FYI: The concept of Freedom of Speech and Expression in the Philippines is actually about protecting
Core Speeches, which is speech concerning politics, nationalism, religion, or other matters of public
opinion. The freedom does not extend to slander or libel. In fact, these two are punished under the law.

Activity 1:
Seven villages in the town of Binalonan, Pangasinan are now strictly implementing an anti-tsismis
(gossip) and anti-ingay (noise) policy. Those who violate the ordinance will be fined P300 for the first
offense, P500 for the second offense, and P1,000 for the third offense. All violators are also required to
render community service.

What would be your reaction should the University decide to impose the same policy? Would you agree
to it or not? If you agree, come up with your own concept or policy to be adopted. If you disagree, what
are your reasons or basis?
