Two purposes:
1. Warning Limit: New option to print Errors & Warnings. Warnings
would be issued for elements below the warning limit
2. Target Limit: Additional mesh processing (smoothing, mesh editing) is
done to try to improve the mesh to be better than the target limit
In past, some users have used shape checks that were different than the physics preferences
to try to get a better mesh. Now, use target limits for this purpose as it is a better approach
