Executive Summary
On 31st July & 22nd August 2019 Maruf Zindanee & Sanjoy Roy of Stichting Bangladesh ACCORD
foundation carried out a visual structural survey of Ibrahim Knit Garments (Pvt.) Ltd. Extension at
the address and coordinates given on the cover page of this report.
We met Ibrahim Knit Garments (Pvt.) Ltd. Extension management including A. K. M.
Kamruzzaman (Factory Manager), Shomitra Das (AGM-Admin, HR & Compliance), Lt Commander
Idris Ali Miah, BN Retd. (Elect. & Mech and Security), Shafiul Alam Rana (Project Engineer) and
many more.
The Factory comprises many structures. Among them six structures namely Building-3, Shed-7, 8,
9, 16 & 19 are included in this report. Rest of structures were previously inspected by ACCORD
dated 23rd April 2014 under the name of Ibrahim Knit Garments (Pvt) (9688). We were allowed
access to all the abovementioned structures.
Building-3 (Extension) is a six storied reinforced concrete structure. The Building-3 (extension) is
adjacent to another six storied RC building separated by an expansion joint. Currently, the building
is being used for finishing with metal free zone (ground floor), finishing section, prayer (1st floor),
cutting section (2nd floor), Sewing (3rd floor), Cutting (4th floor) and Cutting input area (5th floor).
There are a mini canteen & prayer room on roof. There is also a RC overhead water tank above
one of the staircase.
The building was constructed between January 2015 and June 2017. Factory occupied the
structure since July 2017.
Shed-7 (Finishing) is a single storied steel shed which is connected to another shed. The
separation work was ongoing at the time of inspection. The Shed is being used for finishing
section. The Shed was constructed between February 2018 to June 2018. Factory occupied the
structure since July 2018.

Shed-8 (Dyeing Finishing-Stenter) is a single storied steel shed which is being used for dyeing
finishing. The shed was constructed between December 2018 and March 2019. Factory occupied
the shed since June 2019.
Shed-9 (Chemical Store) is a single storied steel shed which is being used for chemical store only.
The Shed was constructed between February 2018 and June 2018. Factory occupied the structure
since July 2018.
Shed-16 (Fire Hydrant Pump) is a single (B+G) storied RC structure with steel roof shed which is
being used for fire hydrant pump (basement) and maintenance office at the top. The Shed was
constructed between February 2018 and June 2018. Factory occupied the structure since July
2018.
Shed-19 (Boiler & Generator) is a single storied steel shed which is being used for boiler &
generator. The shed was constructed between February 2019 and June 2019. Factory occupied the
shed since July 2019.
We were provided with copies of permit drawings for all the structures except New Washing Shed
from RAJUK dated 27th May 2015. We were also provided with copies of industrial layout drawings
dated 27th June 2019 from Department of Inspection for Factories and Establishments (DIFE).
We were also presented with:
• Copies of Architectural and Structural drawings for all the structures & load plan (105 psf) for
Building-3 (Extension) prepared by “Design Development Solution (DDS)”.
• Copies of Design Report & cylinder test reports from BUET.
• Soil investigation report was provided based on data from 7 boreholes for the Building-3
(Extension) dated August 2014 prepared by Innovative Engineers. The report recommends pile
foundation.

The information provided in the architectural and structural drawings for the buildings are
generally found indicative with the as-built conditions. We have checked the column capacity
considering 3 kPa live load on typical floor and 1.5 Kpa on roof for building-3 (Extension).

A level of non exhaustive list of concerns are:


Building-3 (Extension):
01: Discrepancies between drawings and on-site condition.
02: Prepared load plans and design reports required to be reviewed.
Shed-7, 8, 9, 16, 19:
03: Lack of lateral Stability.

We see no reason to suspend operations in the facility due to structural concerns (subject to the
required actions noted in this report).

Further actions with associated priorities and timeframes are given at the end of this report.
Please note that these actions should be completed as soon as practically possible and certainly
within the time frame noted.
We have reviewed the property from an outline seismic perspective and would consider that the
building, along with many others in the Dhaka region, to be at significant risk of damage in a major
Seismic event.
Our Limitations and Assumptions are also noted at the end of this report.

Number of rebar at C2 type column didn’t match with column schedule. Also, no
structural drawing was available for roof prayer room.

The reinforcement details in provided structural drawing indicate that the building framing
system is OMRF for which the response modification factor, R would be 5.0. But R= 8.0 has been
used in the DEA report without any clarification. The factory engineer to check the rebar detail,
design parameter and adequacy of the members.
Factory engineer has prepared a design report and load
plan considering 5 KPa (max.) allowable floor loading
for Building-3 (Extension). But computer-based analysis
file was not available for review. Factory is required to
R=8 considered submit the design report with analysis file to ACCORD
for further review.

Vertical bracings were provided for the stability system against lateral loading. But no compression
strut was observed in long direction. Moreover, bracings were found missing. Also, connection
details were not provided in structural drawing. Poor connections were found during inspection.

Survey Limitations and Assumptions
This report is for the private and confidential use of Accord for whom it was prepared together with their professional advisors as appropriate. It
should not be reproduced in whole or in part or relied upon by third parties for any use without the express written permission of ACCORD.

This report can be used in discussion with the supplier or factory owner as a means to rectify or address any observations made. The report is not
comprehensive and is limited to what could be observed during a visual inspection of the building.

This Report is not intended to be treated as a generalised inspection and does not cover the deterioration of structural members through dampness,
fungal or insect attack, nor does it deal with problems and defects of a non-structural nature. Other non structural aspects of the building such as fire
safety have not been assessed in this survey.

Except as otherwise noted, drains and other services were not viewed or tested during our inspection and are therefore similarly excluded from this
Report. We have not inspected any parts of the structure which are covered, unexposed or inaccessible and we are therefore unable to report that
any such part of the property is free from defect.

External inspection of the façade walls has generally been carried out from ground level only by visual sighting. No opening up works were carried out
(except as noted) and we rely on the Architects and Engineers drawings provided to us for our views on concealed parts of the structure and in
particular foundations. Strengths of materials and components are untested and we recommend that the factory owners Building Engineer carries out
in situ testing over and above those suggested to satisfy themselves with the material strengths and component details.

Recommendations, where given, are for the purpose of providing indicative advice only, are not exhaustive, relate solely to identifying key and
obvious structural defects as identified in this presentation, and do not take the form of or constitute a specification for works. We take no
responsibility for the works as constructed. This report does not interfere with the factory owners Building Engineers responsibility for the structural
performance of this building, The Building Engineer remains fully responsible for the structural adequacy of the building.

This report does not comment in detail on the future seismic performance of the building and only highlights the fact that the building may experience
significant damage or collapse in a seismic event along with many others in the Dhaka region.

The observations in this report are based on the Engineering Judgement of the lead surveyor/engineer at the time of the survey. We assume in making
these observations that no covering up of faults defects, filling or plastering over cracking or significant repair work has been carried out by the
building owner. Any future alteration or additional work by the building owner will void this report.
