TELEPHONE DISTRIBUTION SYSTEM

ELECTRICAL - SECTION 08

1.0 STATUTORY REGULATIONS

The telephone installation works and all plant, equipment and materials forming
part of this Contract shown in the Specification Drawings and described hereunder
shall comply in all respect with any relevant Statutory Regulations, Bye-laws and
Order currently in force. In addition Rules and Requirements of the following
bodies shall be complied with:-

a. Telekom Malaysia Berhad.

b. The Tenaga Nasional Berhad (TNB) and Jabatan Bekalan Elektrik.

c. The Fire Department.

d. The Machinery Department.

The Contractor shall obtain and complete all notices required by the above
authorities as necessary and shall obtain all consents necessary for the various
works to be executed and shall pay all fees including test fees in connection
herewith.

1.1 WORKS TO BE INCLUDED

The Contract shall include the following works:

a. To supply and lay underground duct system from proposed building to


existing Telecom manholes inclusive of all interconnection works.

b. To supply and construct Telecom approved manholes inclusive of


excavation, back-filling, making good the surfaces and connection works to
the existing manholes.

c. The supply and installation of STM approved type Main Distribution Frame
(MDF) complete with jumper rings copper earth bars terminal blocks and
other associated accessories in MDF room.

d. The supply and installation of cable trays and trunking from MDF room
leading tot he riser shaft and vertical riser trays in the riser shaft complete
with mounting brackets.

e. To supply and install a complete Earth System complete with earth


continuity conductors, earth chamber, earth rods etc.

f. The supply and installation of underfloor cable ductways complete with


junction boxes and outlet boxes.

g. Liaise with STM during course of works and commissioning of entire works
to STM’s approval.

h. The supply, installation and termination of final distribution cables from


Existing DP Box to all distributed boxes as shown.

i. The supply, installation and termination of final distribution cables from the
various distribution boxes to the final telephone cord outlets for the various
floors including the supply and installation of the telephone cord outlets.

j. The foregoing is intended only as a general description and does not


purport to outline all works required by these general specification and the
drawings. Accordingly, the provision of this Clause shall be construed as
supplemental to (but in no case limiting, imparting or descreasing) the
requirements elsewhere as set forth herein with respect to the work to be
performed.

1.2 HORIZONTAL RUNS

All horizontal runs of cable shall be in steel box trunking on trays as shown on
Drawings. The trunking or trays shall be supported at intervals not greater than 5
feet. Supports shall be of 1 1/2” x 1 1/2” x 1 1/16” thick mild steel angle iron fixed
to the underside of the floor slab or steel expansion anchor bolts. The trunking or
tray shall be securely bolted to the support. Additional supports shall be provided
at joints in the trunking or trays. All supports shall be painted to Engineer’s
approval.

1.3 VERTICAL RUNS

All vertical runs of cables shall be carried out on cable trays in vertical riser shaft.
The cables shall neatly bundled and clipped at every 12 inches using PVC
sheathed G.I. saddle clips. Box trunking shall be provided where mechanical
protection is required. Trays shall be supported at distance of not greater than 3
feet using ‘C’ supports of 1 1/2” x 1 1/2” x 3/16” thick mild steel angle iron. The
supports shall be bolted to the riser wall using two ¼” diameter x 2” long steel
expansion anchor bolts. The trays shall be securely bolted to the supports.

Cable trays shall be as specified elsewhere in the specification.

1.4 FLOOR DUCTS

The Contractor shall supply and install underfloor ducts in rectangular formation
for flexible services as shown in Drawings. The underfloor ducting shall be of the
shallow depth type suitable for installation upon a concrete floor and casting in the
floor screed. Underfloor trunking shall be of heavy gauge PVC or galvanised

sheet steel of thickness not less than 16G as shown on Drawings. For
rectangular trunking of width greater than 3”, galvanised sheet steel of thickness
not less than 12G shall be used.

For steel trunking, all sections and joints shall be mechanically and electrically
bonded and water-tight after fixing into position. All joints for either PVC or steel
trunking shall be by approved jointing accessories or shall be carried out using
joint boxes.

Where floor conduits are specified, the type and installation practice shall be as
specified elsewhere in the specification.

1.5 JUNCTION BOX

All boxes and outlet boxes shall be rust proof and provision shall be made for
adjusting these boxes and the floor ducting system to the required level so that
the boxes and outlets shall be flushed with the floor when screeded.

Galvanised steel covers of not less than 12G shall be provided with a water-tight
rubber gasket and secured to the junction boxes by at least four countersunk
screws. Screws heads shall be flushed with the cover surface.

A 1/2” diameter centre hole shall be drilled into the cover plate of each outlet box
and shall be plugged by a male-threaded plastic bushing with a locknut.

1.6 DRAW WIRES

16G galvanised iron draw wires shall be provided in all ducts. One wire shall be
provided for each duct section between junction boxes before or after a cable has
been pulled through the duct. At least 12 inches of draw wire shall be left in each
junction box.

