected all this money, now we need
to put wetlands back on the landscape,’”
explained Alyssa Robb, Wheatland
County’s environmental coordinator.
Involvement in the program would
require Wheatland County to sign a
memorandum of understanding (MOU)
with the province to demonstrate coun-
ty commitment to seeking wetland re-
placement opportunities, submit one
application for a wetland replacement
per year and perform approved funded
replacement work.
There would still be costs to the coun-
ty, however – it would need to seek
and identify potential restoration or
construction opportunities, and would
be responsible for advertisement and
landowner consultation. Each proposal,
requiring qualified consultants, would
cost about $25,000, with approval not
guaranteed. Also, staff resources would
be required for landowner agreements
and contract management through de-
sign, construction and a subsequent 10-
year required monitoring period.
Wheatland County’s Agricultural Ser-
vice Board (ASB) ultimately decided
not to sign the MOU during its regular
meeting on Oct. 6.
The main issue with partnering with
the government of Alberta is that it is
unclear whether the county’s returns
would match its required contributions
to the program, said ASB chair and Di-
vision One Councillor Jason Montgom-
ery. “The municipalities in the north
that are in the program have trouble
coming up with a significant amount of
potential wetland restoration projects
to make it worth it,” he said.
Instead, Wheatland’s ASB voted to
promote the ongoing work of DUC
of restoring wetlands throughout the
county. “We believe that there are inde-
pendent groups and organizations that
are doing a good job, and we believe
we should support proven and local
environmental protection efforts,” said
Wilson.
By opting to work with DUC, the
county can spend less effort and fewer
ratepayer dollars to get the same re-
ward, added Robb.
Between 2015 and 2020, DUC has
completed 13 restoration projects, rep-
resenting 247 hectares of wetlands re-
stored, throughout Wheatland County.
This is a considerable amount com-
pared to the 244 hectares of wetlands
impacted throughout the entire Bow
River Basin (of which five hectares
were impacted by the county) during
that same time period, she said.
Throughout the province, the organi-
zation restores about 900 acres (about
365 hectares) of wetlands per year, said
Tracy Scott, DUC’s head of industry and
government relations for Alberta. “Our
core business is wetland restoration,”
he said.
This restoration work is done in part-
nership with private landowners and,
increasingly, with rural municipalities.
Awareness is spreading that wetlands
provide benefits - known as environ-
mental goods and services - beyond
supplying wildlife habitat, said Scott.
“Wetlands are not just duck habitat –
they are valuable, and society is really
beginning to understand that.”
Across southern Alberta, DUC has
found that one the largest benefits wet-
land restoration provides is flood at-
tenuation, meaning they provide water
storage available during heavy runoff
or rainfall events.
This has opened the eyes of munici-
palities spending a considerable part
of their budget maintaining built infra-
structure, particularly roads and bridg-
es, he said. “If you have intact wetlands,
you are able to effectively protect that
built infrastructure from damage from
flooding.”
Ultimately, having municipalities and
DUC working together is beneficial to
all the parties involved, added Scott.
Municipalities can inform DUC about
potential opportunities for restoration.
“As they’re out meeting landowners or
doing weed inspections or any of the
numerous things that municipalities
can do, they start to spot and identify
these opportunities,” he said.
By working with DUC, they can also
have a hand in selecting where restora-
tion takes place. “If they have a section
of road that gets flooded on a regular
basis, they can start to look at wheth-
er there are opportunities upstream
of that, which may include drained
wetlands that are contributing to that
flooding.”
Landowners are compensated for
having a DUC restoration performed on
their property, which may include the
creation of a conservation easement
to protect the wetland into the future
(while retaining ownership).
“Looking at the bottom line is a big
part of farming – it’s a big business, it’s
an expensive business and it’s a high-
risk business,” said Scott. “So, one of
the things we’re doing is to help pro-
vide another revenue stream.”
But it also provides them an oppor-
tunity to become involved in land stew-
ardship, he added.
For landowners, working with DUC
is straightforward, said Russ Muench-
rath, Wheatland County’s manager of
agriculture and environment, who had
a partially drained wetland on his prop-
erty restored. “It was just a really easy
process,” he said. “It’s a matter of com-
ing to an agreement on price and then
getting the payments. They did all the
work and contacted me the whole way
through.”

Firefighters in Wheatland County will
be better able to respond to emergen-
cies in grain silos, following a training
course last Sunday.
Wheatland County Fire Services took
part in BeGrainSafe, the Canadian Ag-
ricultural Safety Association’s (CASA)
grain safety program. Through a two-
day training program, Wheatland fire-
fighters learned how to safely extract
a person trapped in grain, using a cof-
ferdam and auger.

nario, CASA and Canadian grain compa-

While hand cleaning has been touted
as a fundamental part of stopping the
spread of COVID-19, over 100 hand
sanitizer products have been recalled
due to potential health concerns.
Hand sanitizers are products, often
alcohol-based, that are applied to the
hands to kill pathogens, including bac-
teria and viruses. However, some of
these products contain ingredients not
permitted by Health Canada or they
lack proper labelling, resulting in their
recall.
To increase supply for ethanol for
hand sanitizers, Health Canada allowed
the temporary use of technical-grade
ethanol, which contains more impuri-
ties than pharmaceutical- and food-
grade ethanol. Manufacturers must get
technical-grade ethanol from a Health
Canada-authorized supplier – but some
have not been following this directive.
Manufacturers using technical-grade
ethanol must also include a risk state-
ment on their product, which must dis-
close its presence and discourage its
use on broken or damaged skin or by
women who are pregnant or breast-
feeding, among other information.

