ear Mr. Branham:
In October 2019, the ety attomey’s office reached out to the local chapter ofthe NCPBA in an
fort to begin discussions on Substantive Rules forthe Civil Service Board. Since that ime, we
have expanded our discussions to include the 2019 session bill HB 916 introduced by
Representative MeNeill. We reached out in response to city council members’ expressed desire
to 0e a citizen review board created from their Jane 2020 meeting. Since then, representatives
from the City andthe PBA have held productive meetings with goal of teaching consensus on &
joint legislative proposal to provide cities with authority to exeae civilian review boatds
Itis the PBA’s desir that we continue to work together with city officials and that this effort
represents the beginning of a productive parinership working to ensure accountability for and
respect of members of our law enforcement community.
Sincerely,
“eple