1.7 PLUGGING

The Contractor shall ensure that all boxes, ductways and trunking are adequately
plugged during installation to ensure that they do not become blocked during
concreting or other operations.

1.8 OTHER SERVICE

The telephone trunking, conduits or trays shall not be used for running any the
services.

1.9 CABLES

All cables shall be to Telekom Malaysia Berhad approval. Joints shall only be
made at the terminal block on the MDF or distribution points. Mid-run cable joints
are not permitted.

Cables shall be labelled at each ends using appropriate size PVC labels similar to
Hellerman Sleeves markers.

During cable pulling into ductways, adequate precaution shall be taken to ensure
that cable are not damaged and strained.

1.10 DISTRIBUTION BOARD

Distribution boxes complete with tag blocks built to Telekom Malaysia Berhad
approval shall be supplied and installed at the distribution points as marked on the
Specification Drawings. The tag blocks shall be inscribed with the name of the
building.

1.11 RECORDS

A complete set of record shall be kept showing the termination of cables on the
MDF and distribution points. One record of each of MDF and each distribution
point shall be kept. The records shall be to Telekom’s approval. Six copies of the
record shall be handed to the Engineer at the time of handing over.

1.12 TELEPHONE CORD OUTLETS

Telephone cord outlets shall be provided where shown in the drawings. The
telephone cord-outlet shall have moulded front plate, single outlet, PVC sleeve
cords complete with steel clamp to retain the sleeve cord on the underside.

1.13 GENERAL

This technical specification describes the requirements for the supply of Main
Distribution Frame (MDF).

The equipment supplied shall be of the highest quality and capable of


withstanding continuous operation. The latest development and best features of
telecommunication practice shall be embodied. Unless otherwise stated in the
specification or subsequently agreed, all equipment and facilities supplied shall be
in accordance with all relevant recommendation of the International Telegraph and
Telephone Consultative Committee (CCITT).

The MDF shall be readily extendable to meet the ultimate requirement without
modification of equipment previously supplied. Expansion shall cause no
interruption or degeneration of service to the MDF or the Telephone Exchange.

1.14 ACCOMMODATION

1.15 LOADING

The equipment shall be installed on floors of loading designed to accommodate


normal telephone exchange equipment. The Contractors shall quote the
maximum floor loading required for each type of termination/vertical offered.

1.16 SPACE REQUIREMENTS

The maximum clearance height between the floor level and the lower plane of the
above ceiling beam to the MDF room is eleven (11) feet or otherwise specified.

The equipment to be quoted shall be only those that can be easily installed,
maintained and operated within this limit. The Contractor shall quote the various
clearance heights required for the various types of termination/vertical. The
minimum line side terminations per vertical shall not be less than 200 pairs.

The Contractor shall also quote the maximum depth of the installed MDF, the
width of each unit of MDF expansion and consequently the width of 10,000
(vertical) line side terminations.

1.17 ENVIRONMENTAL CONDITION

The equipment shall normally be installed in buildings which are provided with air-
conditioning. Although the buildings are normally attended to for most of the time,
a close control of conditions is not normally provided and in the event of air-
conditioning failure resulting in the rise of temperature and change of relative
humidity, the equipment shall be possible to operate in an environmental of
adverse temperature and change of relative humidity occurring simultaneously for
an indefinite period without any degeneration of its performances. The Contractor
shall specify the range of temperature and relative humidity required to maintain
and operate the equipment without any defective effects.

1.18 ILLUMINATIONS

The Contractor shall include in the tender suitable lighting fixtures illuminate the
MDF aisle if the lighting provided in the specification drawing is insufficient.

1.19 FEATURES OF TERMINATION BLOCKS

1.20 CAPACITY

The capacity of termination block shall be 100 or multiples thereof.

1.21 CLEARANCE BETWEEN TERMINATION BLOCKS

The clearance space between mounted termination blocks shall allow adequate
working space and easy access for measurement, test and jumpering by
installation and maintenance staff.

1.22 JUMPER TERMINATIONS

The jumper field should be suitably sited preferably at the front for easy access
and working and eliminating possibility of injury from side mounted terminal pins.
Quick-clip type of termination is preferred over wire-wrap type of termination. In
each case, the terminal pins should be suitably designed to accept and maintain a
good permanent electrical contract. Solder termination is not acceptable. The
installation resistance between any pair of termination pins shall not be less than
1,000 M at 500V d.c. and the tenderers shall specify their figure.

1.23 PROTECTION

All protection shall be provided on the vertical (line) side of the MDF.

All outside line plants are to be protected and the Tenderers shall quote the
various range of protective elements available. Each unit shall be distinguishly
marked or coloured for easy identification. Each pair of wire unit shall not interrupt
adjacent circuits.

Protective units should preferably be provided with a detent position, at which the
outside plant pair is isolated from the switching equipment but remains in the
protected state.