Province announces cuts to AHS

The province has announced cuts to
Alberta Health Services that will result
in the termination of management po-
sitions and the privatization of laundry
and lab services.
The cuts, made in response to recom-
mendations from a provincial health
review conducted by Ernst and Young,
were announced on Oct. 13 by Health
Minister Tyler Shandro. The cuts will re-
sult in the loss of about 9,700 positions,
resulting in $600 million of yearly sav-
ings, according to a government press
release.
No job losses for nurses or other
front-line clinical staff are anticipated,
said Shandro.
Included in the cuts are a minimum
of 100 management positions. Addition-
ally, a full review of senior AHS execu-
tives will be completed before the end

plans for new or extended targeted sup-

The Canada Emergency Rent Subsidy
would provide rent and mortgage sup-
port until June 2021 for qualifying or-
ganizations, including businesses, chari-
ties and nonprofits. It would subsidize a
percentage of expenses, up to a maxi-
mum of 65 per cent eligible expenses to
Dec. 19, 2020, with organizations being
able to make claims retroactively for be-
tween Sept. 27 and Oct. 24, according to
a government press release.

I hope you had a safe weekend navigating that
forgotten white stuff that comes from the sky
and wreaks havoc on the wonderful citizens of
this province. Welcome to winter and to snow —
ugh! Truthfully, I feel so lucky that we had the
extended summer that we did, and I suppose I
should not complain given the beautiful fall we
just enjoyed!
Did you know that Jasper – right here in Al-
berta – is a Dark Sky Preserve? I love looking at
the stars on a clear night and seeking out the Big
Dipper (or Ursa Major), the Little Dipper, which
contains the North Star (Polaris), Orion’s Belt,
or if we are really lucky some dancing northern
lights. In October, Jasper celebrates the night sky
during the Annual Dark Sky Festival. It is the sec-
ond largest Dark Sky Preserve in the world. A
Dark Sky Preserve is a location that works really
hard to keep light pollution to a minimum to re-
ally see and appreciate the night sky. If you are
an amateur astronomer, love camping or hiking,
and want to do some serious star gazing, this is
a sure bet. We are all staying fairly close to home
these days, and this is a wonderful way to see this
amazing province of ours, shop local and contrib-
ute to our local economies.
If you go down Highway 93 – the Banff-Wind-
ermere Parkway – you will be travelling on one
of the top 10 most scenic roads in the world. Our
First Nations worked together with “the greatest
land geographer that ever lived” – David Thomp-
son – during the fur trade when this part of the
world was being surveyed by European settlers.
David Thompson was enthralled by the First Na-
tion culture, their heritage and the distinct na-
ture of their communities. Together they worked,
surveyed and helped to understand the topog-
raphy that would become the “wonder trail” as
described by Arthur Oliver Wheeler who was the
main surveyor of Highway 93 which was to be
world renowned. American visitors to our prov-
ince would come just to drive Highway 93 when
it opened in 1941. This road was built during the
Great Depression to get folks back to work in
1931, and in fact employed more than 2,000 folks
at that time. The road was built by hand, pickaxe
and shovel, and at that time unemployment was
around 30 per cent. It took 10 years to build!
This week at the Legislature
Alberta’s government is partnering with Shad
Canada to create more opportunities for Grades
10 and 11 students to take part in a Science, Tech-
nology, Engineering, Arts and Math (STEAM), and
entrepreneurship summer program. Through a
four-year funding partnership, Shad Canada will
expand recruiting to more high schools and pro-
vide bursaries to more female, Indigenous, and
low-income students, as well as those who live
in remote or rural areas. During the month-long
program, 1,000 high school students across the
country participate in seminars, labs and hands-
on learning. Today’s students are the future driv-
ers of Alberta’s economy. The partnership with
Shad Canada will empower more high school stu-
dents from all walks of life to explore their pas-
sions and develop their potential.

Innovation and Emissions Reduction (TIER) fund
to support construction of Lacombe Biorefinery?
A new, innovative facility that support up to 80
construction jobs and about 25 full-time jobs in
Lacombe and Calgary. The Lacombe Biorefinery
will be the first facility in the world to produce
natural gas using BioRefinex thermal hydrolysis
technology. Alberta is becoming a hub for proj-
ects that process waste while creating more value
for key industries like livestock and farming, and
substantially reduce emissions. The Biorefinery is
one of many projects Alberta’s government is sup-
porting through the TIER program that cement
our commitment to diversification while creating
good jobs when Albertans need them most.

2020 General and Annual Property

Assessment Inspections
Wheatland County Assessment Services will be performing the 2020 general property assessment inspection for the majority of improved parcels located in
Ranges 17 to 20 (easterly portion of the County and along highway 56). The purpose of these inspections is to update property assessment information.
Assessment staff will also be performing the 2020 annual property assessment inspection throughout the entire County. The purpose of these annual inspections
is to gather information on new or incomplete buildings constructed in prior years.
Both inspections will require taking digital exterior photographs and may require measuring of buildings. Due to COVID 19, Assessment Services will try to perform
most inspections visually from the road, but occasionally may require an onsite inspection. If required, a call back card will be placed on the main entrance door of
the residence or another conspicuous location. The inspections will occur during September, October and November of 2020.
All assessors carry personal identification, wear a high visibility vest and the vehicle entering the yard site will be clearly marked with a Wheatland County logo.
Assessors will be adhering to all safety procedures.
Assessment Services is striving to prepare and maintain a fair and equitable property assessment base and would like to thank residents in advance for their
cooperation during the 2020 assessment inspections.
