Agriculture is the process of producing food, feed, fiber and many other desired

produced by the cultivation of certain plants and the raising of domesticated animals.
Western Visayas ranked 3 in terms of rice production and the Province of Capiz is part of
it. As one of the sources of rice and other crops ,we are responsible of our own farmers
to sustain their basic needs. Being raised in a rural farming community , you can see
farmers working on their rice fields under the scorching sun, with bodies bent toward
the soil, they carefully plant rice. You can also see farmers buying rice and dried fish or
canned goods in the market and going home after the long,tiring day of work.
Farmers are facing a lot of challenges everyday and many of our farmers belong to the
country’s poorest sectors and are vulnerable to hunger.This is continues now a days and
can be declared as a cycle in many farming areas in the Philippines.The main problems
of our farmers are; expensive farm supplies , very small investment and support from
the government and also the continuous environmental problem , climate change
As years pass by , the population also increases and this means that more resources will
be needed to meet the basic needs of the people :food, water and shelter. And the their
problem will continue to rise and in some point they will suddenly give up their work
and sell their farms ?, In the field of farming , this will be the greatest challenge of our
future farmers because how can they feed the people with less resources.
In line with this problem , I , Board Member 3 of the 2nd district created this resolution
entitled.
 Education is the process of facilitating, learning, or the acquisition of knowledge,
skills, values, beliefs and habits. It is frequently takes place under the guidance of
educators; however learners may also educate themselves. Education is an important
part of a Filipino Life; it is our strong foundation in achieving our dreams in life, raising
our family from poverty and bringing an economic change in our country. Province of
Capiz covers a wide range area and because of that we have a lot of remote areas here
and in this remote areas there are families who are raising their family by just depending
in their surroundings. But also through the support of our government , schools are
built in some remote areas here in our province just like in the municipality of Jamindan
, the Ubog Elementary School, Ubog Extension Elementary School and the Agloloway
Elementary School. But still there is a problem there,