During the insertion of the protection elements, the ground connection to the
outside plant (detent position) and finally by connection to the exchange
equipment. This connection sequenc ensures that a fault on an incoming pair will
cause the protective element in the module to operate and shunt the foreign
potential to ground. All drains of excess voltage and current are to be discharged
and channelled to a ground contact.

1.24 VOLTAGE PROTECTION

The voltage protection shall be by means of air-gap carbon or by gas tube. The
latest protective ranges for the various units available and approved by STM shall
be employed.

1.25 CURRENT PROTECTION

The tenderer shall quote the prices and the protective ranges of the various units
available.

1.26 SURGE ARRESTORS FOR TELEPHONE LINES

The surge arrestor for telephone line shall be modular plug in type suitable for one
or two pairs telephone lines. The units shall be suitable for plugging into standard
printed circuit boards unit.

The surge arrestor unit shall have the following characteristic :-

a. Nominal Voltage - 170V


b. Max. Output Voltage - 250V
c. Maximum Leakage Circuit - 5 uA
d. Surge withstand 8/20 s/wave - 10 times

The surge units shall be equipped with safety continuous switch off during large
transient. The surge units shall be similar to CITEL E-280T.

1.27 TEST FACILITIES

To allow for bulk test of outside line plant, a test field providing connection of all
outside line plant termination with multi-paired plug-in connectors. The Contractor
is to furnish details of the connectors quality and reliability. The establishment of
good contact between pins and plug shall be confirmed by some means of
acknowledgement. For individual circuits, connection to test desk for normal test
desk testing, test points shall be sufficiently provided and suitably sited on the
vertical side of the MDF. The connection shall be by means of test cord.

1.28 CABLE TERMINATION

It is intended that the vertical (line) termination block shall be ordered complete
with stub cable of conductor dimension 0.63mm and 0.5mm diameter –
Polythelene Insulated Type, Polythelene Sheathed. The cable ad the cable
jointing shall be of good quality. The Tenderer shall specify the prices for
termination blocks complete with two standards line of stub cable :

i. Maximum MDF height plus two metres and


ii. Half maximum MDF height plus two metres

Tenderer shall also quote prices per unit metre for any additional length of stub
cable.

1.29 MARKING

All digit and letter markings on the termination blocks shall be distinctive,
permanent and shall conform to a standard identical order. Field identification on
the terminal block shall be from left to right and top to bottom and shall be
adequately labelled. This is to allow for quick identification.

1.30 INSTALLATION REQUIREMENTS

The Tenderer shall specify the complete unit of expansion of MDF in terms of
number of verticals, horizontal and the termination blocks. Each expansion shall
finish in a neat and tidy appearance. Provisions shall be made for cables to be
fastened and laced neatly and firmly in position.

1.31 COMPONENTS AND MATERIALS

All components used shall be selected on the results of tests based on test
methods detailed in international standards accepted by the Telekom Malaysia
Berhad. The components shall be of life characteristic which are compatible with
the economic maintenance of the MDF. All non-metallic materials used in the
equipment shall be stable and there shall be no changes to the chemical,
physical, mechanical or electrical properties of any other materials or components
used in the equipment. In the design of installation of the equipment, the risk of
fire shall be minimised by suitable of components and of insulating and
constructional materials.

Should fire occur, the conditions generated should be such as to stifle rather than
to accelerate the spread of fire. All metal work shall be clean-treated and shall be
free of rust and scale.

The metal work shall be-coated with anti-rust paint and given a coat of enamel
paint of a type and colour to match that of normal exchange equipment. All metal
work shall be properly aligned and rigidly constructed. Any sharp edges or
projection shall be rounded off or otherwise protected to prevent injury to the
installation and operating staff. The frame structure shall be of simple design
allowing quick and easy installation using simple tools.

1.32 CABLE LADDER

If necessary, travelling cable ladders are to be provided for accessibility to upper


portion of the MDF. The ladder is to be of appropriate height and shall be strong,
light and steady with interlocking device to maintain firm stand at any point of the
MDF aisles.

1.33 INSTALLATION AND MAINTENANCE TOOLS

Tools for the above purposes shall be of robust construction designed to


withstand rough use and preferably of general purposes in construction. Parts
which are easily damaged shall be easily replaced from spares.

1.34 TEST EQUIPMENT

All test equipment required for the complete installation shall be included in this
tender. The tenderer shall include a list of all equipment provided.

1.35 DOCUMENTATION

The documentation of the system shall be such that it is possible for the average
technical staff to install, operate and maintain the telephone system without
additional information and assistance from the Contractor. Separate
documentation should be provided for :-

a. Technical description
b. Installation procedures
c. Maintenance and operation procedures
d. Tools and test equipment

The Contractor is to submit for approval recommended layout plan for different
type of MDF floors that shall be called upon by the Engineer. All drawings and
documents needed for the complete installation of the equipment shall be supplied
at least three (3) months in advance of the commencement of each installation of
the MDF. If any modification is made during installation, amended copies of the
documentation shall be supplied immediately after completion of installation.
