ABSTRACT

The study aimed to assess and analyze the extent of implementation of

School Improvement Plan (SIP) of public secondary schools in the Division of

Rizal with respect to the three (3) Key Result Areas (KRAs) of School

Improvement Plans (SIPs): Access, Quality and; Governance. With focus on the

implementation from School Years 2015-2018, profile and achievement were

assessed using Score Report Card (SRC) based on gathered survey data

answered by the SIP coordinators from selected public secondary schools in the

Division of Rizal. Likewise, significant relationship on the profiles of the schools

and their SIP implementation on the three KRAs was determined.

The following variables were considered in the study among the selected

schools: profiles of the public secondary schools such as; enrolment, health

nutritional status, number nationally funded teachers; and number of master

teachers, and three core key areas such as Access; number of drop-out and

percent of drop-out, Quality; graduation rate, school promotional rate, mean

percentage score (NAT) literacy level in English, and literacy level in Filipino,

Governance; child-friendly school, learner-teacher ratio, learner-classroom ratio,

learner- toilet ratio and learner- seat ratio.

This study used documentary method of research and qualitative method

to analyze and interpret the gathered data pertaining to School Improvement

Plan (SIP) included in School-Based Management (SBM) system. Eighteen (18)

schools served as the respondents in this study which were chosen using

random sampling utilizing fishbowl technique.

The results revealed that the enrollment of public secondary schools in the

Division in three consecutive years has increased. Nutritional health status of

students signified the weak implementation of their program on nutritional health

while in terms of number of nationally funded teachers, it was found out that all

teachers were nationally funded and on the number of master teachers, it was

noted that among the school-respondents, only schools B and G have no master

teachers.

On the other hand, the evaluation on the implementation of public

secondary schools in the Division of Rizal on their performance indicator with

respect to Access in terms of number of dropout and percent of dropout was

found out that the smaller number of drop-out has the bigger percentage

promotional rate, while the bigger number of drop-out has the smaller percentage

of promotional rate and interpreted as Needing Improvement (NI).

Based on the gathered data from selected public secondary schools in

literacy level on English and Filipino. It entailed the weak program of intervention

and there is a need to prioritize the decreasing level of frustration of some

schools and include to Priority Improvement Area (PIA) proposal to reach high

decreasing frustration.

On the Mean Percentage Scores (MPS) of the implementation of School

Improvement Plan of public secondary schools with respect to Quality in terms of

the National Achievement Test (NAT), it revealed the weak performance of the

schools.

The extent of the School Improvement Plan (SIP) implementation with

respect to Access in the terms of graduation rate and school promotional rate, a

high percentage was observed and verbally interpreted as Excellent. Further,

with respect to Governance in terms of Child-Friendly Schools (CFS), most of the

schools have purple color which signified Outstanding Child- Friendly Schools.

More so, it was noted that there was no significant relationship between

the profile and the three key result areas of School Improvement Plan (SIP). On

the other hand, it was found out that enrollment has significant relationship to the

Learner-Toilet ratio, while the aspect on Nationally Funded Teacher to Filipino

Literacy Level school performance rate and Number of Master Teachers to

Literacy level in Filipino have significant relationship.

Finally, the best practices of schools contributed greatly in implementing

School Improvement Plan. Further, involvement of stakeholders, LGUs, NGOs

for the improvement of schools’ performance and solution to decrease the No

Child-Left Behind program in the Division of Rizal was noted in each school.
